  去る4月5日投開票されたWisconsin州予備選では、民主党・本命候補クリントン女史が「社会主義者」サンダースに得票率で13%余りの票差をつけられて惨敗した。

 米国の ’Establishment’ を代表するメディアの大方は、代議員291を争う「大選挙区」ニューヨーク州の予備選を4月19日に控えて、クリントン候補が僅差ながら勝利することを当然視し、それへの期待も只ならぬものが有った故に、女史の ’double digits’ 敗北・「二桁差の負け」には、流石にショックを隠せない風情であった。

 そうしたメディアの代表的な『ニューヨーク・タイムズ』紙は、選挙戦冒頭に『社説』でクリントン「支持」を表明したという「経歴」があるからだろうか、同女史がサンダース候補に対して、立て続けに*「6連敗」していることの何らかの「責任」を恐らく感じてのことであろう、4月5日付の政治面 ‘Bernie Sanders Wins Wisconsin Democratic Primary, Adding to Momentum’「バーニー・サンダースはウィスコンシン予備選で勝利し、弾みをつけている」という記事の中で、次の様に述べている。

‘His victory signaled vulnerabilities that have trailed Mrs. Clinton’s candidacy amid persistent criticism of her paid speeches to Wall Street banks and her email practices while serving as secretary of state. In Wisconsin, Mr. Sanders held a significant edge among voters who said they wanted a candidate who cares about people like them. Nine in 10 voters said the Vermont senator was honest and trustworthy, compared with six in 10 who said the same about Mrs. Clinton, according to exit polls of voters from Edison Research.’
 
ここでは、サンダースの「正直さと信頼性の高さ」に引き較べ、クリントン女史の「ウォールストリート銀行筋からの講演料名目の多額献金」と、「国務長官時代の’email’ 取り扱い問題」批判がずっと尾を曳いているとして、最悪の選挙結果を招いていることを指摘している。

 そのクリントン女史が恒常的に抱えている ’email’ 問題は、今や単なる「選挙民批判」の問題ではなく、米国*FBI による「刑事事件」として大きくクローズ・アップされつつある。勿論、同女史が召喚・訴追される事態に発展すれば、大統領候補としての運命は ‘sudden death’ ということになる。

 同女史の5万点以上に及ぶemailの内、22点はどこにも公開されない「国家最高機密」ということで、我々には「雲を掴む」様な話ではあるが、既にFBI はクリントン女史が公務中に私的な電子メール・アカウントを使っていた問題について、彼女の周囲に居た ’IT specialist’ Bryan Pagliano氏を始めとする数十人の証言を集め、「生の事実」との照合など、徹底的な調査を続けているという。この問題は、同女史の重要な外交活動、特に「リビア軍事介入」の経緯及び*「ベンガジ事件」などに関わっていると見られており、国際的にも注目を集めている。

 3月29日付の『ワシントン・ポスト』紙は、’Hillary Clinton must face the music—and the FBI’ という論説記事<参考資料1>の中で、クリントン女史が議会公聴会の証言などで、「私は機密メールを誰にも送ったことがないし、そんなものは何処にも無い」といった信憑性の欠けた言論を続けていることに懐疑を呈し、FBIが「有罪」の結論を出した場合、彼女が関わる米大統領選挙の「大混乱」を心配している。例えば、仮に民主党候補としてクリントン女史に決定している段階で「訴追」された場合、「誰が副大統領候補として」大統領候補に替わるか、という点、その以前に「訴追」があった場合、対立候補サンダース氏を6月の党大会で「公認」して戦えるのか、といった問題が生じることだろうとしている。

 サンダース候補は、今後のニューヨークでの「勝利」を何とか確実なものにして、自身がTrump 氏など共和党候補と有利に渉り合える「現実的選択」であることを、既にクリントン支持を決めているとされる ’super delegates’「特別代議員」を説得して「サンダース支持」に乗り換えさせる作戦を進めており、現実的な効果も出始めているという。

 しかし猶、既設の「クリントン壁」を乗り越えることが困難とされても、サンダース氏が「断念」を決して表明しないのは、「革命運動に終りなし」という原則的立場ばかりでなく、前記の女史「訴追」の場合に備えてのことではないか、と推察されるのだ。サンダース自身は大統領選冒頭の「討論」の中で、クリントン女史を ’email’ 問題で「擁護」したという前歴がある。だからこそ、自身は決してこの問題で女史を追及していない。

 つい最近の両氏の「闘いぶり」は、例えば女史が資金疑惑を責めるサンダース氏を「嘘つき」と呼び、サンダース氏の方は、同女の「イラク参戦支持」故に「大統領資格に欠ける」といった「乱戦」になっている嫌いがある。

 19日の「ニューヨーク決戦」を前にしての両者の「論戦」は、この14日に実施されることが、漸く決まった。現段階では、同州での支持率はクリントン女史が10%程優勢とされており、サンダース氏の奮起が大いに期待されるところだ。

