 いやはや、今年度米大統領選挙の成り行きが大変なことになっている。

 大統領本名候補・クリントン女史の支持率が明らかに落ち込み始めているのだ。女史の後援者・民主党本部首脳や、『ニューヨーク・タイムズ』社説の推薦論文にも拘らず、’Iowa’ 決戦での予想「優位3%」を守り切れず、49.8 対 49.6という際どい ’tie’ に持ち込まれた。しかも、此の数字も民主党幹部が務める「選管」の*杜撰な集計の誤りが指摘されて、疑問視されている。

 今現在は、2月9日の投票日に向けて、’New Hampshire’ 州での選挙戦が展開されており、大方の予想では20%近くの票差で 「社会主義者」Bernie Sanders 氏の圧勝が語られている。

 その後に続く’South Carolina’ などでは、黒人支持者に比較的恵まれているとされるクリントン女史の優位が予想されており、米国全体での趨勢は現段階では予想し難いところだろう。
 然し乍ら、最近改めて報じられているクリントン女史の*「メール問題」の深刻さと、クリントン国務長官時代のリビア・ベンガジでの「大使殺害」事件に取材した*映画「13時間」上映開始が、2016年大統領選に及ぼす影響の重さを屢々語られているのを見ると、女史にとっての展望は「暗い」と言わねばならないだろう。

 そんな中で2月1日、米国で最も権威ある世論調査機関・’Gallup’ が今回の米大統領選挙の動向を左右すると見られる、民主党候補・全米「好感度」調査の結果を新たに発表していたので、ここにその内容を紹介しておきたい。—<原文・参考資料1>

‘As Voting Begins, Sanders More Popular Than Clinton With Dems’ —「投票が始まるにつれて、民主党ではサンダースがクリントンより人気が高くなっている」

と題する調査結果について、Gallupは次の様に指摘している。

「2016年大統領予備選の投票が始まり、突如として、嘗ては民主党指名立候補者としては『一か八かの』企てと揶揄されたBernie Sanders が、民主党員又は支持者の間での『好感度そのもの』で、Hillary Clinton に対して優位に立った。
半年前には、クリントン女史とサンダース氏の間には、35%もの差が有り、後者は民主党員の間で殆ど無名の存在であった。ところが、今回(一月下旬)はサンダース氏が53%、クリントン女史は49% という正味好感度となった」

「支持傾向として、18から29歳の若年層、白人がより多くサンダース氏を支持し、一方、クリントン女史は黒人・ヒスパニック系の人々、老人に多くの支持者を持つ」

「結論的に言えば、知名度・実績で高支持を誇ってきたクリントン女史はIowaでの結果に大きく影響を蒙ることだろう。それと対照的にサンダース氏は、上昇機運に乗っており、希望に満ちたものだ」 

 去年夏頃、サンダースは身一つでバスや電車に乗って演説会場に向かったりしていた「素人政治家」の趣だったものが、現在では機能的に行動すべく、豪華な貸し切りバスや小型飛行機で活発な演説活動を展開しているという。

 今朝(2月6日)、偶々視ていたNHK・BS1 ・7時台の’NYC live’ で、米国人キャスターが、「街を歩いていたらBernie Sanders 支持の大デモに出くわして、驚いた。ニューヨークの人々に大統領候補者についてのインタヴューをしてみると、何と10人中8人がSanders支持だった。その理由は、彼が資本主義の行き過ぎを告発しており、学生・庶民の味方だからだということだった」
とレポートしていたが、これはNHK番組にしては「全く珍しく」、真実に迫ったものだった。

 共和党候補については、ここでは触れない。例のTrump 氏も含めて、彼らは総じて「大統領の器」とは程遠い存在と思われるからだ。

【ワシントン共同】クリントン前米国務長官が在任中に公務で私用メールを使っていた問題で、国務省のカービー報道官は1月29日、メール22通に極秘情報が含まれていたと明らかにした。極秘情報のやりとりを米政府が公式に認めるのは初めて。

