悪しき過去の二「遺産」に苦悶する米国民:「人種差別」意識と「イラク戦争」

 この8月、米国中央部Missouri 州Ferguson で起きた警官による黒人少年射殺事件と、その後の経緯は、米国の「悪しきlegacy (遺産)」としての「人種差別」問題を新たにクローズ・アップさせることになり、イラク問題など「外患」に忙殺されるオバマ政権を、更に「内憂」でも苦境に陥れる趣を呈している。

          白人警官に「無抵抗」で射殺された Michael Brown

 ことの発端は、白人警官が大通りの車道を歩いていた18歳の「巨漢」黒人少年Michael Brown に対して、歩道を歩くように注意したが、少年は言う事を聞かず、そのまま逃げようとしたものだが、厳しい警告を耳にして一旦立ち止まって振り返り、両手を挙げたのに対して、「頭に来ていた」警官が真正面から少年に複数の弾丸を撃ち込んだということの様である。

 当初、警官は、少年がナイフを振り回すなど、危険な抵抗をした為、やむを得ず銃を使ったと述べたが、その近辺に居合わせた人々の証言では、Michael は全く抵抗していなかったということだ。しかも不思議なことに、遺体は数時間も現場に横たわっていたという。

       Michael Brown の受けた銃創:頭部・右半身に集中している         

 Michael の遺族の求めで行われた遺体検証で、少なくとも6発もの弾丸が頭部や手足、胸部に打ち込まれていたことが判明し、誰もが「只ならぬ」事件であることを感じ取った。どう見ても、白人警官の「人種差別」的対応が、この事件の核心にあることは明白であった。

 事件直後から始まっていた数千人規模の「反ポリス」抗議デモは、Ferguson での一部暴動化した激しい運動から、アトランタやニューヨークなどの「平穏なデモ」へと拡大しつつある。基本的要求は、「過剰行動」を採った警官を逮捕することであるが、市や州当局は、「正当防衛」を主張して、それを拒んでいる。

 抗議運動の急激な高まりを受けて,オバマ政権はNatinal Guard (州兵)をFerguson に派遣したが、黒人を中心とする市民の抵抗は弱まることはなかった。

 Ferguson市(人口約21,000人)は近年急速に人口構成が白人系から黒人系市民へと転換しており、現在7割が黒人だが、同市警察の 約40人の警官は殆どが白人で、黒人は4人しかいないという。

 更に、8月19日にもFerguson近くSt. Louis 市北西部の食料品店で、23歳の「異常に興奮した」黒人男性がナイフを振り回したのに対して,警官が警告後に更に抵抗を受けて発砲し、射殺したという事件が発生している。この新たな発砲事件は、Michael Brown 事件直後のことだけに、激しい抗議運動に油を注ぐ結果になった様だ。

 国民に対して「平静な対応」を訴えるばかりであったオバマ大統領は、事実関係が民衆側と警察側で全く対立している事態に対処するべく、8月21日に漸く司法長官Eric Holder 氏を現地 Ferguson に派遣して、被害者少年父母や関係者と面談し、事実関係を明らかにしようとしている。

 Eric Holder 氏は米国最初の黒人系司法長官だけに、「偏見抜き」の公正な判断・処置が期待され得るが、一方では白人社会の「根強い抵抗」が予想される訳で、事の成り行きが注目される。

 これ迄の所、警察・州兵との衝突で、市民デモ隊の側に、射撃に因る負傷者
2人、逮捕者約40人を出している。司法長官の現地派遣に依り、現在はやや沈静化している様に見える。州兵も引き上げ始めているという。しかし、当の警官の「逮捕」と公正な裁判が無ければ、問題は再燃するのが必至だ。