 最後に共和党について一言。Wisconsin でもCruz 氏に大差で負けたTrump 氏は、’abortion’ 処罰・発言などで大いに顰蹙を買っており、「昔の面影」は今や無い。しかし他候補者とて「一般的人気」に乏しく、結局同氏に決まることになるだろうが、大統領には到底なれそうにない。  (2016.04.08)

*super delegates:特別代議員
予備選挙にはもう一つ、特別代議員という特別な権限を持った人たちがいる。これは、その州選出の連邦上下両院議員、州知事、歴代の正副大統領、党の幹部などで、要するにその州における党の重鎮、お偉さんたちだ。正副大統領というのは、たまたま過去の正副大統領の中にその州の住民がいればという意味だ。また、上下両院議員や知事も、各州に必ず両党選出の上院議員や州知事がいるとは限らないことから、特別代議員の数は州によってかなりのばらつきが出てくる。ちなみに、日本語では特別代議員と訳されているが、英語ではsuper delegate(一般代議員はただのdelegate)と呼ばれているので、直訳するとさしづめ超越的代議員といったところか。

 民主党には代議員総数4,763に対し、712人の特別代議員がいる。共和党も代議員総数2,472に対して、126人の特別代議員がいる。その数は民主党で15%、共和党5%に過ぎないが、今回のように圧倒的に強い候補が不在で接戦になった場合や、多数の候補が乱立した場合などは、特別代議員の意向が候補者選びの結果を左右する可能性は十分にある。

1月に公開されたメールには最高機密の「極秘」指定が含まれていたことから、オバマ政権で国防情報局長官だったフリン氏は、最近のインタビューで「私なら(大統領選を)辞退して恐らく監獄に入るだろう」と非難した。
「真実のベンガジ物語」
「暴徒によるリビア・ベンガジの米領事館襲撃事件は、イスラム教の預言者ムハンマドを冒涜する映画がイスラム教徒の怒りを買い、その映画に対するイスラム教徒の抗議行動が発端となって発生した」とされているが、それは大嘘であると暴露している。
・ベンガジ領事館は単なる派出所であり、警備も備えておらず、国際補によるホスト国への通知も行われていなかった。
・再三にわたって軽微の増強が国務省に申請されているが、全てクリントンの署名入り記録で却下されている。
・デンプシー統合参謀本部長は議会公聴会で、ベンガジから数時間の距離にある場所で演習していた特殊部隊は「ベンガジに行く必要なし」と命令されていたと証言した。
・派出所から2kmに陣取るCIA要員達も、上司から「待て」の指令を受けていた。命令を無視して現場に向かった数名は命を落とした。
何故、ベンガジ派出所が襲われたのか?オバマもヒラリーも隠しているので未だに分からない。スチーブンス大使はカダフィ体制崩壊後、アメリカがそれ以前にリビアの反体制派勢力に与えていた武器や、特にMANPADS(携帯式防空ミサイルシステム)を回収するという任務に当たっていた。その回収を阻止する、或いは回収した物を奪還する襲撃ではなかったのか?
そうであれば、何故仲間の部隊、本来防衛に当たるCIAに出動停止の命令が出ていたのか?その命令は誰から出ているのか?そんなことが22通のメールの残されていると思っている。この22通は公開されないと決まっているらしいが、FBIは調査している。FBI筋からクリントン逮捕の声が漏れるのはこんなところではないのか。

2. 4月9日の 'Wyoming primary' では、サンダース:55.7%、クリントン: 44.3% の得票率で予想通り前者の勝利に帰した。ニューヨーク州予備選については、クリントン女史が二期に渉って上院議員を務めた実績もあって、ごく最近の世論調査で、サンダース候補に12% 程度の差をつけて有利な立場だとされる。しかし、同様の状況で 'MIchigan' ではサンダース候補が逆転勝利している「実績」があるだけに、14日の 'TV討論'などを通じての「サンダース巻き返し」が注目される。

4. 昨夜14日行われた第9回 'Clinton-Sanders Debate' は全米市民の注目する所となったが、両者の赤裸々な激論は、容易な評価を困難にしている様で、こんな機会に屢々見られる「優劣」評定が余り為されていない。僅かに『タイムズ』誌が遠慮がちに 'Online Reader Poll' の形で、「第九回民主党討論で誰が勝ったと思うか?」というアンケート結果として、H・Clinton 15%、B・Sanders 85%

5. 昨日15日Vatican でサンダースがローマ法王Francisco と「個人的」に会見した事実を、米国メディアは'ABC' など一部を除いて無視しているのは、両者が「貧困と資本の責任」、「戦争と平和」について極めてactive な批判精神を具備していることの革命的「共通性」だからだろう。Sanders からすれば、19日の 'NYC Primary' 目前にしてローマに飛んだことの「誹り」に対して、少なくないカトリック選挙民への'approach' の仕方としても、決してマイナスには働かないだろうという計算の結果としての決断だったであろう。 (2016.04.16)