クリントン氏は大統領選の民主党最有力候補。候補者選びの初戦となる2月1日のアイオワ州党員集会前に、情報管理に問題があったことがあらためて露呈された。

国務省は月に1度のペースでクリントン氏の公務メールを公開している。1月末までの公開完了を目指してきたが、2月に一部を持ち越す見通し。

*映画『13時間』:'Yuko’s Blog 「アメリカ ウオッチ」より
アクション映画界の有名な監督マイケル·ベイの最新作品 13 Hours: The Secret Soldiers of Benghazi(13時間:ベンガジの秘密兵士)の予告編が29日公開された。2012年、リビアのベンガジにある米国大使館はテロリストに襲撃され、外交官を含む複数のアメリカ人が殺害された。その事件は非常に論争的になり陰謀説も浮上した。映画はその事件後、現場に派遣された6人の兵士をモデルに製作されたものである。2016年1月に一般公開される為、その数ヶ月後に予備選に直面するヒラリー.クリントンに不利な映画であると言われている。純粋なドキュメンタリー映画ではないが、反クリントンへのプロパガンダ映画である可能性がある。史実を基本にした映画と現実を混同しない為には幾つかの予備知識が必要である。
2012年9月11日に起きたベンガジのテロ事件は、イスラム主義過激派の襲撃であったと言われている。この日は同時多発テロ9.11から11年目にあたる為、陰謀説まで浮上するほど、論争的および喧騒的であり、その事件の爪痕は現在も残っている。このテロ攻撃で殺害された人物は、米国大使のクリストファー.スティーブンス、外国情報管理責任者のショーン.スミス、ネイビー.シールズとして知られる元特殊部隊のメンバーで、当時CIA契約兵士のタイロン. ウッズ及びグレン.ドハーティの4人である。彼等はそれぞれ、領事館および隣接するCIAの別館に滞在中、ロケット式手榴弾による爆破で死亡した。この襲撃は、インターネットで紹介された反イスラム教徒のビデオに憤慨したグループの反乱とほぼ同時に起きたため、混沌たる状況で著しい混乱があり、しばらく一貫性のない情報が飛び交ったことが報告されている。
当時国務長官であったヒラリー.クリントンおよびオバマ政権は、大使館および外交官を保護するための安全対策が不十分であったとして、その責任を問われた。クリントンは2016年大統領選の民主党最有力候補者であるが、この事件以来、共和党の批判と執拗な尋問に直面し続けている。2013年2月の退職後も聴聞会で証言を行い、国務長官当時、職務に個人の電子メール.アドレスを利用していたことが最近判明した為、ベンガジに関する幾つかの機密を隠しているのではないかとの疑惑さえ浮上した。しかし、当時国務省は電子メールの個人アドレス利用について承知していて、最近公開された莫大な量のメールは問題がなかったと報告された。    (2016.02.06)

1. 昨日2月9日の New Hampshire 予備選挙で、Bernie Sanders は22ポイントの差 (60.4% 対38.0%) を付けてHillary Clinton に圧勝した。大観衆を前にしての「勝利宣言」で、Sanders は Wall街に代表される米国資本主義の横暴に対する飽くなき闘いに勝利する為に、今後の一層苛烈な大統領選挙戦への団結を呼びかけた。その演説の中では、既成秩序・マスメディアの同氏に対する攻撃の卑怯な手口を指摘し、特に注目されたのは、大統領就任の暁には、米国外交が「平和的話し合い」を基調として、「世界の警察官」の役割を決して担わないことを明言したことである。 (2016.02.10)

2. ここ数日中に聴いた米国 'CBS' ラジオに依ると、この20日(土)予定の Nevada 州民主党予備選挙及び全国規模で、Sanders 候補とClinton 候補は、ほぼ 'neck and neck' 「五分五分」の闘いになっているということだ。  (2016.02.18)
 Nevada での結果は、主として黒人系の支持を多く受けたクリントン女史が、52%対47.2% という僅差で勝利した。 (2016.02.22)
 
3. 米国'Fox News' は18日、大手メディアとして初めて民主党大統領候補 Sanders氏がクリントン女史を支持率(47%対44%)で上回ったことを伝えている。このことを、『ワシントン・ポスト』紙は、次の様に述べている。
'For the first time, a major poll shows Bernie Sanders leading Hillary Clinton. This Fox News poll could be a signal of a big shift in the race. Or it could be exploring the limits of the margin of error.             (2月19日)

4. 今日2月24日午後7時のNHKニュースに依ると、民主党大統領候補クリントン女史は、米国地方紙とのインタヴューで改めて 'TPP' に反対することを表明したという。最近の女史の言動では、「オバマ評価」を高めていただけに、'TPP' への態度「再豹変」が懸念されていたが、この時点で態度明確化を図ったことは、少なからず日本・安倍政権への打撃となることだろう。 (2016.02.24)

アメリカ大統領選挙に向けて民主党から立候補しているクリントン前国務長官はTPP=環太平洋パートナーシップ協定について反対だと明言するとともに、日本が輸出を有利にするため円安を誘導していると批判し、対抗措置を取る考えを示しました。
ことし11月に行われる大統領選挙に向けて与党・民主党から立候補しているヒラリー・クリントン前国務長官はアメリカの地方紙に寄稿しました。
この中で、TPPについて、クリントン氏は「いかなる貿易協定にも高い水準を設けなければならない。雇用を創出し、賃金を上げ、安全保障を促進するなら賛成するが、TPPはそれらを満たさなかったため反対だ」と明言しました。
また、「中国や日本、それにほかのアジアの国々は通貨の価値を下げることで意図的に商品を安くしてきた」として日本が輸出を有利にするため円安を誘導しているなどと批判しました。そのうえで「私はこうした不正行為とたたかうつもりだ。厳しい監視だけでなく、関税など効果的な措置をとる必要がある」として大統領に当選した場合、対抗措置を取る考えを示しました。
クリントン氏は民主党の候補者選びでサンダース上院議員と争っていて、アメリカ経済を守るという決意を強調することで、労働組合などからの支持拡大をはかるねらいがあるものとみられます。

4. 今朝3月1日視た'CBS Evening News' に依ると、今夕の 'Super Tuesday' でクリントン女史は 'South Carolina 圧勝' 後、依然勢力を伸ばし、Virginia, Texas, Georgia では20% 台の差でSanders候補を引き離しており、Tennessee, Alabama, Massachusetts でも優位に立っていると見られる一方、Sanders 氏は Oklahoma, Colorado, Minnesota, 出身地 Vermont で勝利すると見られているということだ。 (2016.03.01)

