米国政治「方向」に多大な影響を及ぼす「社会主義」候補・Bernie Sanders 氏

 来年11月に予定されている米国大統領選挙は、既に二回のTV討論会を経て、民主・共和両党共に、実質的な候補者選定の段階を迎えつつある。

 民主党は、オバマ政権末期の*「不人気」——これは主として同政権が力を注いだ ’TPP’ が財界・共和党寄りの政策であるが故に労働界など民衆側の反撥が大きく働いた必然的結果であろうーーが祟って、共和党への世論の傾斜を恐れていたのであるが、その共和党が余りにもお粗末な大統領候補者を出してきた為に、現在は安堵の気持で居ることだろう。

 共和党の有力候補者には、政界出身者としてJeb Bush氏の名が挙げられるが、この人はどうも、実兄である前大統領・George Bush の「アフガン・イラク」戦争・失敗を又もや繰り返すのではないかとう疑念が浮上しつつあり、当初は筆頭に挙げられた面影は最早失せた様だ。

            共和党大統領候補者 Donald Trump 氏

 民間からの出身・大富豪Donald Trump 氏は、その大胆極まる発言で人気を博し、共和党内では常に20% 台の支持率を保っているが、例えばメキシコ人を「麻薬や犯罪を持ち込み、婦女暴行犯だ」と発言するなど「ヘイトスピーチ」を相変わらず続けて居り、最近では、「米国労働者の賃金は高過ぎる」などと述べている。また同氏について、「核戦争開始のスイッチ」を任される人物としては「不適任」という認識が全米に広まりつつある。

 前国務長官・Hillary Clinton 女史は前回オバマと候補指名を争って破れた前歴故に、今回の立候補者中では最初から「有力」とされていたことは当然だ。しかしながらいざ蓋を開けて見ると、予想外の「激戦」が待ち受けていたのである。他なるぬ「社会主義者」Bernie Sanders 氏の凄まじい「奮戦」である。

 Vermont 州選出上院議員Bernie Sanders 氏の大統領選出馬は、当初メディア大方から、’fringe’ 候補(泡沫と言えないまでも二次的存在)というレッテルが張られていたが、いざ運動が始まってみると、彼が地下鉄や徒歩で赴く演説会場は常に数千人規模の聴衆で満員という状況を目にして、一躍メディアの注目を浴びる存在となった。各種世論調査では、支持率が民主党内でクリントン女史50%台に対して、Sanders 氏は30%台を維持している。既にIowa州などでは、Sanders 候補がクリントン女史を支持率で上回っている。

 先ずメディアが仰天するのは、資本主義の牙城たる米国で何故「社会主義者」がこれ程人気を博しているのかという点である。Sanders 氏は自ら「社会民主主義者」と言い換えているが、「米国では僅か1% の富裕層が90%の富を握っている」という指摘や、「労働者最低賃金を15ドルに引き上げるべき」とか、「国民皆保険制度の確立」、「大学授業料無料化」という主張は、紛れもなく、英国新労働党首・「社会主義者」Jeremy Corbyn のそれにほぼ一致している。

Sanders 氏の魅力の最大のものは、彼が支持者からの平均25ドル以下の個人募金にのみ頼っていることだ。この形で、彼は今年第三期に2600万ドルの資金を集めたという。同時期に2800万ドル集めたクリントン女史に匹敵する資金獲得能力と言える。Sanders 氏以外の候補者は、多くの場合、*’Super-Pac’ と呼ばれる事実上の「企業献金」に依存するのと大違いだ。

 「Sanders 登場」に歓喜する民衆の気持の中には、オバマ大統領への*「期待が裏切られた」ことや、既成秩序の代弁者に過ぎないクリントン女史への失望感、根底的に、「豊かな米国」で少しも生活が楽になっていないことへの絶望感が横たわっているに違いない。こうした背景から、民衆感覚を身に着けた「全く異質」の大統領候補者に期待するという願望は、米国に古くから根ざしている「反共・反社会主義」という意識を克服しつつあると言えるだろう。

            中止された「Keystone XL石油パイプライン」計画

 Sanders 氏の主張の中で注目されるのは、例の ’TPP’ について、米国労働者の「雇用擁護」の立場から強く反対していることである。実は、クリントン女史が、国務省現役時代にはTPP’を「大歓迎」していた態度を豹変させて「反対」に舵を切った理由には、労働界の支持をSanders 氏にそっくり奪われるのを阻止したいという願望が有ったに違いないのである。こうした「態度変更」の例は、「カナダ・米国」貫通の*「Keystone XL石油パイプライン」建設や *’Alaska Arctic drilling’ 「北極圏採油掘削計画」中止を訴えた態度にも表れている。いずれも、環境保護政策を重視するSanders の政策を意識してのことだ。