           市警察当局に対して「真実を求める」


 因に過去に起こった、人種差別に起因する「暴動」事件の典型的なものは、「ロサンゼルス暴動」であるが、これは1992年4月末から5月頭にかけて、*ロドニー・キング事件に対する白人警察官への無罪評決をきっかけとしたものだ。
 この事件は突如起こったかのような印象で日本では報道されることが多かったが、その潜在的要因として、ロサンゼルスにおける人種間の緊張の高まりが挙げられる。アフリカ系アメリカ人の高い失業率、ロサンゼルス市警察(以下「LA市警」)による黒人への恒常的な圧力、韓国人店主による黒人少女(ラターシャ・ハーリンズ)射殺事件とその判決に対する不満などが重なり、重層的な怒りがサウスセントラル地区の黒人社会に渦巻いていた。そこにロドニー・キング事件のLA市警警官に対して無罪評決が下されたことが引き金となって、黒人社会の怒りが一気に噴出して起きた事件である。
 暴動による被害は死者53人、負傷者約2,000人を出し、放火件数は3,600件、崩壊した建物は1,100件にも達した。被害総額は8億ドルとも10億ドルともいわれる。この事件での逮捕者は約1万人にものぼり、そのうち42%が黒人、44%がヒスパニック系、そして9%の白人と2%のその他の人種が含まれていた。

1991年3月3日、黒人男性ロドニー・キングがレイクビューテラス付近でスピード違反を犯し、LA市警によって逮捕された。その際、20人にものぼる白人警察官が彼を車から引きずり出して、装備のトンファーバトンやマグライトで殴打、足蹴にするなどの暴行を加えた。たまたま近隣住民が持っていたビデオカメラでこの様子を撮影しており、この映像が全米で報道され黒人たちの激しい憤りを招いた。—Wikipedia

          ISIS 捕虜James Foley 氏と「英国訛り」ジハディスト


 最近の出来事の中で、このVideo 映像ほど、世界中を震撼させたものは無かっただろう。赤い衣装を着させられて、間もなく「斬首」処刑された米国人、そして、黒覆面の処刑人「ジハディスト」共に、’ "real killer'' is America’ 「真の殺人者は米国」として、米国の「イラク爆撃」を激しく弾劾する演説をしているのである。更には、もう一人の米国人捕虜を映像で示し、「もし米国がイラクでの爆撃を続けるならば、この人物も次に処刑される」という「身も凍る様な」威嚇を行った。

 そのジハディストの話す英語訛りから、彼がロンドン辺り出身の英国人ではないかと推察されるに至って、国際的な波紋は一層大きなものになった。特に英国の反響は甚だしく、首相キャメロン氏は英国南部コーンウォールでの休暇を半ばで打ち切って、ダウニング街の首相官邸に戻り、対応策協議に乗り出した。

 最近では、イスラム過激派に英国人だけでも約500人など、欧米諸国出身の若者たちが二千人規模で参加していることが確認されており、今度の事件も、その事実を裏付けることになった。

 名の知られたジャーナリスト James Foley 氏は、2012年11月22日、「シリア内戦」取材中に シリア北西部トルコ国境近くでイスラム過激派ISIS に捕えられた。彼は当時、米国通信社 'GlobalPost’ の仕事をしていた。

 米国報道官は当初、このヴィデオ映像の「信憑性を調べる」と述べて、一旦「衝撃を緩和する」意図を示したが、間もなくオバマ大統領は、その事実を認め、ジハディストたちの「残忍さと良心不在」を、深刻な表情を浮かべ乍ら非難した。

 英国『テレグラフ』紙(8月20日付)に依ると、「次の受刑者」として紹介されている米国人フリーランス・ジャーナリストSteven Sotloff 氏(31歳)の家族は、オバマ大統領に対して、「あらゆる必要な手段を尽くしてSteven の救命を図る」ことを求める請願書を「ホワイト・ハウス」Websiteに提出したという。この反響は大きく、数時間の内に3,000の同意署名が集まったということだ。

 未だこの「請願書」の行方は分からないが、現段階でオバマ大統領はこれまでの方針を変えることなく、米空軍はイラク北部でのISIS拠点を対象にした空爆を続けている。この儘だと、次の処刑者が出ることは避けられないだろう。現在 ISISの欧米系捕虜は約20人居ると推定されている。