5. ' Super Tuesday' の結果は、ほぼ上記 'CBS' の予想通りとなったが、Massachusettsでは5,6%の差でクリントン女史「勝利予測」が大きく外れて、夫・元大統領*ビル・クリントンの「投票所立ち入り」という違反行為を犯すまでの「選挙運動」にも拘らず、次に示す様な「辛勝」となった。奇妙なのは、この数字を地元紙'Boston Globe' を初めとして、大手メディア迄がひたすら隠そうとしている事実である。やはり、「クリントン大勝」を演出したい米国 'Establishment'「伝統的既成秩序」の「意思」を窺わせる事態である。 (2016.03.02)

People are not happy about Bill Clinton’s appearance at Mass. polls
Former president Bill Clinton is drawing flak from people who say he spoke to a large crowd too close to a polling place in New Bedford, potentially preventing some residents from voting in Tuesday’s presidential primary.
Videos and photos show that Clinton was close to the entrance of the polling place at a building in Buttonwoood Park as he thanked people for voting — and for supporting his wife, Hillary, who is seeking the Democratic nomination.
“Thank you all for participating. I especially thank those of you who are supporting Hillary,” Clinton yelled through a megaphone, as he stood next to New Bedford Mayor Jon Mitchell.
Clinton spoke for several minutes, with his speech, at times, being interrupted by protesters.
When Clinton finished, Mitchell took over the megaphone and touted how Hillary Clinton had once worked in New Bedford helping children to get into schools.
“New Bedford has played a part in her journey. Let’s do out part to get her over the hump now,” he said.
Bill Clinton’s critics fumed and created an online petition calling for the “prosecution” and “arrest” of Clinton for allegedly violating state election laws. More than 26,000 people had signed the Change.org petition as of Wednesday morning.
According to Secretary of State William Galvin’s website, certain activities on Election Day are prohibited within polling locations and within 150 feet of polling places, including the “solicitation of votes for or against, or any other form of promotion or opposition of, any person or political party.”
The rally outside the New Bedford polling place also sparked outrage from supporters of Democratic candidate Bernie Sanders on Reddit.
On a Reddit discussion thread dedicated to the Vermont senator’s campaign, supporters went as far as examining screen shots of videos of his speech and comparing them with Google maps to determine whether Clinton was 150 feet away from the polling place doors in New Bedford.
Some said it may have kept people from voting, and urged people to contact Galvin’s office to complain.
Sanders narrowly lost to Hillary Clinton in the state primaries on Super Tuesday.
In a statement, Mitchell said the polling place in Buttonwood Park remained open at all times, and that “no orders were given to restrict access at any location.”
“At no time did former President Clinton enter a polling location in New Bedford,” he added.
Clinton’s appearance in New Bedford came after he had already been criticized earlier in the day for his actions at two polling places in the Boston area.
While stumping for his wife, Clinton entered polling stations at the Holy Name Parish School’s gymnasium in West Roxbury, and the Newton Free Library, in Newton.
The incidents prompted Galvin’s office to reach out to Hillary Clinton’s campaign and remind them of the rules barring solicitation of votes near polling places.
“He had the right to go into the polling locations, and say ‘Hello’ to workers who were there. The issue is, you can’t go inside and say, ‘Vote for my wife,’ or ‘Vote for Hillary,’” Galvin said in a telephone interview Wednesday.
Galvin said that in New Bedford, the former president did speak in front of the polling location, but Galvin didn’t know how close he was.
Galvin said that his office was “annoyed” that Clinton addressed hundreds of people during an “ad hoc” rally near a polling place, after his wife’s campaign had already been contacted several times. But allegations that Clinton kept people from actually voting in the election, Galvin said, are erroneous.
“It’s unusual to have someone outside having a rally, that’s for sure,” Galvin said. “But voting was never interrupted, and voters could always get access to the polls”
Galvin said his office is not “investigating” Clinton’s conduct, but rather, his office wants to look at ways to make sure that, in the future, candidates' supporters don’t cause traffic jams or hinder access to voting locations.
“There was a traffic issue, there is no disputing that — it should have been organized away from the polls,” Galvin said. “It definitely made it more difficult for voters to park — that I don’t dispute — but the voting was never disrupted.”
Peter Ubertaccio, a political science professor at Stonehill College, said that Clinton’s staff should have taken “much better care to ensure he didn’t do anything that was viewed as disruptive.” But at this point, he said, it’s not likely that much can be done.
“Not every violation needs to result in some sort of sanction or prosecution,” he said. “It’s not likely to have swayed voters, or kept voters from voting. At best, it was disruptive, but I’m not sure that it’s anything more than that.”

As voting begins in the 2016 presidential primary, suddenly Bernie Sanders, once castigated as a long-shot bid for the Democratic nomination, has the edge over Hillary Clinton in net favorability among U.S. adults who identify or lean Democratic. For the two-week rolling average spanning Jan. 18-31, Sanders has a net favorable score of +53 -- tied for his highest reading since Gallup began tracking candidates' images in early July of last year. Clinton, long the leader in the popularity metric, has a score of +49.

When Gallup began tracking favorable scores of the presidential field in early July, Clinton had a decided advantage over Sanders. Democrats were overwhelmingly positive about the former secretary of state and long-time political figure, as her +56 net favorable score demonstrated. Sanders, by contrast, held a net favorable of +29 in early July and, just as crucially, a majority of Democrats (52%) either did not know him or had no opinion about him. Virtually all Democratic adults, on the other hand, knew Clinton.
Clinton does still maintain the upper hand in overall familiarity with Democrats. For the most recent two-week rolling average ending Jan. 31, 93% of Democratic adults know Clinton well enough to have an opinion about her, while 75% of Democrats know Sanders. But Sanders' name recognition has improved by 26 percentage points over the course of the campaign, and the vast majority of those who have learned about Sanders view him favorably.
For the broad Jan. 1-31 time period, Democratic men, young Democrats aged 18 to 29 and whites like Sanders better than they do Clinton. Clinton has an advantage most notably with black Democrats, but also with women, Democrats aged 65 and older as well as Hispanics.