  ところで、’TPP’協定については、民主党・大統領候補者たちばかりでなく、共和党候補Trump氏まで、’disastrous & terrible’ 「破滅的で酷いもの」として、反対の立場を明確にしているが、去る11月6日付『ワシントン・ポスト』紙は、’Obama’s last battle with Congress looms over Pacific trade deal’ 「TPPを巡って、議会とのオバマの最後の闘いが不気味に迫っている」ー<原文・参考資料1> と題する論文記事が掲載されているので、ここにその要旨をご紹介したい。

 「議会とのオバマ大統領の最後の大闘争になりそうなことが、TPP協定議定書発表に伴って、今週から始まる。これは、最近の小競り合いも含めて、米国議会での二十年も続く通商交渉の最後の対決となるものだ」

 「TPP協定発表に対する議員の最初の反応は『想定したものより悪い』とする反対派からは厳しいものであって、一方、30章に渉る複雑な文書について性急な判断をしたがらない潜在的支持者からは沈黙があるばかりだ」

「これから大統領選が始まる段階に際して、この条約批准手続きの闘いがオバマ大統領の終末期に差し掛かり、新大統領選出迄の間、議会は決議不能状態に陥ることを考慮するならば、長期に渉ればそれだけTPPの成立可能性は薄れることが、誰にも分かる」

「TPP協定・検討が早くても来年3月まで延びて、大統領選・選挙運動真只中になれば、民主党の主だった議員たちは、国民一般のTPP反対意識を考慮して、反対の立場に移ることだろう。賛成派議員は、このタイミングの悪さを心配している」

「下院新議長の Paul D. Ryan(共和党)は、以前はTPP賛成派だったが、協定内容発表後の今は殆ど何も言わない。この他の共和党賛成派議員の多くが、現在は態度を保留しているという」

「オバマが心配しているのは、これまでTPPを支持してきた共和党中核議員が、海外での 保健理由に依る米国タバコの制限条項や*知的財産権保護条項に不満を抱いている為に、支持態度を変える恐れが大きくなっていることである」

「共和党内では、Trump 候補や Ben Carson 候補がTPP協定に批判的であることと、大統領選に勝つ為には、労働者階層の意見に耳を傾けるべきだという意見が強まっている」

 
 このような只ならぬ状況を受けて、『ニューヨーク・タイムズ』紙(11月13日付)に依れば、オバマ大統領は、’APEC’ 出発を前にして、慌ただしく経済・実業界の大物や、元国務長官・J.A.Baker III氏やMadeleine K. Albright女史などと会談を重ね、「TPP 支持」を強く訴えたという。ひょっとしたら、議会で「否決」されるかも知れないという危機感の表れとも言えそうだ。

 現段階で言えることは、仮に ’TPP’ 協定・批准が米国議会で否決されれば、確実に ’TPP’ は存在しないことになり、仮に ’TPP’ が批准された場合でも、新大統領は、「拒否権」などを行使して、実効性を奪う可能性が残る。   (2015.11.21)

<注> *オバマ「不人気」:公約に反してアフガン軍事・増強、ISIS対策の無力、黒人差別是正・銃規制の不徹底、経済格差・拡大、「大企業・共和党寄り」TPPの強行、などが支持率40%台低迷の原因とされる。

*Super-Pac: アメリカにおいて企業、団体、組合などが政党や政治家に直接献金を行うことは禁止されている。そのために通常は政治活動委員会(PAC)という政治資金団体を設立して個人(企業の役員や大口個人株主)から資金を集めそれを献金するという経路をとっていた。全国規模の政治団体への個人献金は年間1人5000ドルに制限されているために献金額の合計も抑えられることになる。ところが2010年の市民連合対連邦選挙委員会裁判における最高裁判決やSpeechnow.org対連邦選挙委員会裁判の連邦巡回区控訴裁判所判決で、言論の自由を認める権利章典第一条の観点から、支持する候補者や政党と直接協力関係にない政治活動であれば献金額に限度を設けてはならないとの命令がくだされた。
このような候補者から独立した政治団体は、企業献金や個人献金を大量に集め影響力が大きくなるにつれ、特別政治活動委員会(スーパーPAC)と呼ばれるようになった。スーパーPACは無制限に資金を集めることが許されており、テレビのCMなどを利用して様々なキャンペーンを行なっている。特徴的なのは、支持候補に対する支援ではなく対立候補へのネガティブ・キャンペーンが多いことである。スーパーPACへの献金者は公表が義務付けられているが、多くの団体は法的な技術を用いて選挙後まで公表を引き延ばしている。- Wkipedia

