英・仏・米はシリア反政府勢力の「実像」を直視せよ!

 今日6月10日付のフランス『ル・モンド』紙及び英国『インディペンデント』紙は、シリア反政府軍によって引き起こされた、新たな「残虐行為」を取り上げている。
 
 つい先日、シリア中部Homs出身の反政府軍指揮官が、政府軍兵士の死体から心臓を抉り取って食べるという「暴虐」が明るみに出たばかりである。

 両紙の内容を纏めた「要旨」は次の通りである。

 シリア北部大都市Aleppoで、15歳のコーヒー店員Mohammad Kattaa は、6月9日、公開処刑された。彼の父や母も、この場に立ち会わされたという。銃殺刑で、口や首に弾痕があるのは、インターネット映像で確認された。この事件の一部始終を、英国ロンドンに本部を置く「シリア人権監視団体」OSDH が告発した。英国保守系紙『テレグラフ』(6月21日付)は、犠牲となった少年の母親にインタヴューして、この残忍極まる事件の*詳細を掲載している。

 この少年が、アレッポの目抜き通りChaar でコーヒーを売っていたところ、別の少年と口論になり、「予言者マホメッドが楽園から降りたとしても、僕は信者にならないよ」と言った。これを聞き咎めたアルカイダ系反政府分子が少年を拉致、町郊外の森に監禁し、むち打った様だ。その後町に戻され、人々が見守る中、反政府軍部隊の一人が、
「アレッポの市民たちよ、神を信じない者は多神教徒であり、予言者を冒涜することは多神教である。一度でも神を冒涜する者はこのように罰せられる」
と宣って、少年を自動小銃で射殺したという。群衆と、少年の父母の前で行われた惨劇である。

 この事件を告発したOSDH の責任者によれば、犯人の反政府軍構成員は、その言葉訛からシリア人ではなく、イラクからのアルカイダ系グループ Al-Nosraということだ。

 斯くの如き酷い行為を続けているシリア反政府軍を、今、欧米諸国は後押しし、武器供与を行おうとしているが、これは全く正気の沙汰ではない。
 これら「ならず者集団」の実態を早く掌握し、奇妙な関係を断って、シリア問題の「平和的解決」の道に立ち戻ることが、英・仏・米などの「政治モラル」回復の為の唯一の方策であることは明らかだ。 (2013.06.10)

1. 6月10日付*『ニューヨーク・タイムズ』紙は、「シリアでの神経ガスについては答えよりも疑問の方が依然として多く残っている」と題する長文記事を掲載している。そこでは、これまでシリア政府軍に因るとされる「サリン使用」疑惑について、明確な証拠が一切公表されず、特に最近フランスでの「生理学的証拠」なるものが仏検査機関によって発表されていることは、公正な中立的立場からの検査が求められるという常識に反するとしている。また、昨年8月オバマ大統領が言及した、シリア政府軍の「化学兵器使用」疑惑についても、現場に立ち会った医師の証言として、「不確かな証拠」に基づいて米国政府が結論を急いでいる危うさを指摘している。要するに、英・仏・米などは、如何にして「軍事介入の口実」を見つけようかと躍起になっている姿が浮かび上がっているということだ。キャメロン・オランドそしてオバマも、「イラク」・「アフガン」でのブッシュ・ブレアの過ちに懲りず、再三に渉って「悲劇の泥沼」に嵌り込むのだろうか。 (2013.06.11)

2. 今日6月14日付米国ABC 、BBC World ニュースは一斉に、米国政府がシリア政府軍による「サリン・化学兵器使用」を確認し、反政府軍への武器供与を開始することを決定したことを伝えている。これは、シリア政府軍の「アレッポ総攻撃」を前にして、反政府軍に何としても梃入れしておきたいという願望と、前大統領のビル・クリントンが「好戦派」マケインの会合で「弱腰」オバマを攻撃したこと、最近の「情報操作疑惑」でオバマが窮地に置かれている立場を一転させたかったことに因るであろう。しかし、このニュースを伝えている各新聞の読者コメント欄では、例えば『ワシントン・ポスト』紙の場合、見たところ、殆どがホワイト・ハウスの「シリア決定」を*疑問視し、強く反撥している。「オバマはブッシュよりもブッシュ的だ」とか、「反政府軍アルカイダに武器を与えるという愚かさ」など。いよいよ、オバマの「偶像」が完璧にまで壊れる時が来た様だ。 (2013.06.14)

This can't be happening, again. I don't believe for a second this is about the use of chemical weapons....please, we've lost 5,000 to gun deaths just since Newtown. We don't care about American deaths. Our roads are crumbling, bridges falling, water rising, meanwhile the GOP votes to cut 20 billion from food stamps because of course we can't afford to feed our starving American children. Nothing good will come of this and since when do John McCain and Lindsey Graham have ANY CREDIBILITY on foreign policy? Don't appreciate the passive-aggressiveness of President Clinton either.

