「領土」問題に固陋な態度を捨て、国際親善の「新視点」を!

 小さな島嶼を巡って、日本と韓国・中国間で、人的交流まで阻害される「大騒ぎ」が再び巻き起こっている。日本は北方領土についても、ロシアと係争中であり、これら領土問題に関する限り、「四面楚歌」の状況に置かれていると言っても過言でない。

 日中交易が飛躍的に高まっている今日、中国での「尖閣」を原因とする反日デモで、日本料理店が壊されたり、日本商品に対する「不買運動」が呼びかけられているのを耳にし、現地に居る邦人の「苦境」が如何ばかりか想像して心が痛む。

 我が「民主」党政権は、「尖閣」については日本が歴史的に「実効支配」しているから何ら疑問の余地無く、日本領土だという論理を披瀝している。では、「竹島」はどうか?この島は、日本・島根県の一部であると言うのだが、韓国が現在「実効支配」しているのは明らかだ。一方、北方領土はロシアが今「実効支配」していることは間違いない。これら他国が「実効支配」している島嶼を「日本領」と主張する為には、別の論理が必要だ。

 「尖閣」については、いつの時代にまで「領有権」を遡るかに依って、事情が変わって来るだろう。中国が主張するように、中世の「史書」の記述を根拠とすれば、日本が19世紀末からの領有を主張しても噛み合わないことになる。しかも、近世に於いては中国側のいかなる「領有権」宣言もなかったから日本の物だ、とする主張は、「日本侵略・国共内戦」という過酷な運命を経なければならなかった国に対して余りにも薄情なものだ。戦乱という混乱の最中に、一体、小さな島嶼の「領有権」など主張する余裕があると言うのか。更に言えば、歴史的に見て、「尖閣」もその一部とされる沖縄・琉球列島が、日本よりも中国大陸の支配勢力に近かったことは、紛れもない事実だ。

            米無人偵察機「グローバルホーク」

 今度の「領土紛争」に託つけて、活発に動き回っているのが、日米軍事当局だ。自衛隊幹部は、現在グアムで「島嶼防衛」即応の軍事訓練を米国と共同で行っており、大型無人偵察機や上陸用水陸両用装甲車の新規発注を政府に要求している。米国防省は、悪名高い「オスプレイ」を受け入れさせる口実として、「尖閣」防衛の為に必要だ、という論理を展開している。「消費増税」を強行した野田政権も、この税収を軍事支出に公然と振り向ける絶好の機会を手に入れたようだ。まさか、領土問題を戦争で解決しようとするなどという「愚の骨頂」を冒すことはないと思うのだが。憲法九条の「戦争放棄」条項を忘れている輩も居ないだろう。

 平和的に領土問題を少しでも解決に近づける為には、先ず「国際司法裁判所」での裁定を求めることだが、それが適わぬ場合は、相手国との粘り強い折衝によって、「島嶼共同管理・利用」することしか合理的な道は残されていない。取り敢えず「領有権」は棚上げして、資源利用などでお互いの実利を確保することが最も賢明な方法ではないか。

 すでに、2010年9月23日付の本ブログ「欧米メディアが見た『尖閣・中国漁船衝突』事件」で指摘したように、欧米メデイアは必ずしも日本の立場を支持していない。このことは、最近目にした英国経済紙『ファイナンシャル・タイムズ』(8月22日付)のコラム記事でも同様であり、日本の現状について極めて示唆に富む分析をしているので、ここにその内容を紹介しておきたい。

 筆者David Pilling氏は、先ず民主党鳩山政権が発足時、米国への過剰依存状態を脱して、日本が一極関係から多極的関係へと移行し、アジアを根本的生存領域とすることを「劇的に」明確にしたことを「壮大なビジョン」として高く評価する。

 しかし、「Senkaku」(中国ではDiaoyu)問題で日中が衝突した結果、北京駐在日本大使が更迭される事態に陥った今日では、その「鳩山ビジョン」はズタズタに裂かれてしまったとする。

