いよいよ危うい「リビア」の前途

 昨日10月12日付の仏紙『ル・モンド』は、国際ニュース欄で「アルカイダはアラブ革命を追求している」と題する記事を掲載したが、そこでは、ビン・ラディン亡き後、アルカイダの最高指導者になったエジプト人・ザワヒリが、この11日に発表した13分間のヴィデオ声明の内容を紹介している。

 この「ザワヒリ声明」で極めて注目されるのは、その主要な言及が、リビア情勢と今後の方向性について注文を付けている点にある。

 ザワヒリは先ず、進行中の「リビア革命」を祝福している。それと同時に、「全ての事態」に備えるように警告を発しているのである。

 『ル・モンド』は、チュニジアからシリアに至るまでの「中東革命」について、アルカイダが驚きを表明しているものの、これまでは「価値判断」を避けてきたことを指摘する。

 ところが今回の「声明」では、「暴君」ベン・アリやムバラクの転覆を歓び、更には、リビアでの、「不倶戴天の敵」米国の化身であるNATO軍との「連座」に感動してみせる。

 ザワヒリは、「暴君カダフィ」に対するリビア人民の勝利を祝福してから、「イスラムを捨てる」ことを必ずや要求して来るNATO軍の存在に警戒するように求め、「新国家建設の緒に就いて、西欧諸国とその手先の陰謀に注意する」ように警告する。

「彼らの裏切りによって、犠牲と苦難の果てに勝ち取られた成果を奪われないようにしなければならない」

 その一方ザワヒリが、リビア「新政権」CNT内部に居る筈の「イスラム戦闘集団・GIC」の存在については何も言及せず、アルカイダ構成員だったとされるトリポリ軍管区司令官Abdelhakim Belhaj 将軍の事にも触れていないのは、この将軍が西側記者とのインタヴューを受けて、一切の「アルカイダ関係」を否定しているのと同じ論理だろうと、『ル・モンド』は指摘する。

 ザワヒリは、リビアが諸制度の土台として、コーラン法に基づく「シャリア」を採用するように「せき立てている」が、これは現に、CNT議長Moustafa Abdel Jalilが提起していることでもある。

 斯くして、「カダフィ」後の「新生リビア」が欧米諸国の目指してきた「自由・民主主義」国のイメージとは隔たった、「イスラム原理主義」国に成り果てる恐れが極めて濃厚になっている。「CNT・軍」総体が人権を蹂躙する傾向が顕著なのは、最近「アムネスティー・インターナショナル」が、CNT軍捕虜になった約2,500人の「カダフィ軍」兵士への暴行・拷問などの不法行為を告発している例を見れば十分である。                (2011.10.13)

1. 「カダフィの故郷」Sirte の陥落が近いとされる中、カダフィの5男 Mouatassim Kadhafi(医師・国家安全保障担当)は「乗用車でSirte の町を脱出しようとした」が、CNT軍の検問に遭って拘束されたというニュースは、日本を含む西側メディアによって世界的に伝えられたが、13日付の仏『フィガロ』紙に依ると、CNT首脳部によって最終的に「虚報」と発表された。同紙が指摘するまでもなく、CNT軍幹部によって再三再四、主としてカダフィ一族などの「運命」に関して、意図的に虚報が流布されているのは、「死亡説」などを流すことによって、カダフィ軍の「戦意」を挫き、味方を励ます意図であろうが、これだけ繰り返されると、「手段を選ばぬ」CNT勢力の「政治的立場」に根本的疑念を生じさせることになるだろう。マス・メディアの方にも問題があり、同調するCNT・軍の「発表」を、何の留保も無く、「真実」として伝える「愚かしい報道姿勢」を続けている。しかも質が悪いのは、我がNHK、『朝日』、『読売』などに見られるように、自らの「誤報」を先ずもって「訂正」しないのである。ジャーナリズムとしての「責任」と「良心」を持て! 2. 英国各メディア、『アル・ジャジーラ』、『ニューヨーク・タイムズ』などが伝える所に依ると、昨日14日白昼、リビア・トリポリ中心部 Abu Salim 地区で、カダフィ支持派のデモが発生し、ほぼ同時に、市内数カ所でCNT軍との、重機関銃などを使った激しい交戦が行われている。仏rfi『国際ラジオ放送』に依ると、この戦闘で、3人が死亡し、9人が重傷を負ったという。今朝15日早朝の 'BBC World'は、定時ニュースの冒頭でこの「事件」を伝え、カダフィ支持者が多いトリポリは「未だに安定からは程遠い状態であることを示している」と述べている。この「民衆蜂起」は、前日金曜日にカダフィがシリアの放送局経由で、「静かなデモを含むあらゆる形の抗議行動に立ち上がる」ように呼びかけたことに呼応したものと受け止められている。とにかく、一般にトリポリは「安全」と見られていただけに、世界的な衝撃を及ぼしている。       (2011.10.15)