Mohammed Katta's mother witnessed the execution of her son in three stages.
She was upstairs at home when she first heard the shouting. The people of the neighbourhood were yelling that "they have brought back the kid", so she rushed out of her apartment.
"I went out on my balcony," Nadia Umm Fuad said. "I said to his father, they are going to shoot your son! Come! Come! Come! I was on the stairs when I heard the first shot. I was at the door when I heard the second shot.
"I saw the third shot. I was shouting, 'That's haram, forbidden! Stop! Stop! You are killing a child.' But they just gave me a dirty look and got into their car. As they went, they drove over my son's arm, as he lay there dying."
Mohammed was 14 when he was killed, earlier this month, prompting international condemnation. He has become a symbol of the fears many Syrians have for the future of a country where jihadists are vying with the regime for control.

Mohammed was working at the family's coffee stall in the Shaar district of Aleppo when he made a fatal mistake. Pressured by a customer to hand over a coffee on promise of payment, he shouted good-humouredly: "I wouldn't give the Prophet Mohammed credit if he came here today." He was overheard by two men on the opposite corner. Marching over, they whisked him away in a car, ignoring his protestations of his love for the Prophet and the objections of a militiaman from the Free Syrian Army nearby. Half an hour later, they returned. According to Mohammed's younger brother and the neighbours, he was staggering and fell to his knees, and had clearly been beaten. A bag had been placed over his head.

"I heard them say, 'People of Aleppo and people of Shaar! Anyone who curses God is given three days to repent. Anyone who curses the Prophet is killed immediately'," Nadia Umm Fuad said.
The murder of Mohammed, a drummer boy in the revolution's early protest marches, has shocked even the battle-hardened people of Aleppo. It is easy for some to blame, as they do, the regime for inserting spies behind rebel lines to carry out atrocities to discredit the rebels.
But the killing, to many, only confirms what they already know: that a wild and untamed version of the most militant Islamist credos has entered the conflict. Jabhat al-Nusra, the local affiliate of al-Qaeda, has issued a statement condemning the death and denying responsibility.
Jabhat al-Nusra, though, is no longer the most militant group operating in Aleppo, strange though that sounds.
The group has split between a largely local faction, which believes its mission is simply to rid the country of President Bashar al-Assad and implement Islamic rule, and a group swearing loyalty to the region's most brutal al-Qaeda version, the Islamic State of Iraq and al-Sham, whose leader Abu Bakr al-Baghdadi has tried to merge both countries' branches.
Many foreign jihadists are loyal to the latter. Others have formed their own battalions, such as Jaish Muhajireen wa Ansar, led by a Chechen. Nadia Umm Fuad thinks it was foreign fighters who killed her son, as they spoke classical Arabic rather than the local dialect.

She said Aleppo had changed in the past two months. "We didn't have any problems when the FSA controlled Aleppo," she said. "There are so many groups now, that we don't know who is in charge." Islamist brigades including both Jabhat al-Nusra and others loyal to the Revolutionary Military Council, backed by the West, have set up a Sharia court. Its director, Abu Ammar, said it was investigating Mohammed's killing. But it does not know who was responsible.
He added that the law forbade vigilante justice; all those accused must be brought before a court and allowed to speak.
Whether too frightened, or too dazed by his beating, Mohammed never had that opportunity. From the moment he was taken away, to the moment he was killed, he was heard to say nothing.
"I saw my son, and saw him dead, and saw a fountain of blood coming out of him," his father, Abdulwahab Katta, said. "I too said nothing. I was mute."

Still More Questions Than Answers on Nerve Gas in Syria

ANTAKYA, Turkey — A Syrian doctor said that one day in March, in the city of Aleppo, he was on duty in a hospital when it suddenly filled up with patients, some vomiting, choking or sensitive to light. A few responded to a treatment for nerve gas, he said, but at least two dozen others died.

The doctor, who spoke on the condition that he not be identified for his own safety, said he and the other doctors believed the patients were exposed to a nerve agent or pesticide, but “we were not able to determine what the inhaled substance was.”

Nearly three months later, this episode remains unexplained — and is one of several events that appear to add weight to claims that chemical weapons have been used in Syria. But if so, why has it been so hard to say for certain?

The United States and Britain have said that they have detected sarin, a nerve agent, in physiological samples from Syria and that it was probably used by government troops. French officials have gone further, saying there is “no doubt” that the Syrian government used sarin in at least one attack and possibly others.

But none of the evidence has been made public, and many experts on chemical weapons say that it is important to remain skeptical, that the anecdotal evidence that has emerged is inconclusive and needs to be investigated by an impartial organization. Some experts have been mystified by the relatively low number of deaths, given the toxicity of a nerve agent like sarin. They are also confused by the range of symptoms seen in videos disseminated by Syrian opposition activists — including some that seem mild — leading to questions about what kind of toxins were used, but also the veracity of some of the videos.

