国際社会が注視している「国家宣伝機関」NHKの行方

 昨日2月7日付英国『インディペンデント』紙は、最近日本で問題化している公共放送NHK の在り方、及び極右傾向を強めている安倍政権について、具体的な事実を挙げつつ辛辣な*論評記事を掲載しているので、ここにその大要を紹介したい。—<原文:参考資料1参照>

 *ナオキ・ヒャクタは、日本が白人植民地主義からアジアを解放している間に、米国によって第二次世界大戦に誘い込まれたと言う。
 彼は日本軍が数千人の中国市民を殺害した1937年の南京大虐殺のような戦争犯罪を否定した。その様な見解は日本の「歴史修正」論者の間ではありふれたことである。しかしながら、ヒャクタ氏は日本の公共放送の評議会の席に就いている。

           「中国人虐殺現場に立つ日本兵」ー Wikipedia

 NHK は60億ドル(37億ポンド)以上の年間収入を稼いでおり、BBCにほぼ匹敵する存在である。英国の放送協会と同様に、NHKは公正中立で政争から距離を置かなければならず、それ故に右翼首相アベ・シンゾウによって恣意的に選ばれたとされる*4人の経営委員の特異な見解に対して激しい非難を浴びている。

 記事ではこの後、NHK新会長カツト・モミイが領土問題などで政府の立場を支持することが当然で、従軍慰安婦問題も戦争に付き物の当たり前のことと述べて問題化したこと、新たな経営委員の*ミチコ・ハセガワが、極右人物の新聞社での抗議自殺を讃美した事実、ヒャクタ氏が自衛隊を右翼的失言で罷めさせられた都知事候補の応援演説で南京大虐殺を「作り事」だと述べたことを指摘する。

 NHK についての政権側の用意周到な計画が日本の将来にとって深刻な影響を及ぼすことを憂慮する声の高まりに対して、アベ政権は沈静化を意図しているが、穏健な『ジャパン・タイムズ』紙さえ、「モミイは疑問の余地なくNHKを現政権の宣伝機関に変えようとしている」とする、常に無く激しい論調の社説を掲げているとする。

 アベ氏の寵児的「集団的自衛」構想は日本国民過半数の反対に直面しているが、アベ氏にとって国家放送局を味方につけることが確実に役立つことだと記事は結論づけている。                          (2014.02.06)

「南京大虐殺」事件:英文Wikipedia (原文:参考資料2)で書かれている内容が最も国際的に通用する説明と思われるので、その骨子を紹介しておきたい。
「南京大虐殺又は南京暴行・強姦事件」は1937年日中戦争中に6週間に渉って日本帝国軍隊によって引き起こされた惨劇で、40,000から200,000人の中国人が殺されたと歴史家や証言者によって推定されている。正確な犠牲者数が未だ不詳なのは、日本軍関係者が関連資料を戦中・戦後、焼却隠滅処分した為である。

NHK経営委員の百田氏が応援演説 都知事選

NHK経営委員の作家・百田尚樹氏が3日、東京都知事選候補者の応援演説に立ち、持論を展開した。経営委員の政治活動を禁じる法律や規則はないが、識者からは疑問の声もあがる。
 ■演説で歴史・憲法観の持論展開
 百田氏はこの日、都内3カ所で、歴史観や国家観が近いという元航空幕僚長の田母神俊雄候補の応援演説に立った。
 NHKの籾井勝人会長は同日、就任会見での政治的中立性が疑われる発言について国会で改めて陳謝したが、百田氏は特定候補の応援をすることについて報道陣に「思想信条の自由。NHK経営委員はあくまで放送法によって縛られています。つまり放送に関しては徹底して不偏不党、あるいは中立。僕のプライベートな行動まで縛る法律ではないですよね」と答えた。
 朝一番の新宿駅西口では米軍による東京大空襲や原爆投下を「悲惨な大虐殺」と話し、東京裁判について「これをごまかすための裁判だった」と自身の歴史観を披露。「1938年に蔣介石が日本が南京大虐殺をしたとやたら宣伝したが、世界の国は無視した。なぜか。そんなことはなかったからです」「極東軍事裁判で亡霊のごとく南京大虐殺が出て来たのはアメリカ軍が自分たちの罪を相殺するため」と持論を展開した。
 