 米国政権にとって、「イラク戦争・終結」から10年も経たぬ内に、再びイラクで爆撃作戦を遂行することなど、「誤算」の最たるものに違いなかろうが、振り返って熟慮すれば、ブッシュ・ブレアという「愚か者」コンビが始めた戦争には、その当初から中近東についての「地政学的」基礎知識が欠如していたと言う外ない。そもそも,多民族的構成に加えて、宗教的要素が極めて複雑に絡み合っている地域に対して、サダム・フセインという「独裁者」を倒せば、欧米的「民主主義」がいずれ打ち立てられると勘違いした所から、大失敗が始まったと言えるだろう。しかし、その底意には、イラクに存在する潤沢な「石油資源」獲得という実利の魅力が抗し難く伴っていた。

 今度のイスラム過激派・ISIS 「イラク全土」掌握という可能性に直面して、米国を先頭とする西側勢力は、表向き、直接的脅威に晒されているキリスト教徒やクルド人保護を建前として武力介入に踏み切っている訳だが、実際のところは、「クルド自治区」に既に実在する豊富な「原油」と、その開発施設・防御に狙いが在ることは,今や誰が見ても明らかだ。バグダッドの中央政府から事実上「独立」して、安定した石油供給が期待される「クルド自治区」には、既に欧米系石油資本などの為に働く、日本人を含む数千人の人々が移り住んでいるという。確かに、そこをISISなどという「無法集団」に攻略されたら、大変なことになる訳で、恐らく米国など欧米勢力は、いかなる犠牲を払っても、「死守」しようと努めることだろう。

 しかし、シリアでは、少なくとも一時期、欧米勢力が「アサド政権」打倒の目的の為に、ISIS を「味方」として共闘してきた事実は否定出来ないだろう。

 それを見れば、シリアからイラクに及ぶ広範囲に渉るISISの「発展」に、欧米勢力が少なからず「手を貸した」と見られても,当然至極に違いない。
 全く不様な指導者たちに、欧米諸国は「恵まれた」ものだ。

A black president couldn’t stop the Ferguson race riots

Violence continues in Ferguson, Missouri. It began on August 9 with the death of Michael Brown, an unarmed African-American teenager cut down by a white cop’s bullets. Peaceful demonstrations turned into looting, the local police went in with rubber bullets and tear gas, all hell broke loose and, eventually, Missouri’s governor pulled out the local police and sent in state officers instead. But the rioting only paused; it didn’t cease. And it may continue. That’s probably because it’s driven by a deep, deep anger that will take a long time to calm.
Observers might ask, “How can this be happening in an America that has elected a black president?” How can black kids still get killed by white cops and how can towns still burn in race riots?
Part of the explanation is that the recession has been especially tough on African-Americans – reinforcing historical disparities of wealth between the races. Before the credit crunch, the median net worth of a black household was $12,124, compared with $134,992 in white households. After the crunch, the black net worth fell to just $5,677, compared with $113,149 among whites. Black home equity fell by an average of 28 per cent and retirement savings by 35 per cent. In May 2014, the black unemployment rate stood at 11.5 per cent – more than double the white jobless rate of 5.4 per cent.
To make matters worse, blacks face additional challenges at home and in the streets. There is a crisis in black fatherhood: while just 29 per cent of whites are born out of wedlock, the figure is 72 per cent for blacks. One result is a racial imbalance in welfare dependency: African-Americans make up about 13 per cent of the population yet 39.8 per cent of those on welfare rolls. Other frightening statistics point to a serious cultural malaise. Four out of five black women are overweight or obese; black women account for nearly 36 per cent of all abortions performed in the United States.
All of this is made worse by a police and judicial system that seems not just imbalanced against blacks but actually designed to put more of them in prison. The War on Drugs and mandatory sentencing has gone hand-in-hand with racial profiling to send large numbers of African-Americans to jail for small infractions: they now account for around 40 per cent of the prison population. For a sense of how, for many blacks, the police are an agency of state repression, consider this alarming fact: in Ferguson, 67 per cent of residents are black but 94 per cent of the local police are white.
Why has electing a black president not changed all of this? One answer is that while Obama is a president who is black, he has never sold himself as an expressly black president – that is, he tries to operate outside of the racial narrative rather than play a leadership role within it. He is evidence to the young black child that, yes, anyone can make it in America.
But what he was never going to be was someone who would confront racism head on or seek a substantial redistribution of power and money of the variety that many civil rights leaders feel is necessary to help the poor.
President Obama has tried on occasion to talk about race, but its political consequences have tended to be negative. When Trayvon Martin was shot dead by vigilante George Zimmerman, Obama remarked that he could have been his son – and it did nothing to help convict Zimmerman. On the contrary, many conservatives took exception to the remarks for it seemed like an inappropriate injection of national politics into a case facing the courts.
Obama has commented on Ferguson but mostly to appeal for calm and ask for a proper investigation of what happened.
If there is hope for real change, some of it might come from the Right. In general, they have been horrified by events in Ferguson – not so much by the looting (condemned by almost everyone) but by the obvious iniquities in the law-and-order system. Jonah Goldberg, a highly respected Right-wing columnist, argued that “the idea that police forces shouldn’t take into account the racial or ethnic make-up of their communities when it comes to hiring [is] bizarre.”
Senator Rand Paul, a libertarian Republican who would like to be president, has condemned both the militarisation of the police and the country’s drug laws. Meanwhile, many Republicans are embracing prison reform.
Of course, it will be the black community that will lead the fight for change. Fortunately, there is an expanding black middle class to offer a model of self-improvement and the black church remains a beacon of activism and uplift. Sadly, what they have discovered since the days of the civil rights movement is that government isn’t always their best friend and the promises of the Left can be empty. Change will come from within towns like Ferguson, not from within the White House.