Whether Sanders can translate this newfound popularity advantage over Clinton into a series of primary victories remains to be seen, with the first case occurring tonight in Iowa. But even if Clinton can muster out a victory tonight and beyond, she will, for the benefit of her general election run, want to find ways to arrest her sagging favorability scores with Democrats and national adults.
Iowa does not mark the end of the primary campaign, but it is, at least, the first benchmark in what could be a long primary season. Sanders finds himself arriving at this first marker in fine fashion: His popularity is on the upswing, and he is no longer an anonymous figure to most Democrats. Clinton's campaign is, instead, limping into the first contest, making for an inauspicious beginning for a candidate who once seemed a sure-lock for the Democratic nomination.

 この正月明け1月5日、朝鮮半島北部で人工的と思われるM4.8の地震が発生し、6日午前、「北」朝鮮は「水爆」実験成功を発表した。しかも、水爆「小型化」に成功したことを付け加えた。

 しかし、「北」当局は「先制攻撃」を行う意図を否定し、米国の攻撃に備えた「核抑止力」とする意図を鮮明にした。同時に潜航中の潜水艦から発射のミサイル ’submarine launched ballistic missile’=SLBM実験映像も披露し、米国への対応を充分に顕示した。

 米国防省は、「北」の「’H-Bomb’ 開発成功」への懐疑を表明する一方、 グアムから中国「南シナ海・島嶼開発」に対したのと同じく、戦略爆撃機B-52 を発進させ、韓国・ウソン基地上空を低空飛行、「北」への威嚇行動に出ると同時に、日本海潜航中の潜水艦からのSLBM発射訓練をメディアに披露している。

 こうした異常事態について、1月11日夕刻の中国TVニュース・解説番組では、B-52から発射された’Bunker Buster’:バンカーバスター・地中貫通爆弾などによる「北」核基地攻撃が万一実行された場合、たとえ「核全面戦争」に至らなくとも、核物質などによる広域環境汚染が避けられず、極東は深刻な事態に陥ることを指摘していた。

 そんな折り、1月11日8時頃、朝食を取り乍ら気楽な積りで仏’TV 5 Monde’ を視聴していた処、毎月曜日放映の ’Le Monde International’ という、一人の招待人物に対して主幹を含む3人のスタッフが時に厳しい質問を投げかける討論番組が始まった。

 この日の論客は、故ミッテラン大統領率いる社会党政権時代(1981年5月10日 – 1995年5月17日)に内相・国防相を務めたというポール・キレス氏 (Paul Quilès)であったが、 番組冒頭、相次ぐテロ事件に見舞われている現代フランス・欧米の状況に就いて、忌憚のない意見を吐露しているのに思わず引き込まれ、約一時間の番組の最後迄見てしまう羽目に陥った。

 Quilès 氏 の現代的テーマについての主張を、その’blog’ 内容を加えて纏めると、次の様になる。

「最近のパリなどで起きたテロ事件は、遠因が1979年頃から始まったアフガン紛争・戦争や、2003年のイラク戦争に辿られる。其処には、旧ソ連・米国・英国・フランスなど欧米列強が深く関わり、イスラム社会vs.キリスト文化圏という対立構図が否応無く創られてしまったが、欧米諸国の責任は決して軽くない。フランスのオランド現政権は、テロ対策をエスカレートさせて、最近の* ‘déchéance de nationalité’ (国籍剥奪)という問題を提起して、「改憲」を企てているが、これは基本的人権を重んじる憲法上行き過ぎた政策であり、社会党ばかりでなく、仏国内を分裂に導くものだ」

 討論の中では、仏国内に蔓延りつつある「排外主義」に乗じて勢力を飛躍的に伸ばしつつある極右 ’Front National’ ・「国民戦線」への警戒心も強く示された。

 討論の後半は、「北・水爆」実験に関わる形でPaul Quilès氏の2013年発刊著作 ‘Arrêtez la bombe!’「核爆弾を廃絶せよ!」に移った。Quilès氏の主張は次の様なものである。

 「核兵器は、保有国の安全保障を齎すどころか、地球全体への途方もないリスクを課している。ヒロシマ・ナガサキの惨劇を思い起こす際に、我々は、この破壊兵器は、歴史上最悪の政権・ナチスの「核」開発計画から始まったことを想起しなければならない。たとえ核抑止力という考え方が、疑念を孕み乍ら冷戦の流れの中で二大超大国とその同盟国の間での平和と安定性を保障したとしても、恐怖の均衡状態を継続することは、我々の社会の多くの人々にとって決して受け入れられるものではない。何故ならば、幾らかの核保有国の「安全保障」よりも遥かに大きなリスクを地球上に齎すからだ。核兵器は、今や広島・長崎原爆よりも数千倍の威力を持ち、一瞬にして数百万人の死傷者を生み出す恐れがあるにも拘らず、生物・化学兵器全面禁止条約があるのに、核兵器は何の全面禁止条項が国際的に無いということは、如何に不条理なことだろうか」