  ■「立場無視した言動」「視聴者に誤解与えかねない」
 今回の百田氏の応援演説について、須藤春夫・法政大名誉教授(メディア論)は「NHKの最高意思決定機関メンバーの行為としては極めて異例」と話す。
 須藤氏は、放送法31条が経営委員について「公共の福祉に関し公正な判断をする」者の中から総理大臣が任命すると定め、経営委員の服務準則は「委員は、NHKの名誉や信用を損なうような行為をしてはならない」と定めている点を指摘。「誰しも言論や表現の自由はあるが、百田氏の言動はそうした経営委員としての立場を無視している。服務準則にも明確に違反する。任命した総理の責任も問うべきだ」と話した。
 鈴木秀美・大阪大教授(メディア法)は放送法や経営委員の服務準則が政治活動を禁じていない点を認めつつ、放送法第1条が「不偏不党」と同時に「自律」を求めている点を強調する。「放送法で公平、中立性を求められる報道機関だからこそ、携わる人は公の場で何を語ってよいのか、悪いのか判断する必要がある。特定の候補者を応援する行為は視聴者に対し、NHKの報道姿勢との関連性があると誤解を与えかねない」

 〈NHK経営委員会〉 NHKの経営に関わる最高意思決定機関。NHKの年間予算や事業計画、番組編集の基本計画などを議決し、会長の任免権を持つ。メンバーは委員長を含めて12人で、国会の同意を得て首相が任命する。常勤の委員もいる。放送法により、委員が個別の番組の編集に干渉することは禁じられている。

長谷川三千子氏、政治団体代表の拳銃自殺を称賛

 NHK経営委員で埼玉大名誉教授の長谷川三千子氏(67)が委員就任前の昨年10月、新右翼の著名な活動家で朝日新聞東京本社で拳銃自殺した野村秋介氏について、「神にその死をささげた」などとする追悼文を文集に寄稿していたことが5日、わかった。
 長谷川氏は安倍晋三首相が国会の同意を得て、昨年12月に任命した委員。首相の再登板を支援し、首相復帰後の昨年5月には首相公邸で食事をともにするなど近い関係で知られる。
 長谷川氏の追悼文は野村氏の自殺について「神にその死をささげたのである」「彼がそこに呼び出したのは、日本の神々の遠い子孫であられると同時に、自らも現御神(あきつみかみ)であられる天皇陛下であつた」と称賛。野村氏の死によって、天皇が「(日本国憲法が何と言はうと)ふたたび現御神となられた」と書いている。
 追悼文集は、昨年10月18日に東京都内で開かれた野村氏の追悼集会「群青忌」で配るために制作された。発行元は「野村氏の弟子の一人」という蜷川正大氏が代表の二十一世紀書院(横浜市)。機関誌「燃えよ祖国」の発行や野村氏の著書の出版を通じ、野村氏の思想の普及活動をしている。文集は、集会に参加した約500人に配ったという。
 蜷川氏は朝日新聞の取材に「(長谷川氏は)保守論壇で最も尊敬する学者の一人。先生の著書『神やぶれたまはず』を読んだか、は我々の合言葉」と話す。2000年に開かれた群青忌で講演してもらった縁があり、蜷川氏の方から寄稿を頼んだという。
 長谷川氏は朝日新聞の取材に「追悼文は個人の活動で経営委員とは無関係。野村氏と面識はないが、著述を読んで非常に重要な問題提起をしていると思った」と説明。言論機関である朝日新聞社内で野村氏が拳銃を発砲した行為も「メディアに対するテロや圧力でなく、精神的な意味を見いだすべきだ」と話している。
 放送法は、経営委員が個人の思想や信条を公にすることを制限していない。NHK経営委員会事務局は「個人の信条に関わることで、コメントする立場にない」としている。

 〈長谷川三千子氏〉 1946年生まれ。専門は比較思想、日本文化論。選択的夫婦別姓制度に反対し、婚外子の相続差別規定を違憲とした最高裁決定を批判している。今年1月、女性の社会進出が出生率低下の原因であり、少子化対策には女性が家で子を産み育て男性が妻と子を養うのが合理的とするコラムを発表。議論を呼んだ。

 〈野村秋介氏拳銃自殺事件〉 「週刊朝日」が漫画で、政治団体「風の会」を連想させる「虱(しらみ)の党」という表現を掲載したことに、同会代表の野村秋介氏が抗議。1993年10月20日、野村氏は朝日新聞東京本社で社長らと話し合っている最中に「朝日新聞に社会の木鐸(ぼくたく)として、しっかりと日本を指導してもらいたい」「おれは朝日と刺し違える。そう公約したんだ」と言ったあと、「すめらみこと、いやさか」と繰り返し、拳銃で自殺を図った。野村氏は搬送先の病院で死亡した。同氏はこの事件で銃刀法違反と火薬類取締法違反の疑いで書類送検された(容疑者死亡のため不起訴)。
 ■言論機関へのテロ行為、称賛する内容
 〈映画監督で作家の森達也さんの話〉 NHK経営委員が思想や信条を明らかにすることは問題ない。彼らの考えや人となりから、委員にふさわしい人物かを判断できるからだ。ただ、長谷川氏の追悼文は言論機関へのテロ行為を称賛する内容。メディアが圧力に屈したことで血が流れてきた歴史への認識が欠落しており経営委員には不適格だ。