 筆者から見て、日本と他のアジア諸国との軋轢の根底には、歴史教科書・戦争記念碑などの問題に見られるように、日本が戦時中犯した行為について適切に悔いていないことがあるー少なくとも近隣諸国にはその様に映っているのだ。

 ここで筆者は、「脱亜入欧」を唱えた福沢諭吉の思想が、日本をアジアの一員として共存することを止め、欧米模倣によって近代化を急激に遂げることによって、自ら欧米諸国の如く、アジア侵略へと向かわせ、第二次世界大戦の悲劇を招く元凶となったことを指摘する。

 日本には、個人的に自らの戦争犯罪を告白する人々は少なからず存在するが、ドイツのように徹底した形で「歴史問題」を国家として語らなかった訳は、一つには、その名の下に戦争した天皇が退位しなかったことと、戦後アジアが東西「冷戦」の場となり、「イデオロギー対立」を前にして、「対戦国」和解の機会が失われたことであるとする。

 日本の「尖閣」支配は、19世紀末の日本の「植民地主義」進出時と重なり、「他の誰の物でもないから」という理由で、日本領土に編入したのだ。一方、中国政府はこれらの諸島が16世紀の中国地図に描かれていると主張する。

 中国政府は「尖閣」問題を日本・米国との戦略的駆け引きの場として捉えており、これら諸島の「小ささ」に不相応な大問題に発展している所以だ。

 筆者は最後に、問題の短期的解決の困難さを認めつつも、遠き将来、EU型の「アジア政治共同体」創設後に、「昔の敵」同士が常に協調して行く未来を思い描いている。        (2012.08.31)

Japan, China and their ‘history problem’

When the Democratic Party of Japan took power three years ago, it promised a radical overhaul of foreign policy. It wanted to rebalance relations with the US and China, by addressing its “over-dependence” on the former and its strained relations with the latter. In a world moving from US unipolarity to multipolarity, in the words of Yukio Hatoyama, then prime minister, Japan would rediscover Asia as its “basic sphere of being”.
It was a grand vision. Today it lies in shreds. That became clearer this week with Tokyo’s replacement of its ambassador to Beijing after a flare-up in Sino-Japanese tension. Anti-Japanese protests erupted across Chinese cities at the weekend after a renewed war of words over the Japanese-administered Senkaku islands, called Diaoyu by China.


