中・韓だけでなく、米国をも懸念させる日本「復古」

 昨日8 月12日付の英国経済紙『フィナンシャル・タイムズ』紙は、特別寄稿「コラム」の形で、最近極めて顕著になっている日本「軍拡」と、国家指導者たちによる「問題発言」を具に取り上げ、それらの「現象」がアジア諸国のみならず、欧米に及ぼす少なからずの影響について、警鐘を鳴らしている。

「失言癖の付いた日本はアジアに於ける平和にとって危険だ」という見出しで始まる論説記事の副題は「安倍政権の破滅的な外交政策は中国のみならず米国をも遠ざける危険を冒している」とする。

「更にその数か月前には、安倍首相が機体に*731 の番号がついた訓練用ジェット機に乗って得意げな合図をしている写真を公表させるという挑発行為を働いた。何故ならば、731という番号は、日本帝国陸軍が『生体解剖』という悪名高い行為を行った部隊の番号だからである。当時、私は韓国に居て、その写真を見た韓国人の誰もが『故意の挑発行為』と言うのを『偏執病的』と思って退けたが、今となると、自信がない。この後、朴韓国新大統領は、恒例の習慣を破って日本には向かわず、北京を最初の訪問国としたのである」

「この木曜日、戦時中の過去に対する日本政府の態度が更に確かめられることになるだろう。8月15日は日本の戦死者への追悼をすべく、靖国神社に保守政治家たちが詣でる日である。この神社は、*14人の戦犯の遺骨を収めている。それ故、これらの参拝はアジアの至る所で憤りを引き起こすことは間違いない。今のところ、安倍首相などは靖国参拝を見送りそうであるが、他の若年閣僚は行きそうだ」

「靖国参拝見送りは必ずしも、日本の右傾化がこれまで齎した損失を償えないだろう。長年日本に滞在している友人たちが、以前に見られない日本の国家主義的傾きを心配しているのは、例えば、安倍氏近辺の人物たちが『第二次大戦での唯一の失敗は、日本が負けたことだ』と語っていることだ。この様な考え方には、米国の指導層さえ危惧し始めているのだ」

「米国指導部の中には、日本を安保条約上の枠から外して、米国を日・中の衝突範囲外に置きたいと思う人々も居るが、日本が独立した動きに出た場合は、帝国主義的過去美化や、ナチス支持発言に見られる危うさを心配しなければならない」

 以上の内容から、今後の日本の進路について、これまで日本を好意的に見てきた人々の間でさえ、大きな懸念が生まれていることが分かる。日本の保守系メディアは、如何にも安倍政権が世界で評価され、注目されているかの如き報道を糊塗しているが、必ずしも先の読めない「アベノミクス」に加えて、更なる規模で、世界は日本の「過去の過ちを忘れた」将来の有り方に、一方ならぬ不安と懸念を保って見守っているに違いない。 (2013.08.13)

『出雲』:1900年就役装甲巡洋艦・排水量9750トン。1937年日中戦争に際しては第三艦隊の旗艦として上海に派遣された。海上自衛隊『出雲』は、排水量19,500トン、建造費1200億円で最大規模の「護衛艦」だが、事実上は航空母艦。

 731:731部隊(しちさんいちぶたい)は、第二次世界大戦期の大日本帝国陸軍に存在した 研究機関のひとつ。正式名称は関東軍防疫給水部本部で、731部隊の名は、その秘匿 名称(通称号)である満州第七三一部隊の略。生物兵器の開発などの目的のため、本人の同意に基づかない不当な人体実験も行われていた。森村誠一『悪魔の飽食』などの本で、731部隊は捕らえた多くの朝鮮人、中国人、モンゴル人、アメリカ人、ロシア人や捕虜等をマルタ(丸太)と呼称し、生体実験に供したと言われている。終戦後にソ連・中国が行った調査では、犠牲者数は3,000人以上[16]とされていた。これはハバロフスク裁判での川島清軍医少将(731部隊第4部長)の証言に基づく数値である。