*Keystone XL石油パイプライン」建設・ *’Alaska Arctic drilling’:いずれの計画も、オバマ政権がカナダ・ハーパー前政権などと進めてきたものだが、環境破壊に繋がる危険性と、民主党次期大統領候補からの否定的見解の故に、断念するに至った。

*知的財産権保護条項:米国の場合、新薬データ保護期間が12年から8年に短縮されて、巨大製薬会社の利潤が減少する恐れを指摘されている。

What could be President Obama’s final grand battle with Congress kicked off this week with the release of a sprawling Pacific Rim trade agreement, setting up the latest skirmish in a two-decade string of trade showdowns on Capitol Hill.
Initial lawmaker reaction to the Trans-Pacific Partnership has been sharp from its likely opponents, who declared it “worse than we thought,” and muted from its potential supporters, who shied away from rash declarations about the 30 chapters of intricate text.
That mixed reaction, and the political complications presented by the pending presidential race, have led many lawmakers to speculate that the battle over the pact’s approval could last into the final weeks of Obama’s term — into a lame-duck session called after his successor and a new Congress are elected.

“The longer this goes, the less likely it is that TPP will become a reality,” said Rep. Jan Schakowsky (D-Ill.), who is among a group of free-trade skeptics who have continued to organize opposition to the deal after failing to deny Obama “fast-track” negotiating authority earlier this year.

That legislation set out timelines for the deal’s review that will push the earliest possible vote into March, smack in the middle of a presidential campaign season in which every major Democratic candidate and several Republicans have come out against it.
The potential timing has ­pro-trade lawmakers concerned.
“It certainly has an impact when you have people that are talking every day and campaigning every day and getting national attention every day, who also don’t know what’s in it and are telling people what’s in it,” said Rep. Patrick J. Tiberi (R-Ohio), chairman of the Ways and Means trade subcommittee. “That isn’t pleasant and isn’t good and isn’t politically popular. . . . And I’ve expressed that to the White House in terms of the timing.”
The new House speaker, Paul D. Ryan (R-Wis.), co-authored the fast-track bill in his former capacity as Ways and Means Committee chairman. He said little about the deal in the hours after its release.

AGREEMENT MUST BE DEFEATEDー「TPP 協定は打ち負かされねばならない」

The Trans-Pacific Partnership is a disastrous trade agreement designed to protect the interests of the largest multi-national corporations at the expense of workers, consumers, the environment and the foundations of American democracy. It will also negatively impact some of the poorest people in the world.

The TPP is a treaty that has been written behind closed doors by the corporate world. Incredibly, while Wall Street, the pharmaceutical industry and major media companies have full knowledge as to what is in this treaty, the American people and members of Congress do not. They have been locked out of the process.

Further, all Americans, regardless of political ideology, should be opposed to the “fast track”process which would deny Congress the right to amend the treaty and represent their constituents’ interests.

The TPP follows in the footsteps of other unfettered free trade agreements like NAFTA, CAFTA and the Permanent Normalized Trade Agreement with China (PNTR). These treaties have forced American workers to compete against desperate and low-wage labor around the world. The result has been massive job losses in the United States and the shutting down of tens of thousands of factories. These corporately backed trade agreements have significantly contributed to the race to the bottom, the collapse of the American middle class and increased wealth and income inequality. The TPP is more of the same, but even worse.

During my 23 years in Congress, I helped lead the fight against NAFTA and PNTR with China. During the coming session of Congress, I will be working with organized labor, environmentalists, religious organizations, Democrats, and Republicans against the secretive TPP trade deal.

Let’s be clear: the TPP is much more than a “free trade” agreement. It is part of a global race to the bottom to boost the profits of large corporations and Wall Street by outsourcing jobs; undercutting worker rights; dismantling labor, environmental, health, food safety and financial laws; and allowing corporations to challenge our laws in international tribunals rather than our own court system. If TPP was such a good deal for America, the administration should have the courage to show the American people exactly what is in this deal, instead of keeping the content of the TPP a secret.

10 Ways that TPP would hurt Working Familiesー「TPP が働く家族を害う恐れのある10の問題点」

1. TPP will allow corporations to outsource even more jobs overseas.

According to the Economic Policy Institute, if the TPP is agreed to, the U.S. will lose more than
130,000 jobs to Vietnam and Japan alone. But that is just the tip of the iceberg.