4月17日NYC 最貧困地区住民に招かれて視察するサンダース候補:「地域再開発の投資が必要」

6. 昨日投開票の民主党 'NYC Primary' は大方の予想通りクリントン候補の勝利に終った。103万票 (58%) 対 75万票 (42%) という結果である。ニューヨークはクリントンの選挙地盤であること、'NYC'は 民主党員登録をしていない無党派選挙民を投票から締め出す'closed primary'の仕組みを採っていることが、若年層支持者の多いサンダース候補にとって極めて不利であったことを思えば、彼にとっては「善戦」と言えるのではないか。この選挙結果を見る前に、サンダース候補は次のヤマ場である Pennsylvania に飛んでいる。 (2016.04.20)

7. 明日26日の東部5州での民主党 'primary' に於いて、H・Clinton はPennsylvania でSanders 候補を15%程引き離していると予想され、Marylandでも優位に立っているとされる。Conneticut、Delaware、Rhode Islandでは 両者が伯仲している様だ。Sanders は 'CBS' の'Face the Nation' インタヴューに応えて、現実的に 'super delegates'の「サンダース支持翻意」を獲得することは難しいが、6月7日の 'California primary'まで選挙活動を続けることを改めて明言した。(2016.04.26)

Maryland: Clinton 63.%/Sanders 33.3%、Delaware: 55.9/39.2 、Pennsylvania: 55.6/43.3 、Connecticut:51.7/46.5 、Rhode Island: 43.3/55

A federal judge ruled today that Hillary Clinton may have to give a deposition in the case over her use of private email.

The statement is another turn in the Freedom of Information Act lawsuit between conservative group Judicial Watch and the State Department, in progress at the U.S. District Court in Washington D.C.

State Dept. Deems 22 Clinton Emails Top Secret, Refuses to Release Them
Other Secretaries Handled Classified Material on Private Email, State Dept. Concludes
Judge Emmet G. Sullivan issued an order today saying that it “may be necessary” for the Plaintiff to seek a deposition from the former Secretary of State, as part of the discovery process. The case ultimately seeks to determine whether or not the State Department complied fully with Judicial Watch’s request for all relevant employment records of Ms. Huma Abedin, one of Clinton’s long time aides.

Judicial Watch is seeking an answer to whether Abedin’s employment status with the State Department and other outside groups connected to Clinton broke any rules. The group sued the State Department for relevant documents. During thee court proceedings, Clinton’s email -- and the question of whether or not she deliberately sought to hide information normally subject to FOIA -- has been a central topic of discussion.

"Based on information learned during discovery, the deposition of Mrs. Clinton may be necessary," Judge Sullivan wrote. "If Plaintiff believes Mrs. Clinton’s testimony is required, it will request permission from the Court at the appropriate time.”

Ultimately, today's ruling means that the Judicial Watch lawyers could be allowed to grill Clinton about her email setup, possibly on tape.

2. ‘The Washington Post’—Hillary Clinton must face the music — and the FBI

It has been more than a year since the infamous news conference at the United Nations, at which Hillary Clinton falsely asserted, “I did not email any classified material to anyone on my email. There is no classified material.” For a year the Clinton campaign has raised a number of specious excuses: “It was allowed”; other secretaries did the same (not true); the emails were only retroactively classified (not true); there was no risk classified information might have been compromised (unfounded); and her offenses were not serious (highly questionable).
If it was not previously, even the most loyal Clinton supporters should by now recognize the seriousness of her problems. The FBI does not assign 147 people to investigate something trivial, “allowed” or lacking national security implications.
If it was obvious that no case against Clinton existed, the FBI would not have methodically gathered information and waited until the end or nearly the end of the investigation to interview the main culprit. That’s exactly what occurred here:
The interviews by FBI agents and prosecutors will play a significant role in helping them better understand whether Clinton or her aides knowingly or negligently discussed classified government secrets over a non-secure email system when she served as secretary of State.
The meetings also are an indication that much of the investigators’ background work – recovering deleted emails, understanding how the server operated and determining whether it was breached – is nearing completion.

If the FBI had determined, like so many Clinton defenders, that there was no there, its agents would not bother interviewing the former secretary of state and now Democratic presidential front-runner.
The potential for FBI action, incidentally, should influence her VP pick, if it comes before a final decision by the FBI. With the FBI’s action hanging over her head, the VP pick had better be someone who could plausibly win without her and/or govern in her absence; choosing an inexperienced lightweight for electoral concerns may no longer be an option. Better to look for a current or former senator or governor who could beat Trump, if need be. (California Gov. Jerry Brown?)
As the potential for a Trump nomination increases, a great number of Republicans who will never vote for Trump (in large part because of his unsuitability to serve as commander in chief) may be faced with the unimaginable. Clinton has become the safety cord to pull, the least horrible of two horrible alternatives and at least a semi-responsible commander in chief, they reason, if Trump captures the GOP nomination. What if their backup plan, Hillary, gets knocked out by the FBI and there is no third candidate? (Rueful voters may be asking themselves, Just because Clinton messed up with her server, does the country deserve to get stuck with Trump?)
The potential for a Trump-Bernie Sanders or Trump-Clinton’s VP pick general election should panic both Democrats and Republicans. Perhaps Vice President Biden’s staff should start figuring out how to parachute into the Democratic National Convention. He may be the backup to the backup for despondent voters.