1. 8月15日付英国大衆紙『テレグラフ』 は、「日本首相は第二次大戦戦犯を祀る神社に奉納をしたことで隣国を憤激させている」と題する「安倍政権批判」の国際記事を掲載している。そこでは、安倍首相が終戦記念日の戦没者慰霊式典・挨拶で、第二次世界大戦での日本の侵略行為に全く触れなかった事実を指摘している。アジア諸国民など数千万人に多大な損害を及ぼした「帝国日本」の侵略行為は、世界的にナチズムの暴虐と同等に受け止められていることを想起するならば、それを忘却したり、無視する「終戦記念・演説」は、戦争当事国の指導者のものとして到底許される筈がない。
 なお、同様の記事が仏『ル・モンド』紙上で、「靖国神社は新たに日中関係を悪化させる」と題して、掲載されている。更に、8月16日付仏『ヌーベル・オプセルヴァトウール』誌は、「日本:敗戦記念日に挑発的言辞」として、安倍首相が、第二次世界大戦で日本がアジア諸民族に蒙らせた苦しみに対する何らの謝辞をしなかったことを批判している。 (2013.08.16)

2. 今日8月17日午後4:20 頃聴いていた仏国際ラジオRFI は、東京特派員のレポートとして、安倍首相が終戦記念日の式辞の際、過去20年間の日本首相として初めて、2000万人に及ぶアジア諸国民への旧日本軍による加害責任に言及しなかったことを伝えた。こうして、安倍氏の「不誠実な態度」は、確実に全世界に伝えられ続けていることを、銘記しておくべきだ。 (2013.08.17)

Japanese prime minister angers neighbours with offering to WW2 shrine
Shinzo Abe, the Japanese prime minister, has risked angering his neighbours by sending a ritual offering to a shrine featuring World War Two war criminals on the anniversary of Japan's surrender.

Mr Abe did not visit the controversial shrine – in an apparent attempt to avoid worsening relations with China and South Korea – but his offering was still seen as provocative. Previous prime ministers have often avoided anything to do with the shrine.
Two cabinet ministers did visit Yasukuni to pay their respects, however – prompting China to summon the Japanese Ambassador to lodge a formal protest.
Their visit "seriously harms the feelings of the people in China and other Asian victim countries", the China's Foreign Ministry said in a statement.
Yasukuni is a Shinto shrine dedicated to 2.5 million Japanese, most of whom died in World War II. Visits by previous prime ministers have angered Japan's wartime adversaries because the shrine includes the remains of convicted Class-A War Criminals.
Mr Abe has said he regretted not visiting Yasukuni during his previous term as prime minister from 2006 to 2007.
Instead of visiting, however, he sent an offering and then laid a wreath for the war dead at Tokyo's Chidorigafuchi National Cemetery.
"Mr Abe said that circumstances prevented his visit, and he would make a contribution in his personal capacity out of his own funds," said Stephen Church, Managing Partner at Ji Asia in Tokyo.
"In other words he cannot go, but said he would like to and has settled for making a donation to the Shrine in his personal capacity – for him, that is the next best thing."
Robert Dujarric, Director of the Institute of Contemporary Asian Studies at Temple University in Tokyo, said: “Abe understands that going to Yasukuni would further enflame the situation with Korea and Japan. He might also have been advised by the US not to visit the shrine.
“But since his heart is in Yasukuni he felt he had to do something and thus sent an offering.”
At a second memorial ceremony, held at the Nippon Budokan and attended by the Emperor and Empress, Mr Abe renewed a promise to help bring world peace.
"We will make contributions to lasting world peace and spare no effort in working to bring about a world in which all people are able to live enriched lives," he told the audience of more than 4,000 relatives of the war dead.
The prime minister made no mention of Japan's wartime aggression.