3. 上記の事件について、18日付の『ニューヨーク・タイムズ』紙は現地住民に取材して、「生活改善要求を掲げるカダフィ支持の20人程度の若者たちの平和的デモに対してCNT軍兵士が発砲」し、更には、「復讐」として、付近の住宅を「砲撃して破壊した」という新たな情報を掲載している。

Tripoli’s impoverished Abu Salim neighborhood was recovering on Saturday from a virtual invasion the day before by anti-Qaddafi militiamen who claimed that they had been fired upon by armed supporters of Colonel Qaddafi holding a demonstration.
Residents of the neighborhood told a different story. They said that on Friday a group of 20 or so unarmed young men had held a pro-Qaddafi rally, and that the anti-Qaddafi fighters had responded with gunfire. There were no signs of armed resistance to the anti-Qaddafi fighters, who had no obvious single commander and who fired heavy weapons repeatedly at the apartment blocks where the demonstration was supposed to have taken place.
“We want change,” said Nasser Salah, a longtime resident of the area, as he watched a group of fighters fire their weapons in a courtyard next to his apartment. “We want a good life. But not like this.”-The New York Times

4. カダフィ大佐が21日、Sirte郊外で米国無人偵察機 'drone' 及び仏軍機の爆撃を受けた後、CNT軍に捕まり、「生きたまま惨殺された」というニュースが、その生々しい現場映像と相俟って世界中に衝撃を及ぼしている。CNT軍戦闘員の「無法振り」と「残虐性」が問題の焦点になっており、国際人権擁護団体・国連人権委員会が調査に乗り出し、米国政府さえも、「カダフィ・リンチ殺害」の真相を明らかにするようにCNT「政府」に求めている。「人道支援」を口実にしたNATO軍リビア介入の、「大義名分」が損なわれかねない事態に及ぶ恐れがあるからだ。「カダフィの死」について、日本を含む西側は「やれやれ」といった安堵の様子で、例えば今朝のTBS・TV「サンデーモーニング」のお姉さんが「カダフィは豊富な石油収入を全て自分の為に使った」などという「大デマ」を吐くのも自由自在となっている気配だ。しかし、昨日22日付の『ニューヨーク・タイムズ』紙は、サハラ亜大陸諸国では、カダフィの死を悼む人民が夥しい数を為して存在することを伝えている。例えばウガンダでは、約3万の人々がモスクに集い、彼の死を悼んだという。ナイジェリアの一議員は、「カダフィはアフリカが生んだ最も優れた指導者の一人だ」とメディアに言っている。ジンバブエの政府報道官は「この国の独立を助け、欧米の干渉に対して共に戦ってくれた」と、カダフィを褒め称えている。カダフィに対して距離を措いているマリの芸術家も、「多くの世代に影響を及ぼした優れた指導者だった」とする。カダフィは明らかに独裁者であったが、欧米帝国主義・植民地主義に対して果敢な戦いを展開した「勇者」である側面は、誰もが否定し難いところだろう。膨大なリビア石油収入を使って、周辺貧困国のインフラ整備などの為の多大な援助をしてきたことが、「カダフィ人気」を支えているのは「常識」だ。2009年10月国連総会での、大国に偏した「安保理・拒否権」を糾弾した行動は、「国連憲章冊子を放り投げる」という乱暴さを伴っていたものの、ヴェネズエラ・チャベス、キューバ・カストロと共に、国連の「根本的改革」を提起した真面目な行動と見るべきだ。しかし、こうした「挑戦的態度」が欧米の「警戒心」を喚び起こし、今度の「NATO・リビア軍事介入」に繋がったと考えられる。それほどに、アフリカ大陸での「ヘゲモニー争い」で、米・英・仏にとって、カダフィの存在は「大きな脅威」だったことは間違いない。