Service Sector Jobs will be lost. At a time when corporations have already outsourced over 3 million service sector jobs in the U.S., TPP includes rules that will make it even easier for
corporate America to outsource call centers; computer programming; engineering; accounting;
and medical diagnostic jobs.

Manufacturing jobs will be lost. As a result of NAFTA, the U.S. lost nearly 700,000 jobs. As
a result of Permanent Normal Trade Relations with China, the U.S. lost over 2.7 million jobs. As
a result of the Korea Free Trade Agreement, the U.S. has lost 70,000 jobs. The TPP would make matters worse by providing special benefits to firms that offshore jobs and by reducing the risks associated with operating in low-wage countries.

2. U.S. sovereignty will be undermined by giving corporations the right to challenge our laws
before international tribunals.

The TPP creates a special dispute resolution process that allows corporations to challenge any
domestic laws that could adversely impact their “expected future profits.”
These challenges would be heard before UN and World Bank tribunals which could require taxpayer compensation to corporations.

This process undermines our sovereignty and subverts democratically passed laws including those dealing with labor, health, and the environment.

3. Wages, benefits, and collective bargaining will be threatened.

NAFTA, CAFTA, PNTR with China, and other free trade agreements have helped drive down the wages and benefits of American workers and have eroded collective bargaining rights.
The TPP will make the race to the bottom worse because it forces American workers to compete with desperate workers in Vietnam where the minimum wage is just 56 cents an hour.

4. Our ability to protect the environment will be undermined.

The TPP will allow corporations to challenge any law that would adversely impact their future
profits. Pending claims worth over $14 billion have been filed based on similar language in other trade agreements. Most of these claims deal with challenges to environmental laws in a number of countries. The TPP will make matters even worse by giving corporations the right to sue any of the nations that sign onto the TPP. These lawsuits would be heard in international tribunals bypassing
domestic courts.

5. Food Safety Standards will be threatened.

The TPP would make it easier for countries like Vietnam to export contaminated fish and seafood into the U.S. The FDA has already prevented hundreds of seafood imports from TPP countries because of salmonella, e-coli, methyl-mercury and drug residues. But the FDA only inspects 1-2 percent of food imports and will be overwhelmed by the vast expansion of these imports if the TPP is agreed to.

6. Buy America laws could come to an end.

The U.S. has several laws on the books that require the federal government to buy goods and services that are made in America or mostly made in this country. Under TPP, foreign corporations must be given equal access to compete for these government contracts with companies that make products in America. Under TPP, the U.S. could not even prevent companies that have horrible human rights records from receiving government contracts paid by U.S. taxpayers.

7. Prescription drug prices will increase, access to life saving drugs will decrease, and the profits of drug companies will go up.

Big pharmaceutical companies are working hard to ensure that the TPP extends the monopolies they have for prescription drugs by extending their patents (which currently can last 20 years or more). This would expand the profits of big drug companies, keep drug prices artificially high, and leave millions of people around the world without access to life saving drugs. Doctors without Borders stated that “the TPP agreement is on track to become the most harmful trade pact ever for access to medicines in developing countries.”

8. Wall Street would benefit at the expense of everyone else.

Under TPP, governments would be barred from imposing “capital controls” that have been
successfully used to avoid financial crises. These controls range from establishing a financial
speculation tax to limiting the massive flows of speculative capital flowing into and out of countries responsible for the Asian financial crisis in the 1990s. In other words, the TPP would expand the rights and power of the same Wall Street firms that nearly destroyed the world economy just five years ago and would create the conditions for more financial instability in the future.
Last year, I co-sponsored a bill with Sen. Harkin to create a Wall Street speculation tax of just 0.03 percent on trades of derivatives, credit default swaps, and large amounts of stock. If TPP were enacted, such a financial speculation tax may be in violation of this trade agreement.

9. The TPP would reward authoritarian regimes like Vietnam that systematically violate human rights.
The State Department, the U.S. Department of Labor, Human Rights Watch, and Amnesty
International have all documented Vietnam’s widespread violations of basic international standards for human rights. Yet, the TPP would reward Vietnam’s bad behavior by giving it duty free access to the U.S. market.

10. The TPP has no expiration date, making it virtually impossible to repeal.

Once TPP is agreed to, it has no sunset date and could only be altered by a consensus of all of the countries that agreed to it. Other countries, like China, could be allowed to join in the future. For example, Canada and Mexico joined TPP negotiations in 2012 and Japan joined last year.