Since the Democratic party came to power it has failed to forge closer relations with China. Its relations with the US, easily its most important ally, are near rock-bottom following years of US frustration at its foot-dragging over military-base agreements. Japan is not only replacing its ambassador to Beijing. It is also sending new envoys to Washington and to Seoul, the latter following a parallel territorial dispute with South Korea.
There are obvious reasons for Tokyo’s continuing painful relations with Asia, much of which it tried to conquer seven decades ago. Arguments over territory, history textbooks, war memorials, fishing rights and oil deposits are just some. At the root of all these is Japan’s wartime conduct and its inability – at least in the eyes of its neighbours – to repent properly for what it did.
But Japan’s problems with China in particular and with Asia more generally go back further than the second world war. That’s a shame because it makes them even more intractable. In 1885, an anonymous editorial entitled “Leaving Asia” appeared in a Japanese newspaper. Believed to have been written by Yukichi Fukuzawa, a modernising former samurai who appears on the back of the Y10,000 note, the editorial advocated a rejection of the Sino-centric world and the embrace of western learning. That had been the basis of Japan’s Meiji restoration of 1868, a sweeping programme of modernisation intended to protect Japan from the colonial depredations of encroaching western powers. Japan copied westerners in everything they did, including their practice of invading other countries. The result was murderous and tragic. After the second world war, Japan remained in the western camp. Initially occupied by the US, it has been locked in a client-state relationship with Washington ever since, shorn of its right to maintain a military or to pursue a properly independent foreign policy.
There are tens of millions of Japanese who know full well what Japan did in the war. Many Japanese servicemen bravely spoke out about atrocities committed. Japan has apologised for its conduct on countless occasions. Yet it has been unable to address the “history problem” as thoroughly as Germany for several reasons. One is that the emperor, in whose name the war was fought, remained on the throne. Another is that, after the war, Asia fell into a cold-war freeze. There was little chance of reconciliation across the ideological divide. As the cold war receded, ugly questions of history rose from the mud.
The argument over Senkaku goes back to the start of Japanese colonialism. Japan surveyed Senkaku in 1885, about the same time that Fukuzawa’s “Leaving Asia” editorial appeared. Saying there was no sign of the islands being under anyone’s, influence, it incorporated them into Japanese territory in 1895. Beijing says the islands have appeared on Chinese maps since the 16th century. From its perspective, Japan seized the islands when it was setting off on its western-inspired colonial rampage. The islands were controlled by the Americans after the war, but returned to Tokyo in 1972 as part of the reversion of Okinawa to Japan. Beijing says the US had no right to return them since they were not Washington’s to give.
For reasons well rehearsed, it suits Beijing to keep historical hatreds alive. Part of the Communist party’s legitimacy derives from its role in fighting Japan’s invasion. Deng Xiaoping later sought to bury historical differences, but more recently Chinese leaders have disinterred them again. School textbooks and city museums full of Japanese atrocities are widespread.
Beijing also sees Japan as a proxy for US power in the Pacific. By testing US resolve to defend the uninhabited Senkaku islands, it may be seeking to drive a wedge between Washington and Tokyo. That makes the islands part of a much larger strategic face-off between a rising China and America. Nor is the process entirely in Beijing’s hands. The Chinese nationalists who travelled to the Senkaku islands last week included anti-Beijing activists.
It is hard to see how frictions will recede. The only long-term solution is some kind of Asian political community on the lines of the EU. This would seek to bind former enemies together institutionally. The prospects of any such project gaining momentum in the next years, even decades, are precisely zero. Having left Asia 150 years ago, Japan is finding there is no easy way back.

 石原慎太郎が数カ月前に巻き起こした東京都の「釣魚島(日本名・尖閣諸島)購入」騒ぎは、すでに日本政府が引き継いで「国有化」の茶番劇に変化した。だが、まさに胡錦濤主席がAPEC期間に野田首相に直接厳しく告げたように、日本側の行為は不法で無効であり、中国政府と中国人民が受け入れることは断じてない。(文:曲星・中国国際問題研究所所長。光明日報掲載)

 日本は釣魚島について、1895年に内閣が「清国の統治の痕跡がない」と判断したうえで、沖縄県への編入を決定したとしている。だが実際には中国の明朝永楽年間に刊行された『順風相送』に釣魚島の名称と位置が記載されている。明朝が琉球王国に冊封使として派遣した陳侃が1543年に著した『使琉球録』は釣魚島を琉球管轄区域内に明確に記載している。明朝の剿倭総督、胡宗憲が著した『籌海図編』は釣魚列島を含む中国の海防管轄島嶼を明記している。中国による釣魚島の発見、命名、管轄、防衛はいずれも国際法上の領土主権獲得の基本要件を満たしている。ひるがえって日本を見ると、1605年刊行の『琉球国王中山世鑑』、1785年刊行の『三国通覧図説』、1892年刊行の『大日本府県地図並地名大鑑』など多くの歴史的出版物はいずれも釣魚島が日本の国土に含まれないことを物語っている。したがって釣魚島は「無主の地」との日本の見解にはいかなる歴史的根拠もないのである。