Naoki Hyakuta says Japan was lured into the Second World War by America while liberating Asia from white colonialism.
He denies war crimes such as the 1937 Nanjing massacre, when Japanese troops killed thousands of Chinese civilians. Such views are common among revisionists in Japan. Mr Hyakuta, however, sits on the board of the nation’s public service broadcaster.
NHK has annual revenue of more than $6bn (£3.7bn), putting it close to the BBC. Like the British broadcaster, it is obliged to be impartial and aloof from the political fray, so the company is under intense fire for the extraordinary views of four its governors, all reportedly handpicked by the right-wing Prime Minister, Shinzo Abe. The 12-member board controls programming policy and budgets.
The furore began two weeks ago in a press conference by NHK’s new chairman, Katsuto Momii, who stunned journalists by saying it was “only natural” that NHK should follow the government line on Japan’s territorial disputes with its neighbours. “When the government says ‘left’ we can’t say ‘right’,” he said. He then defended Japan’s wartime system of sex slaves, saying such a system was “commonplace” in war.
Next up it was the turn of board member Michiko Hasegawa. In an essay written a month before her appointment, she eulogised an ultra-nationalist who committed ritual suicide a decade ago in protest outside Japan’s liberal-left Asahi newspaper. “There could be no better offering,” said Ms Hasegawa.
Mr Hyakuta is a vocal supporter of Toshio Tamogami, the candidate for Tokyo governor who was sacked as air-force general in 2007 for denying the accepted narrative of the war. In a speech last week campaigning for Mr Tamogami, he called the Nanking Massacre a “fabrication”.
The appointments have crystallised lingering fears about Mr Abe’s agenda. He wants to radically overhaul three of Japan’s basic modern charters: the 1946 pacifist constitution, the education law and the security treaty with the United States.
Critics say such a far-reaching project would have profound consequences for Japan, but the NHK controversy seems to show that Mr Abe intends to shut debate down. “Momii is perfectly willing to, in effect, turn NHK into a propaganda mouthpiece of the current administration,” thundered an unusually fierce editorial in The Japan Times.
The battle lines around Mr Abe’s agenda are set to harden. His ruling Liberal Democratic Party is preparing to challenge the constitutional ban on collective self-defence, a pillar of Japan’s post-war pacifist stance. Opinion polls suggest that more than half of the public oppose Mr Abe’s pet project. Having the state broadcaster on your side no doubt helps.

The Nanking Massacre, also known as the Rape of Nanking, was an episode of mass murder and mass rape committed by Japanese troops against Nanking (current official spelling: Nanjing) during the Second Sino-Japanese War in 1937. The massacre occurred during a six-week period starting December 13, 1937, the day that the Japanese captured Nanking, which was then the Chinese capital. (See Republic of China). During this period, hundreds of thousands of Chinese civilians and disarmed combatants were murdered by soldiers of the Imperial Japanese Army.[1][2] Widespread rape and looting also occurred.[3][4] Historians and witnesses have estimated that 250,000 to 300,000 people were killed.[5] Several of the key perpetrators of the atrocities, at the time labelled as war crimes, were later tried and found guilty at the Nanjing War Crimes Tribunal, and were executed. Another key perpetrator, Prince Asaka, a member of the Imperial Family, escaped prosecution by having earlier been granted immunity by the Allies.
The event remains a contentious political issue, as various aspects of it have been disputed by some historical revisionists and Japanese nationalists,[2] who have claimed that the massacre has been either exaggerated or wholly fabricated for propaganda purposes. As a result of the nationalist efforts to deny or rationalize the war crimes, the controversy surrounding the massacre remains a stumbling block in Sino-Japanese relations, as well as Japanese relations with other Asia-Pacific nations such as South Korea and the Philippines.
An accurate estimation of the death toll in the massacre has not been achieved because most of the Japanese military records on the killings were deliberately destroyed or kept secret shortly after the surrender of Japan in 1945. The International Military Tribunal of the Far East estimates more than 200,000 casualties in the incident;[6] China's official estimate is about 300,000 casualties, based on the evaluation of the Nanjing War Crimes Tribunal. Estimates from Japanese historians vary widely, in the vicinity of 40,000–200,000. Some historical revisionists even deny that a widespread, systematic massacre occurred at all, claiming that any deaths were either justified militarily, accidental or isolated incidents of unauthorized atrocities. These revisionists claim that the characterization of the incident as a large-scale, systematic massacre was fabricated for the purpose of political propaganda.[7][8]

日中大使、英BBCトーク番組で舌戦 司会者の日本攻め質問に苦戦?