「日本の早期降伏に原爆使用が必要だったという米国トルーマン大統領などの言説は疑わしく、ナチス・ドイツに先駆けて原爆開発を成功させるべく、完成の為の『実験』場として、ヒロシマ・ナガサキが投下目標になったのだ。日本降伏は、ソ連軍の満州・サハリン列島への侵攻によって既に決定的になっていたものであり、原爆投下によってではない」

 「日本への原爆投下を当たり前の様に受け入れていたフランス人の中で、唯一人*アルベール・カミュは近代科学が齎した大量破壊の非人道性を告発している。カミュは米国の日本原爆投下に異議を唱え、今や人類の前には、自ら開発した機械文明による組織的集団自殺か、それとも、科学成果の知的利用の道しかないと述べた」

  以上、Quilès氏の主張は全く単刀直入、明快なもので、特に「核」問題に就いては、’TV5 Monde’ 討論主幹及び参加スタッフの多くが納得している様に思われた。
 英国でも、労働党新党首Jeremy Corbyn氏が予てからの主張である「核ミサイル・トライデント」廃止を巡って、党内反対派を不撓不屈の情熱を保って説得し続けている。

 話を冒頭の「今日的問題」に戻すと、「北」に対する対応の仕方に就いては相変わらずの「北制裁」論議が主流となっているが、最早「制裁の対象」が殆ど尽きた観があり、このままでは「北」の核開発は進行するばかりであることを誰でも知っている。
 やはり、2010年以来、「北」の挑発行動を理由に中止されている「6か国協議」を再開するしか手は無く、既に英・中両国は再開支持を表明しているという。

 先日偶々視聴していた 'ANN’ 夕刻ニュース番組で、前延世大学・現拓殖大学教授・武貞秀士氏が、日本政府の取るべき態度として、例えば英国政府がやっている様に、ピョンヤンに*「大使館」とか、連絡事務所などを設置して、積極的に「北」政府を説得する様な方法を採ることが賢明ではないかと述べていたが、筆者は全く同感である。制裁という形だけでは何の成果も生まないことを、関係者は一刻も早く悟るべきだ。

 「北」朝鮮ばかりでなく、「新冷戦」を口実にして新たな核戦力を構築しつつある米国・オバマ大統領とロシア・プーチン同統領の責任は極めて重いと言わねばならない。

 いずれにしても、「北」問題を契機として、「核」に依る「抑止論」、核保有合理化論を克服して、全ての国家の「核兵器廃絶」の機会とすることに近い将来至れば、これ程人類福祉に貢献することは他に無い。 (2017.01.12)

朝鮮民主主義人民共和国の外交関係国数は161ヶ国(2011年8月現在)[1]である。大使館は兼轄公館も多く、大使級外交関係国数と実館数とは一致しない。ロシア・中国など近隣諸国以外の領事機関(総領事館など)の情報は少ない。
従来、旧東側諸国及び非同盟諸国を中心に外交関係を樹立し、旧西側諸国に在外公館は少なかったが、2000年以降英国など多くの旧西側諸国との外交関係を樹立したことで大使館の数も多くなった。
1945年に日本の支配から解放された後米国・ソ連の南北分割占領地域においてそれぞれ政府ができ(朝鮮民主主義人民共和国成立は1948年)、その後1950年に朝鮮戦争発生、そして1953年に締結された「停戦協定」(交戦はしないが戦争終結していない)継続中である未解決分断国家という特殊な事情から、東西冷戦とも絡んで朝鮮の北(朝鮮民主主義人民共和国)あるいは南(大韓民国)のどちらか一方を承認する国が普通であったためで、南北双方を承認するあるいは外交関係を持つ国は少なかった[2]。
事実上、朝鮮戦争停戦相手である米国とは外交関係がなく在外公館は設置されていないが、同国ニューヨーク州ニューヨーク市に本部がある国際連合に総代表部を置いているため事実上存在する。1973年、世界保健機関に加盟したことで、国際連合に対しても常駐オブザーバー使節団を置けるようになり、1991年の正式加盟で昇格したものである。
またフランスには1984年から総代表部を設置しているが、それ以前の1976年から同国パリにある国際連合教育科学文化機関に代表部を置いている。イタリアについては2000年に外交関係を開設したが、それ以前より同国ローマ市にある国際連合食糧農業機関に代表部を置いていたため事実上存在した。
ドイツについては、東ドイツ(ドイツ民主共和国)と1949年に外交関係を開設し相互に大使館を設置したが、東西ドイツ統一(旧西ドイツのドイツ連邦共和国が存続)に伴い双方とも利益代表部に格下げされ、2001年に大使館昇格となるが、引き続き同じ建物を使用している[3]。
先方が国家承認していないことで外交関係がない日本には在外公館は設置されていないが、朝鮮民主主義人民共和国政府決定により在日本朝鮮人総聯合会が朝鮮民主主義人民共和国の旅券[4]や一部査証[5]を発給できる機能を併せ持っており、その事務所(東京にある中央本部と日本に48ヶ所ある地方本部)は事実上領事館代わりとなっていて、所在地自治体によって領事関係に関するウィーン条約に基づく領事機関とみなされ非課税であった。ちなみに日本とは非公式な政府間交渉関係を持っていて[6]、公式な実館こそ設置しないものの双方の在中国大使館(北京)には担当官が配置され度々接触を図っており、同館は事実上兼轄代表部となっている。