 日本は釣魚島は1971年に沖縄県の一部として日本に引き渡されたと言っている。だが実際には日本による釣魚島の不法占拠は日本が甲午侵略戦争(日清戦争)を発動し、清政府に不平等な「馬関条約(下関条約)」締結を余儀なくさせ、中国の台湾省を侵奪・占拠したという大きな背景の下で行われたものだ。したがって日本による釣魚島の不法占拠は侵略の産物なのである。第二次世界大戦後の侵略国家の処理の原則・基礎である「カイロ宣言」と「ポツダム宣言」は、日本は不法占拠した中国の領土を中国に返還しなければならず、戦後日本の主権は「本州、北海道、九州及四国竝ニ吾等ノ決定スル諸小島ニ局限セラルベシ」と明確に規定しており、これに釣魚島は全く含まれていない。日本は上述の決定を無条件で受け入れ、台湾列島を中国に返還した。中国の台湾の附属島嶼である釣魚島も、法律上中国の版図にすでに返還されたのである。1951年のサンフランシスコ講和条約は米国を琉球列島の唯一の信託統治国と定め、米国の信託統治下の琉球政府は1953年に釣魚島を琉球の管轄範囲に組み入れた。だが中国政府はサンフランシスコ講和会議に参加していないし、中国を排除した「サンフランシスコ講和条約」は不法で無効との声明を当時発表した。1971年に米国は釣魚島を沖縄の一部とする施政権を日本に「引き渡した」。当時中国の海峡両岸は共に米国に申し入れと抗議を行った。したがって米国が当時釣魚島を沖縄の一部として占領し、後にその占領権を日本に引き渡したこと自体が不法で無効なのである。ましてや米国も引き渡し時に米国が引き渡すのは主権ではないと明確に表明しているのだ。したがって、日本による釣魚島の占拠にはいかなる法的基礎もないのである。

 日本は中日間にかつて釣魚島係争棚上げの了解があったことを否定している。だが実際には1972年に中日国交正常化交渉と1978年の中日平和友好条約締結時に、周恩来総理が田中角栄首相に「今回は釣魚島については話さない」と直接表明し、田中首相も同意した。トウ小平副総理は園田直外相に直接「この件は保留して、次の世代の人に解決させよう」と明確に表明した。トウ氏は日本で記者の質問に答えた際も「次の世代の人はわれわれよりも聡明で、この問題の解決方法を見いだせるだろう」と公に表明した。こうした事実はいずれも、かつて「釣魚島係争は棚上げする」ことで両国政府間に了解が成立していたことを物語っている。この棚上げは双方にとってメリットがあり、中日協力の展開によって日本は中国の市場と原料を獲得し、中国も日本の技術と設備を獲得したのである。だが日本にはこの棚上げの打破を企む者が常におり、日本政府も陰に日向にこれを放任している。そして石原慎太郎はこうした極端な言動によって中日関係を破壊する政治屋なのだ。

 日本政府は「国有化」によって釣魚島乗っ取りの法的根拠を強化できると考えている。だが実際には、日本による釣魚島の「国有化」は、中国に対していかなる効力も生じえない。不当に奪った財物が泥棒一家の誰の手に預けられていようと盗品であることに変わりはないのと同様、釣魚島を日本国内でどれだけ「転売」しようと不法占拠であることに変わりはないのである。だが日本政府による釣魚島「国有化」がもたらす事態は相当深刻だ。両国民間の対立が一層募り、交渉による問題解決の可能性が一段と小さくなり、釣魚島が原因で両国関係が制御不能になる危険性が高まる。そして挑発的行動を行うのが日本政府となれば、そのもたらす事態と破壊性はより深刻なものとなる。

 日本の反中勢力は釣魚島問題の挑発によって中国の安定と発展を破壊できると思っている。だが中国が引き続き政治的に安定し、民族が団結し、経済が急速に発展し、実力が高まり続けた場合、日本政府は釣魚島問題でずっとおとなしくなる。反対に中国の政治の安定が破壊され、発展の環境が悪化し、発展のチャンスが失われ、総合的実力が下降した場合、日本政府の釣魚島問題における挑発行為とその度胸はずっと深刻化する。