“There is probably something out there,” said Jean-Pascal Zanders, a chemical weapons expert who has closely followed the events in Syria. “But I don’t know what it is.”

Adding to the uncertainty, some experts said, is the incentive that President Obama may have unintentionally provided to exaggerate the reports. Last August the president said that the use of chemical weapons by the Syrian government would cross a “red line” and “change my calculus” on whether the United States should intervene in Syria — which is exactly what many of Mr. Assad’s opponents have hoped for.

“There’s a rush to draw conclusions that a red line has been crossed,” said Joost Hiltermann, chief operating officer of the International Crisis Group, who wrote a book analyzing the use of chemical weapons during the Iran-Iraq war. An investigation into the current allegations, he said, should rely on experts not aligned with states that have a stake in the war, to rigorously establish the source of soil, physiological or other samples.

The State Department declined to comment on whether it had met with the Syrian-American doctors, or to say what part if any their samples played in determining the use of sarin.

An American official who was granted anonymity because he was not authorized to talk publicly said that investigators had found sarin in physiological samples, including some from victims in Khan al-Assal, although he did not say whether it was the doctors who had supplied them.

But even then, the samples raise as many questions as they might answer. “What it cannot tell us is when it was used, where it was used, who used it and what were the circumstances,” the official said. “The physiological examples are compelling but without being able to determine the chain of custody, that’s the key to confirming the use.”

That uncertainty has been little comfort to Syrians terrified of such attacks, or doctors determining how to prepare for them. At the same time, the issue strikes many as a distraction from the brutality of Syria’s war, where tens of thousands have been killed by conventional weapons.

Dr. Abdul-Rahim said his primary interest was protecting people inside Syria.

“I’m not trying to test President Obama,” he said. “I’m trying to prove to the international community how much silence there is.”

Un adolescent syrien de 15 ans a été exécuté en public, dimanche 9 juin, à Alep, par des rebelles islamistes qui l'accusaient d'avoir tenu des propos jugés blasphématoires, a révélé l'Observatoire syrien des droits de l'homme (OSDH), une organisation proche de l'opposition basée en Grande-Bretagne.
Mohammed Qataa vendait du café dans les rues du quartier populaire de Chaar. Il s'est disputé avec un individu avant de lancer : "Même si le prophète Mahomet descend du paradis, je ne deviendrai pas croyant." Des membres de l'ex-Front Al-Nosra – qui a fait allégeance en mai à la branche irakienne d'Al-Qaida, sous le nom d'Etat islamique d'Irak et de Syrie – l'ont arrêté samedi, puis reconduit encore vivant dimanche aux premières heures sur son étal en bois, son corps portant des marques visibles de coups de fouet.

"Les gens se sont rassemblés autour de lui et un membre de la brigade a déclaré : 'Généreux citoyens d'Alep, ne pas croire en Dieu est du polythéisme et maudire le prophète est du polythéisme. Quiconque blasphème ne serait-ce qu'une fois sera puni de cette façon'" raconte l'OSDH. "Il a alors tiré deux balles avec un fusil automatique devant la foule et devant la mère et le père du garçon, il est monté dans une voiture puis il est parti", poursuit l'Observatoire.

Le Conseil de sécurité de l'ONU a ajouté l'organisation islamiste Al-Nosra à sa liste de groupes considérés comme terroristes en raison de ses liens avec Al-Qaïda. Ces combattants syriens luttent actuellement contre le régime de Bachar al-Assad.
Après avoir été ajouté l’an dernier sur la liste noire des États-Unis, le Front Al-Nosra est désormais sur celle de l’ONU. Le Conseil de sécurité a annoncé vendredi 31 mai que ce groupe djihadiste syrien, qui lutte contre les forces du président Bachar al-Assad, a été classé dans sa liste des organisations considérées comme terroristes. Al-Nosra pourra faire maintenant l’objet d’un gel de ses avoirs au niveau international, ainsi que d’un embargo sur les armes. Ses dirigeants seront aussi soumis à une interdiction de voyager.

Cette décision survient deux mois après que l’organisation islamiste a prêté allégeance au chef d’Al-Qaida, Ayman Al-Zawahiri, confirmant les liens entre les rebelles et le groupe terroriste fondé par Oussama Ben Laden.

この報告では、「アメリカの機関や国際機関が発表した報告によると、シリア国民の20%が政府も反体制派も支持しないとしており、アサド政権に反対しているのは、わずか10%に過ぎない」とされています。
NATOの報告は、「シリア国民は戦争に疲れており、アサド政権に対し、できるだけ早く戦争を終わらせるよう求めている。シリアの人々は、テロ組織、特にアルカイダがいかに危険であるかを知っている」としています。
シリアでは、2011年3月から、サウジアラビア、カタール、トルコ、アメリカ、フランス、イギリス、シオニスト政権イスラエル、その他の国が、一部のアラブ・非アラブ諸国の人々を雇い入れ、資金、武器、メディアの面から支援することで、各地に情勢不安を作り出しています。