 小柄なピチオットさんは、1981年から米国の首都ワシントンD.C.(Washington D.C.)ペンシルベニア通り(Pennsylvania Avenue)1600番地にあるホワイトハウスの前にさまざまなプラカードを並べたテントを張り、雨の日も風の日も、夏の猛暑や冬の極寒の日も陣取ってきた。世界で最も有名な建物の一つの前に集まる観光客らは、ピチオットさんと仲間たちの姿も必ず目にした。

 26日、抗議仲間が一人たたずむテント前には「コンセプシオンさん、安らかに」とのメッセージが書かれていた。

Voici soixante-dix ans, deux bombes atomiques détruisaient les villes japonaises d’Hiroshima et de Nagasaki. Près d’un demi-million de personnes vivaient dans ces villes ; il a suffi de deux engins, d’une puissance considérée aujourd’hui comme faible (15 et 21 kt), pour en tuer immédiatement 200 000. Des dizaines de milliers d’autres devaient périr au cours des années suivantes des conséquences de leurs brûlures ou sous l’effet des radiations. Dans un premier temps, ces bombardements ont suscité peu d’émotion. C’était une nouvelle horreur, qui s’ajoutait aux innombrables horreurs de la Seconde Guerre mondiale. Beaucoup d’observateurs n’y ont vu qu’une « prouesse scientifique et technique ».

Alors que la communauté internationale commémore la destruction de Hiroshima et Nagasaki par des bombes atomiques, il importe de rappeler qu’à l’origine de ces armes dévastatrices figure le régime nazi, l’un des pires de l’Histoire.

Si la dissuasion nucléaire, en dépit de l’absence de preuve absolue, est créditée, au bénéfice du doute, d’avoir garanti la paix et la stabilité entre les deux superpuissances et leurs alliés au cours de la Guerre froide, la poursuite d’un tel équilibre de la terreur n’est plus acceptable aujourd’hui par la majorité de nos sociétés, parce que les risques qu’il fait courir à la planète l’emportent sur les prétendus avantages qu’il confère à la sécurité de quelques possesseurs de l’arme nucléaire.

La conscience collective associe communément la première arme nucléaire au Projet Manhattan lancé en 1941 par le président américain Franklin D. Roosevelt. Cette mobilisation sans précédent de ressources scientifiques, industrielles et militaires fut en réalité la conséquence de la mise en garde solennelle adressée à Roosevelt en août 1939 par les scientifiques juifs allemands Leo Spitz (alias Szilard) et Albert Einstein à l’égard du projet nazi de mise au point d’une arme fonctionnant grâce à l’énergie nucléaire.

Cette crainte avait été justifiée par les informations relatives aux succès des savants allemands dans la séparation de l’uranium publiées début 1939. Bien que le régime nazi n’ait jamais dédié à la recherche et au développement de l’arme nucléaire des ressources semblables à celles que les Etats-Unis lui consacreront en collaboration avec la Grande-Bretagne et le Canada, c’est bien l’Allemagne qui a réussi à produire de l’énergie nucléaire à l’automne 1944, quelque neuf mois avant les Américains.

n effet, Hitler nourrissait l’espoir de mettre la main sur l’« arme miracle » qui renverserait l’avancée alliée en territoire allemand ou permettrait de lancer une riposte qui anéantirait les villes britanniques. Il expliqua dans sa tristement célèbre directive dite de la « terre brûlée » de mars 1945 : « Il se peut que nous soyons détruits, mais si c’est le cas, nous entraînerons avec nous un monde en flammes. » L’arme convoitée était décrite comme « d’un effet si puissant que toute vie humaine serait exterminée dans un rayon de trois ou quatre kilomètres autour du point d’impact. »

The Bulletin of Atomic Scientists, which sets the widely-respected "Doomsday Clock", said that it was making no change to the time of three minutes to midnight. When that time was set in a meeting last year, it became the closest to oblivion that humanity has ever been.

The group of senior scientists, formed in the wake of the Second World War and the threat of nuclear oblivion, said that nobody should take solace in the fact that humanity has moved no closer to oblivion.

"We, the members of the Science and Security Board of the Bulletin of the Atomic Scientists, want to be clear about our decision not to move the hands of the Doomsday Clock in 2016: That decision is not good news, but an expression of dismay that world leaders continue to fail to focus their efforts and the world's attention on reducing the extreme danger posed by nuclear weapons and climate change.

"When we call these dangers existential, that is exactly what we mean: They threaten the very existence of civilization and therefore should be the first order of business for leaders who care about their constituents and their countries."

Experts at The Bulletin noted the success of deals with Iran on nuclear weapons, and in Paris on climate change. But they said that continuing and new threats from countries like North Korea served as a balance to that progress.

"Even as the Iran agreement was hammered out, tensions between the United States and Russia rose to levels reminiscent of the worst periods of the Cold War," The Bulletin wrote. "Conflict in Ukraine and Syria continued, accompanied by dangerous bluster and brinkmanship, with Turkey, a NATO member, shooting down a Russian warplane involved in Syria, the director of a state-run Russian news agency making statements about turning the United States to radioactive ash, and NATO and Russia repositioning military assets and conducting significant exercises with them.

"Washington and Moscow continue to adhere to most existing nuclear arms control agreements, but the United States, Russia, and other nuclear weapons countries are engaged in programs to modernize their nuclear arsenals, suggesting that they plan to keep and maintain the readiness of their nuclear weapons for decades, at least -- despite their pledges, codified in the Nuclear Non-Proliferation Treaty, to pursue nuclear disarmament."