Le gouvernement japonais a rompu cette année avec sa tradition mémorielle, à l'occasion du 68e anniversaire de la capitulation nippone, ravivant les tensions avec la Chine. Contrairement à l'ensemble de ses prédécesseurs depuis une vingtaine d'années, le premier ministre, Shinzo Abe, n'a pas profité de son discours du 15 août pour exprimer les regrets du Japon vis-à-vis des souffrances infligées à l'Asie pendant la seconde guerre mondiale.
Il s'est contenté de rendre hommage aux victimes du conflit et d'assurer que le Japon allait "faire de [son] mieux pour apporter [sa] contribution à la paix dans le monde".

VISITE CONTROVERSÉE D'UN SANCTUAIRE MILITAIRE

Le gouvernement japonais a également étonné les observateurs en envoyant deux ministres au sanctuaire Yasukuni, considéré par les voisins du Japon comme le symbole de son passé militariste. "La consolation des âmes des victimes de guerre est une affaire purement nationale. Les autres pays ne doivent pas critiquer ou faire interférence", s'est justifié l'un d'eux, le président de la commission nationale de sécurité publique, Keiji Furuya.

Dans un bref discours prononcé à Tokyo lors d'une cérémonie en présence de l'empereur Akihito et de l'impératrice Michiko, Abe s'est contenté de rendre hommage aux victimes du conflit et de souhaiter que la paix dure.
"Je n'oublierai jamais le fait que la paix et la prospérité dont nous jouissons actuellement découlent du sacrifice de vos vies", a déclaré Shinzo Abe à l'adresse des Japonais disparus pendant la guerre du Pacifique. Et de simplement conclure : "Nous allons faire de notre mieux pour apporter notre contribution à la paix dans le monde".
Provocations
Depuis une vingtaine d'années, et Abe l'avait lui-même fait lors de son premier passage à la Primature en 2006-2007, les Premiers ministres profitaient de cette cérémonie de commémoration pour exprimer des remords pour les exactions commises à l'égard des populations voisines d'Asie.

 十五日に開かれた政府主催の全国戦没者追悼式で、安倍晋三首相の式辞から、近年の歴代首相が繰り返し表明していた「不戦の誓い」が消えた。戦争の多大な犠牲と引き換えに築かれた、平和主義の土台が揺らぐ。政府は、集団的自衛権行使容認に向けた解釈改憲の動きを加速させる。六十八回目の終戦記念日に、戦争体験者や遺族は何を思う-。
 炎暑の中、東京大空襲・戦災資料センター(東京都江東区)では戦争を語り継ぐ集いが開かれていた。二瓶(にへい)治代さん(77)=東京都国立市=は「今、改憲や国防軍とか言っている政治家は、本当の戦争の姿を知らないからこそ、そんなことが軽々に言えるのだと思う」と目を潤ませた。一九四五年三月の東京大空襲の時は八歳。家族五人で逃げた。途中で意識を失い目が覚めたときには折り重なる遺体の下だった。安倍首相が全国戦没者追悼式で、歴代首相が踏襲してきたアジア諸国に対する加害と反省に触れなかったことについて「なぜ、きちんと語れないのか。言葉が出ないほどショックです」と言う。
 終戦から時がたち、社会から戦争の記憶が薄らいでいく。大空襲で父を亡くした村田弥一(やいち)さん(77)=埼玉県狭山市=は「戦争で体験したつらさを、生きているうちに遺(のこ)したい。死んでしまったら語れないから」とこの日、車いすに乗り、初めてセンターを訪れた。「改憲すれば今の安倍さんは何をやりだすか分からない」
 全国戦没者追悼式が開かれた日本武道館。鹿児島県垂水(たるみず)市の弓削光知(ゆげみつのり)さん(70)は、硫黄島で激戦の末に父親が戦死。「父が生きていれば別の人生もあったと思う。私の年代では父を亡くした人がたくさんいる。同じ思いをする人が出るのは悲しい。自国を守る武力は必要だが、憲法は今のままでいい」
 せみ時雨(しぐれ)が響く東京・九段北の靖国神社。江東区の稲垣一雄さん(94)は毎年参拝し、戦友たちの冥福を祈る。尖閣諸島や竹島をめぐる中韓との関係悪化に「日本も外国から文句を言われない程度の備えは必要だ」と語る。一方で「戦後の平和は憲法九条のおかげ」との思いも強い。
 南方で父を亡くし、千代田区の千鳥ケ淵(ちどりがふち)戦没者墓苑を訪れた千葉県柏市の男性(74)は、韓国の議員らが靖国神社付近で安倍首相への抗議を行ったというニュースに胸を痛めた。
 鹿児島県出身。米軍の上陸を恐れた母からは「何を聞かれても『アイドントノウ(私は知らない)』と言え」と教わった。今も米軍機の射撃の音が耳に残る。「戦後、日本が平和にやってきたことを近隣諸国にも評価してもらう必要がある。その原動力となった憲法九条は、戦後百年は保たせてほしい」