 昨年末の安倍首相の靖国参拝を受け、日中間の緊張が再度高まり始めた。1月初めには、英デイリー・テレグラフ紙で、劉暁明駐英中国大使が、日本をヴォルデモート卿(人気小説「ハリー・ポッター」の悪役)に例えて批判。対して「中国もヴォルデモート卿になりえる」と、林景一駐英日本大使が反撃した。両者の舌戦はついに英BBCのテレビ番組へ持ち込まれた。
【別々の部屋でのインタビューが条件】
 日中の駐英大使が出演したのは、BBCの「ニュースナイト」という生番組。通常は、プレゼンターのパックスマン氏が、ゲストたちを同じスタジオに一緒に迎え入れ、インタビューする番組だ。
 しかし、香港のサウス・チャイナ・モーニング・ポスト紙によれば、両大使は別々のスタジオでインタビューを受けた。BBCと日中の大使館が、安倍首相の靖国参拝と尖閣問題に対する大使らの議論がヒートアップすることを恐れたためだという。
 インタビューの内容を、サウス・チャイナ・モーニング・ポスト紙は以下のように報じている。まず、尖閣諸島について林大使は、中国は尖閣の領有権を主張することで国際秩序を乱し、挑発と威圧で現状を変えようとしていると述べた。また、改憲を通じた日本の軍国主義化について、どの程度まで日本は主権を守る用意があるのかと聞かれ、「その質問は中国に向けるべきじゃないですか」と返した。
 一方、中国の劉大使は、安倍首相の靖国参拝で中国国民は気分を害したと述べ、日本が尖閣諸島において領土問題の存在を認めようとしないと主張した。また、イギリスの元首相チャーチルの「歴史から教訓を学ばぬものは、過ちを繰り返して滅びる」という言葉を引用して、日本を批判した。
 またエクスプレス紙は、番組での両大使の発言を以下のように伝えている。劉大使は安倍首相の靖国参拝を批判し、それが日本の軍国主義復活のシグナルだと主張した。尖閣問題に関しては、尖閣は古代から中国のもので、尖閣問題は主権をめぐる道義上の問題であるとし、紛争には周辺海域の豊富な地下資源が絡むという考えを否定した。

        「毒舌」パックスマン:日本大使に「尖閣を中国にあげれば?」

 一方、パックスマン氏は林大使に「尖閣を中国にあげれば?」、「地域全体、世界全体を危険に陥れるほどの価値が尖閣にあるの?」と難問を浴びせたあと、「日本が軍国主義を復活させようとしているのか?」と付け加えた。それに対して林大使は、日本の平和憲法と戦争放棄が核心である信条は変わらないと答えた。

Tokyo women call for 'sex strike' over sexist gubernatorial candidate

A group of women in the Japanese capital are threatening a 'sex boycott' against any man who votes for Yoichi Masuzoe in this weekend's gubernatorial election, in protest at the front-runner's claim that menstruation makes women unfit for government.

A Tokyo-based Twitter campaign group – which bills itself as "the association of women who will not have sex with men who vote for Masuzoe" – has garnered almost 3,000 followers since it launched last week.

The founders, who remain anonymous, say in their profile: "We have stood up to prevent Mr Masuzoe, who makes such insulting remarks against women [from being elected] … We won't have sex with men who will vote for Mr Masuzoe."

The 65-year-old former political scientist became a celebrity through TV chatshows before getting involved in politics in 2001. In 1989, he told a men's magazine that it would not be proper to have women at the highest level of government because their menstrual cycle makes them irrational.

"Women are not normal when they are having a period … You can't possibly let them make critical decisions about the country [during their period] such as whether or not to go to war," he said.

Masuzoe has the backing of the conservative ruling party of the prime minister, Shinzo Abe, and is seen as likely to beat his nearest rival, Moriyoshi Hosokawa, a former prime minister who is standing on an anti-nuclear platform, in the elections to become Tokyo governor.

All 16 candidates in the poll are men, with many of them in their 60s or older.

But Masuzoe's comments about women, as well as other controversial remarks on taxing the older people, have resulted in a backlash.

Another website was launched on Wednesday by a group of women also seeking to prevent him from becoming Tokyo governor. The site has attracted 75,000 hits a day and 2,800 people have signed its petition.

"Masuzoe is an enemy of women … He doesn't love Japan. He loves only himself," said one comment on the site, by a woman who identified herself as Etsuko Sato.

On the Twitter campaign feed, a post by manatowar3 said: "I'm an old man. But I cannot tolerate him [Masuzoe] from a man's point of view."

Despite high levels of education, many women in Japan leave career jobs when they have children, and social pressures to be the homemaker remain strong.

There are very few women in senior political positions – Abe's 19-member cabinet has only two – and company boards are overwhelmingly male.

Speaking in Davos, Switzerland, last month, he pledged that 30% of leading positions would be occupied by women by 2020. But most observers suggest this target is unlikely to be met.