米共和党上院・院内総務 McConnell 氏:「TPPはオバマの『引退置き土産』にさせない」

 前回(11月21日付)拙著ブログで、'TPP’=「環太平洋経済連携協定」は、米国議会での「協定批准」見通しが暗くなっていることを指摘したが、これ迄オバマ政権と連携して、米国での「TPP牽引」役を務めていた上院共和党院内総務・*Mitch McConnell 氏が、一昨日「オバマ政権下でのTPP批准は有り得ない」という「爆弾発言」を物して、愈々決定的な段階を迎えるに至った。

 McConnell 氏は上院共和党の「指導役」を務める重鎮だけに、その発言は共和党全体の方向を左右することになる訳だが、12月10日付『ワシントン・ポスト』紙のインタヴューに応じた同氏発言の「重み」故に、これ迄 ’TPP’に関する「否定的」報道を避けてきたかに見える我がマス・メディア — 『朝日』・NHK・『毎日』・『日経』・『読売』—なども、本日(12日)一斉に報じている。

 「多数派上院共和党院内総務Mitch McConnell は10日木曜日、環太平洋諸国11か国との包括的協定は2016年選挙前、或はオバマ引退の前に議会承認に持ち込まれるべきではないと述べて、オバマ大統領の地球規模・通商協定日程に重大な打撃を与えた」

 「マコネル氏は、以前はオバマの貿易交渉力強化を支援していたのだが、この協定にどの様な投票態度を採るべきか決めていないと示唆し、もしオバマ政権が目論む様に、TPPが来年春か夏に議会に送られるならば、敗北するだろうということを明確にした」

 「もし大統領選挙前にこのTPP 採決が行われることになれば、重大な問題が生じることになり、オバマは大失敗を犯すことになるだろう」

 「TPP は、オバマ政権の『置き土産』として成立しなくとも、次の大統領が『再訪問』して、或は欧州諸国とのTTIP処理後に改めて取り組めるだろう。TPP を性急に処理するべきではないという自身の考え方は、オバマを助けて* ’fast-track’ を共に支持した上院財政委員会議長 Orrin G. Hatch 氏も共有している。タバコ及び製薬会社が関わる条項に特に懸念を抱いているのだ」


 こうした状況について『ポスト』紙は、米国でのTPP 批准手続きが見通せなくなれば、或は協定の「再交渉」ということになれば、他の11か国の幾つかは、TPP参加を断念することも有り得るだろうとしている。

 日本では、安倍政権や財界・産業界、マス・メディアは挙って「TPP 実現」に狂奔してきた趣があるが、盟主・米国での新たな事態を受けて、ここで一先ず「頭を冷やす」必要に迫られることだろう。  (2015.12.12)

安倍政権発足から3年が経過したが、日本の経済状況は未だ不透明なままだ。高齢化に伴う公的債務の増大によって国家が沈む前に、政府は成長促進を目的としたマクロ政策を続けている。

第3四半期に再び景気が後退したなか、GDPの値に希望を見出すのは難しい。アベノミクスを推す人々は支持を続けているが、安倍首相の目標である「2020年度までに600兆円(インフレなしで現状の20%増)」の経済にするのは非常に困難だ。

もっと多くの女性が意義ある職業につき、高齢者を生活のあらゆる面で補助するような技術の進歩があったとしても、目標の達成は時間との戦いとなる。そしてそれは日本のポリシーメーカーたちの得意とするところではない。さらには、債務支払いの状況を変えるに十分なほど、日本銀行に円を急激に下落させる準備ができているかについても不透明だ。また、最大の貿易相手国である中国経済の成長が止まったことを考えると、日本の輸出戦略の先行きも見えない。

政治的には、これはまだ問題ではないのかもしれない。安倍氏率いる自民党は2012年に地滑り的勝利を得て以来野党を圧倒し、来夏の参院選でも勝利する可能性が高い。経済指標であるGDPはすべての人にとってのバロメーターではない。裕福な高齢者はコストが上昇さえしなければ、たとえ成長がもたついても許容することができるのだ。

日本企業がグローバルで収益を上げて株価が上昇を続ける間は、資産を持つ高齢者はさらに裕福になることができる。

そうした中、日本経済の再生のための大きな期待は、環太平洋経済連携協定(TPP)だ。これは日本の農業の保護障壁を壊す見返りに、新興国を先進国のルールや慣習に従わせ、日本が新しい市場にリーチするのを助けるものとなるだろう。

最近、私がモデレーターを務めたニューヨークの会合で、元朝日新聞社主筆で日本再建イニシアティブの理事長である船橋洋一氏は、日本経済の先行きに楽観的な見方を示したが、米議会で高まるTPPに反対する声(それは、民主党からだけではない)がアベノミクスを頓挫させる可能性にも触れた。

TPP締結が失敗に終わる可能性――、これは日本政府がどんな経済指標よりも恐れていることかもしれない。

McConnell, who previously supported efforts to enhance Obama’s trade negotiating powers, signaled that he was undecided on how he would vote on the deal, but he was clear that the Trans-Pacific Partnership (TPP) would be defeated if it were sent to Capitol Hill next spring or summer, as the administration was planning to do.
“It certainly shouldn’t come before the election. I don’t think so, and I have some serious problems with what I think it is,” McConnell said in an exclusive interview with The Washington Post. “But I think the president would be making a big mistake to try to have that voted on during the election. There’s significant pushback all over the place.”
McConnell’s resistance to moving the pact casts doubt on whether Obama will be able to secure approval for the largest such trade deal ever considered, and one that the president had hoped would be among his final legacy-burnishing efforts. A year into his new role, McConnell also sought to more broadly tamp down expectations for any other breakthrough legislative accomplishments — “I’d be surprised” — before Obama finishes his term in January 2017.
His remarks were the bluntest public statement of doubt on the TPP’s prospects from Republican leadership, which has offered little support since the administration announced in October that a final deal had been reached among the 12 nations.