Le drame et les émeutes de Ferguson révèlent des tensions raciales profondes qui ne se sont en rien apaisées sous la présidence Obama, observe Thomas Sugrue, professeur d’histoire et de sociologie à l’université de Pennsylvanie. Dans un livre traduit en français en 2012, le Poids du passé, Barack Obama et la question raciale (1), cet historien des droits civiques, rappelait, après Faulkner et Obama lui-même, que ce «passé» d’humiliations et de ségrégation n’est toujours pas vraiment passé.
Ferguson est-il un cas isolé ou reflète-t-il des tensions raciales plus générales aux Etats-Unis ?
Ce qui se passe à Ferguson fait écho à des tensions anciennes, qui se sont déjà vues en d’autres endroits, comme en Floride après la mort de Trayvon Martin. L’émoi que l’on voit à Ferguson est le produit de quarante ans d’investissements dans le traitement policier et judiciaire, plutôt que social, des inégalités raciales. Les Afro-Américains sont beaucoup plus souvent contrôlés, arrêtés, poursuivis et emprisonnés que les Blancs. Le phénomène est si courant qu’il a engendré l’expression «Driving While Black» (littéralement «conduite en état de négritude»), exprimant le fait que les conducteurs noirs ont beaucoup plus de probabilité que les Blancs d’être arrêtés et poursuivis pour infraction routière. Souvent, les policiers profitent des contrôles routiers pour fouiller leurs voitures et voir s’ils ne transportent pas de drogue ou d’autres produits interdits. Dans des villes comme Ferguson, c’est aussi une source majeure de revenus pour les policiers locaux qui encaissent les amendes. Cela nourrit bien sûr beaucoup de ressentiments.

Militants from the Islamic State have released a video showing a jihadist speaking with a British accent beheading an American journalist in what it says is a revenge killing for the ongoing US air strikes in Iraq.
The chilling message in the video, entitled ‘A Message to America”, was unambiguous and warned President Barack Obama of further retaliation to come – including the beheading of a second journalist.
The execution of James Foley follows nearly two weeks of US air strikes that have pounded militant positions and halted the advance of Isis extremists, which until this month had captured a third of Iraq with little resistance.
It also shows images of another US journalist, Steven Sotloff, whose life militants said depended on how the US responded.
The Foreign Secretary, Philip Hammond, condemned the killing as “one more example in a catalogue of brutality” by "evil" Isis.
“Isis are waging war on moderate Islamic opinion and they are waging war on the West and we have to deal with them on that basis," he added.
He said the person shown decapitating Mr Foley "appears to be British" and experts are urgently investigating who he is.
The video opens with a clip of US President Barack Obama saying he had authorised strikes in Iraq."Obama authorises military operations against the Islamic State effectively placing America upon a slippery slope towards a new war front against Muslims," words appear in English and Arabic on the screen.