 日本が係争棚上げの原則をひとたび打破すれば、中国側ももはや拘束を受けないということは、日本政府もわかっているはずだ。日本側による釣魚島の現状打破の企ては、それがいかなる者、いかなる方法によるものであろうと、中国政府と中国人民の対応措置の強化と釣魚島に対する主権の伸張を招く。日本側の行為が行き過ぎれば行き過ぎるほど、中国側が釣魚島の主権を守る措置を講じるための条件が整う。中国の台頭の過程はいかなる者にも変えることができない。釣魚島問題において歴史は日本側になく、法理は日本側になく、時間も日本側にないのである。(編集NA)

China Accuses Japan of Stealing a Group of Disputed Islands

TIANJIN, China — The Chinese government accused Japan on Tuesday of stealing a group of disputed islands in the East China Sea, hours after the Japanese government announced that it had bought them from their private Japanese owners for nearly $30 million.

In a show of strength, China dispatched two maritime law enforcement ships to the islands, which are known as the Diaoyu in China and the Senkaku in Japan.

The ships, belonging to the China Marine Surveillance, are commonly deployed in the South China Sea, where China and its neighbors have other territorial disputes over islands.

Xinhua, the Chinese state news agency, said Tuesday that the marine agency had drafted an “action plan” for asserting China’s claim to the disputed islands.

The Japanese government’s purchase of the islands from a Japanese family was intended to prevent the conservative governor of Tokyo from buying them, a step that would have heightened the clash with China, Japanese officials said. The Tokyo governor, Shintaro Ishihara, had said he would develop the islands, something the national government does not plan to do.

But in an unusual array of strong statements by top leaders in recent days, China has asserted that the islands had belonged to China since ancient times.

Over the weekend, the Chinese president, Hu Jintao, warned the Japanese prime minister, Yoshihiko Noda, at the Asia-Pacific Economic Cooperation summit meeting in Russia that nationalizing the islands would be illegal, Xinhua reported.

In a statement on Tuesday, the Chinese Ministry of Foreign Affairs said the purchase of the islands by the Japanese government “cannot alter the fact the Japanese side stole the islands from China.”

The clash between China and Japan comes as the Chinese government nears the start of a once-in-a-decade leadership transition at a Communist Party Congress expected to be held within weeks.

Some Western analysts say they believe the strong public defense of China’s territorial claims may be a means of deflecting attention from an unusually rocky succession process by shaking up the strong Chinese nationalist feelings against Japan.

The Chinese state news media have not reported that the country’s presumptive new leader, Vice President Xi Jinping, has canceled meetings with foreign leaders since last Wednesday. His absence has provoked widespread speculation about his condition on the Internet. In contrast, the state media have been full of stories in the last several weeks about the disputed islands and what are presented as the transgressions of the Japanese.

China and Japan have a long history of conflict, and the brutal Japanese occupation of China during World War II left bitter memories among many Chinese. Japanese nationalists, for their part, view China with suspicion.

Hu Lingyuan, deputy director of the Center for Japanese Studies at Fudan University in Shanghai, said the Japanese notion of reducing tensions by buying the islands before the Tokyo government could do so would not mollify Beijing.

“Justifying the so-called nationalization as a means to keep the Diaoyu Islands situation stable is self-deception,” he said of the purchase. “The Chinese people won’t fall for the Noda government’s lie.”

In contrast, a prominent Chinese journalist, Wang Shuo, the managing editor of Caixin Media, said Tuesday on his microblog, “China is protesting because it cannot accept any transfer of property rights that is not under Chinese sovereignty and actual rule.” He added: “The Japanese government bought the island to prevent its being bought by a right-wing Japanese politician. It could help contain the situation.”

Indeed, the situation would be worse if the Tokyo governor had bought the islands. By intervening with its own purchase, the Japanese government can block efforts by Japanese nationalists, who have sailed to the islands in the past few weeks to try to occupy them, to land there.

A storekeeper in Beijing who gave only his surname, Li, said: “When other countries insult the United States, America strikes back with force, defending its honor. But when China is actually attacked, when its people are dying, all we do is insult the attacker. I’m ashamed to be Chinese.”