Many in Sub-Saharan Africa Mourn Qaddafi’s Death

NAIROBI, Kenya — While Libya’s former rebels and many Western nations welcomed the end of the country’s long and brutal dictatorship, many sub-Saharan Africans are mourning the death of Col. Muammar el-Qaddafi, celebrated as much for his largesse as for his willingness to stand up to the West.

To them, his violent death was another sad chapter in a long-running narrative of Western powers meddling in Africa’s affairs.

“We are the 1 percent who are not celebrating,” said Salim Abdul, who helps run a major mosque in Uganda’s capital named for the former Libyan leader, who provided the money to build it.

“He loved Uganda,” said Mr. Abdul in an interview at the mosque, in Kampala. He noted that Colonel Qaddafi had committed to paying the salaries for the staff of 20 for the next 20 years. “His death means everything comes to an end,” Mr. Abdul said.

On Friday, approximately 30,000 people packed the mosque to pay tribute to the slain leader, according to local news media in Uganda.

The Daily Monitor, a prominent independent Ugandan newspaper, reported that Sheikh Amir Mutyaba, a former ambassador to Libya, wept as he told followers that Colonel Qaddafi had “died as a hero.” He added that while “Allah will bless him,” foreign “oil diggers will be punished,” likely alluding to a perception among some that the West intervened in Libya mainly because of its oil riches.

In Nigeria, Africa’s most populous country and about half Muslim, a senator told local news media that Colonel Qaddafi “was one of the finest African leaders we have.” And a former Nigerian militia leader, who said he was once financed by Colonel Qaddafi, told Agence France-Presse that the former Libyan leader’s death would be “avenged.”

The colonel “spilled his blood as a martyr to rekindle the fire of revolution all over the world,” said Mujahid Dokubo-Asari, the militia leader. “The people of the world will rise up against this.”

Colonel Qaddafi came to power in 1969 as a 27-year old ideologue, who modeled himself on President Gamal Abdel Nasser of Egypt, and focused his energy on leading a pan-Arab renaissance. But by the turn of the century, feeling spurned by his fellow Arabs, he turned his focus south toward sub-Saharan Africa. He used his own money, as well as state-owned investment firms, to build mosques, hotels and telecommunications companies.

He also meddled in the politics of other African countries — at least a dozen coups or attempted coups on the continent were traced to his support.

One of the many grandiose titles he embraced for himself was “the king of kings of Africa.”

Over time, his efforts won him many African allies, and when the uprising against him began this year, the African Union took months to recognize a rebel council as the country’s governing authority.

There were many reports early in the revolution that Colonel Qaddafi had reached out to fighters in African states and had used them as mercenaries, but journalists saw little evidence of mercenaries during the revolt.

As Colonel Qaddafi’s enemies begin their efforts to rebuild their country, many on the continent remain angry that the transfer of power happened, in large part, because of the military support NATO provided to the former rebels.

In Zimbabwe, where President Robert Mugabe led a liberation struggle against a white-minority regime that ended in 1980, a presidential spokesman said Colonel Qaddafi would be remembered there for his support of Zimbabwe’s independence fight and railed against foreign interference in Africa’s affairs.

“The government cannot accept drawing blood as a model for changing political systems on the continent,” said George Charamba, the spokesman. “Moreso when that blood is drawn at the instigation of foreign countries.”

Zimbabwe, of course, has had its own run-ins with West, facing intense criticism for a bloody, discredited presidential election in 2008. “As a matter of principle,” Mr. Charamba said, “Zimbabwe does not believe it is the duty of the West to tell us who our friends are and who our enemies are, who the beautiful ones are and who the ugly ones are.”