The Abe government’s disastrous public diplomacy risks alienating not just China but also the US
Japan’s public diplomacy hovers between the ludicrous and the sinister. In recent months, the country has specialised in foreign policy gaffes that seem designed to give maximum offence to its Asian neighbours while causing maximum embarrassment to its western allies.
Last week provided another example. Japan unveiled the largest naval vessel it has built since the second world war. The ship is nominally a destroyer – but it is an aircraft carrier in all but name. Beefing up the Japanese navy is arguably a legitimate response to China’s arms build-up. But, at a time of rising tensions in Asian seas, Japan should tread carefully. So what genius decided to call this new ship “Izumo” – the same name as a Japanese warship that took part in the invasion of China in the 1930s?

China was quick to charge Japan with deliberate provocation. Such an accusation would be easier to brush aside if the naming of the Izumo was an isolated incident. But just a few days earlier Taro Aso, Japan’s deputy prime minister, was caught suggesting that the Nazis might provide a suitable model for efforts to revise Japan’s pacifist constitution. “We should proceed quietly,” Mr Aso mused. “One day people realised that the Weimar constitution had changed into the Nazi constitution. No one had noticed. Why don’t we learn from that approach?” The unsurprising outcry that greeted these remarks forced an official spokesman to issue a clarification: “The Abe administration does not perceive Nazi Germany in a positive light.”
Just a couple of months earlier, it was Shinzo Abe who committed an offensive gaffe. The Japanese prime minister was photographed giving a thumbs-up from the cockpit of a trainer-jet with the number 731 painted prominently on the side. But 731 was the number of a unit of the Japanese imperial army, notorious for carrying out biological and chemical experiments on humans. I was in South Korea at the time the photo appeared in May – and almost every Korean I spoke to was convinced that it was a deliberate provocation. At the time I dismissed that view as paranoia. But now I am not quite so sure. Since then, Park Geun-hye, South Korea’s new president, has pointedly paid a state visit to Beijing before visiting Tokyo – breaking with a precedent set by her four predecessors.
The Japanese government’s attitude to its wartime past will be further tested this Thursday: August 15 is when conservative politicians often visit the Yasukuni shrine in Tokyo to pay tribute to Japan’s war dead. The shrine contains the remains of 14 convicted war criminals, so these visits invariably cause great offence elsewhere in Asia. This year it appears that Mr Abe and his most senior cabinet colleagues will resist the temptation to visit Yasukuni, although many junior members of the government are likely to go.
But relative restraint on Yasukuni cannot undo all the damage that has already been caused. Japan’s western friends are alarmed. One longtime resident of Tokyo, with good contacts in the government, calls this “Japan’s most nationalistic government since 1945”. He adds that some of those in Mr Abe’s circle give the impression that “the only thing wrong with the second world war was that Japan lost”. This kind of thinking risks alienating not just China, but also the US – upon whose protection Japan relies. Indeed, senior American officials now seem just as concerned by Japanese nationalism as by the Chinese variety. In a recent article, Kurt Campbell – who was US assistant secretary of state for Asia in President Barack Obama’s first term – expressed worry about the risk of war in the Pacific, and noted that “both Tokyo and Beijing are determined to ... play to nationalist domestic sentiments”.