Even some Africans who said they did not necessarily support Colonel Qaddafi were stricken by the way he was killed and argued that he had left behind an important legacy.

“I had never been really a fan of Qaddafi, but now I am touched by how he died,” said Manny Ansar, the director of a popular annual music festival in Mali. “Love him or not, we must recognize that this is one of the greatest African leaders who influenced several generations, including mine, and found in the constancy and courage of his positions what we research in a hero. In a word: pride.”

Le nouveau chef d'Al-Qaida, l'Egyptien Ayman Al-Zawahiri, a consacré son premier message depuis qu'il est le remplaçant officiel d'Oussama Ben Laden aux révolutions arabes en cours. Dans cette vidéo de 13 minutes, mise en ligne mardi soir 11 octobre et dans laquelle il apparaît en djellaba blanche sur fond vert, Zawahiri, 59 ans, consacre l'essentiel de son message à la révolution libyenne, qu'il salue et qu'il met en garde tout à la fois.
Jusqu'à présent, Al-Qaida s'était illustré par son silence et ses tâtonnements face à un mouvement qui l'a pris par surprise et ne se réclame pas de ses valeurs. Ce n'est pas au nom des valeurs de l'islam ou pour l'instauration d'un émirat islamique que les foules sont descendues dans la rue en Tunisie, en Egypte, en Libye, au Yémen ou en Syrie, mais pour réclamer l'application de valeurs universelles telles que la liberté, la dignité ou la démocratie.

Après un silence initial, Al-Qaida s'était réjoui du renversement des "tyrans" Ben Ali et Moubarak. Dans un deuxième temps, l'organisation terroriste s'était émue de l'implication de l'OTAN, incarnation de l'ennemi juré américain, en Libye. Le message de mardi est la première tentative d'articuler un discours sur ce sujet.
Après avoir félicité "le peuple libyen pour sa victoire sur le tyran" Kadhafi, Ayman Al-Zawahiri met en garde les Libyens contre la présence de l'OTAN qui ne manquera pas de leur demander "d'abandonner l'islam". "Faites attention aux complots de l'Occident et de ses sbires au moment où vous bâtissez votre nouvel Etat, avertit le chef d'Al-Qaida. Ne leur permettez pas de vous tromper et de vous priver" du résultat "des sacrifices et souffrances". En revanche, le responsable, dont la tête a été mise à prix 25 millions de dollars par les Etats-Unis, ne fait pas d'allusion à la présence d'anciens membres du Groupe islamique de combat (GIC) parmi les nouveaux dirigeants libyens, à l'instar d'Abdelhakim Belhaj, le chef militaire de Tripoli. Belhaj, dans toutes les interviews données depuis la chute de Tripoli, fin août, affirme ne pas partager ni l'idéologie, ni les objectifs, ni les méthodes d'Al-Qaida.
Il presse les Libyens d'adopter la charia, la loi coranique comme base de leurs institutions. C'est d'ailleurs ce que se propose déjà de faire Moustafa Abdel Jalil, le président du Conseil national de transition libyen. Alors que des scrutins décisifs se profilent en Tunisie, le 23 octobre, puis en Egypte, le 28 novembre, Zawahiri se place clairement dans l'hypothèse – partagée par nombre de diplomates occidentaux – d'une victoire des forces islamistes qui seraient les premières à profiter du vide laissé au sommet du pouvoir, même si elles n'ont pas joué un rôle premier dans les révolutions.
Enfin, Zawahiri se pose en donneur d'ordre en visant le seul pays d'Afrique du Nord, l'Algérie, resté pour l'instant à l'écart des tempêtes. "Vos frères en Tunisie puis en Libye ayant jeté leurs tyrans aux poubelles de l'Histoire, pourquoi ne vous révoltez-vous pas contre votre tyran ?", lance-t-il à l'adresse de l'opinion algérienne qu'il prend à témoin. Al-Qaida au Maghreb islamique (AQMI), succursale d'Al-Qaida en Afrique du Nord, compte une large majorité d'Algériens dans ses cadres dirigeants.