The White House had hoped that the GOP’s strong support in June for “fast track” trade legislation, which granted Obama additional powers to complete the pact, would ease the path for final ratification by forging a partnership between the president and his Republican rivals. Obama has championed the trade pact despite fierce opposition from most Democratic lawmakers, labor unions and environmental groups.
“Yeah, I think it would be a big mistake to send it up before the election,” McConnell said in the interview. He noted that the trade authority Congress approved also gives the next president fast-track authority to secure global deals throughout the first term of that administration. “The next president, whoever that is, will have the authority to either revisit this one, if it doesn’t pass, or finish the European deal or other deals, and give Congress a chance to weigh in on it,” McConnell said.

Under the terms of the fast-track legislation, Obama must wait 90 days after the announcement of the final TPP agreement before signing the pact and sending it to Congress; that could happen by Feb. 4. Lawmakers would then work with the administration to determine when a vote would take place. Obama aides have said that could come by late March at the earliest.
“We will continue working with Congressional leaders to pass the Trans-Pacific Partnership as soon as possible next year,” Brandi Hoffine, a White House spokeswoman, said in an email Thursday when asked about McConnell’s comments. “We don’t see any reason to delay the 18,000 tax cuts [through tariff reductions] on Made in America exports in TPP that will benefit our workers and businesses. Our competitors, including China, aren’t standing on the sidelines on trade, we shouldn’t be either.”
But McConnell, who said Thursday that he has relayed his concerns to Obama, is joined in his questioning of the deal by Sen. Orrin G. Hatch (R-Utah), the Senate Finance Committee chairman, who was also a key supporter of the fast-track legislation. They have raised particular concerns about provisions related to tobacco and pharmaceutical companies.
Kentucky is one of the nation’s largest tobacco producers, and Utah has a growing pharmaceutical industry.
Their concerns have dampened enthusiasm among other Republicans, and the debate over trade policies on the 2016 campaign trail has also muddied the prospects for the TPP. Several top contenders for the GOP presidential nomination, including front-runner Donald Trump and Sen. Ted Cruz (Tex.), have denounced the pact, and all of the Democratic candidates, including Hillary Clinton, oppose it.

Even if a more establishment-friendly Republican who supports trade deals emerges as the GOP nominee, the politics of approving the TPP are not likely to significantly improve. The presidential primary race could effectively be over by April, but most states will only then begin to hold their primary contests for congressional seats.

Several noted economists and distinguished investors are warning of a stock market crash.

Billionaire Carl Icahn, for example, recently raised a red flag on a national broadcast when he declared, “The public is walking into a trap again as they did in 2007.”

The Trans-Pacific Partnership (TPP) and its agent of tyrannical empowerment, the Trade Promotion Authority (TPA) exists today as the most overt and sinister example of the Communist utopian dream of a one world government.

The “conspiracy theory” detailing the establishment of a “New World Order” where national sovereignty, the destruction of the middle class and ultimate enslavement of all people except the global elite remains a conspiracy, but is no longer a theory to be ridiculed. Its final stages are being put into place for all to see, or at least those who have eliminated the corporate media from their daily diet of disinformation, deception and distortion.

Due in large part to a media captured and controlled by global corporate interests, and the unabashed secrecy that surrounds this “trade” agreement, most people are in the dark about the intent and consequences of the TPP and the TPA. Moreover, there is deliberate obfuscation of the terms being used and the insincere attempts to legitimize the need for the TPA, which was once known as “Fast Track Negotiating Authority.”

Although the TPP is being constructed in secret and disclosure of its contents is a criminal offense, it would seem reasonable to argue that no one knows exactly what it contains. That is only partially true. There have been several leaks and allegations by those privy to the voluminous document that it extends well beyond trade and is more of an international treaty that will adversely impact our national sovereignty and individual rights.

The Trade Promotion Authority (TPA) is being promoted as a measure that will compel the President into compliance and transparency with Congress, and, ultimately, the American people. At least that’s the reason given by presidential hopeful Ted Cruz, for example, a proponent of the TPA, as cited by his campaign and echoed by his supporters. But is this assertion accurate, or is it being used to justify the transference of power and facilitate a global government?

Clarifying the Terminology: TPP and TPA
The Trade Promotion Authority (TPA): The Trade Promotion Authority (TPA) was created by the Nixon administration (along with globalist Henry Kissinger) as a temporary yet extremely controversial transfer of authority from the Congress to the President, giving the President the power and authority to negotiate international agreements. Fast Track Negotiating Authority, as it was formerly known, prohibits Congress from amending (or filibustering) any trade deal created by the President. It was first written into the Trade Act of 1974, Section 151–154 (19 U.S.C. 2191–2194) and passed by Congress. Set to expire in 1980, it was extended for another eight years under the Trade Agreements Act of 1979.

In 1988, the Fast Track Negotiating Authority was renewed again, this time serving as the mechanism that ushered in the General Agreement on Tariffs and Trade (GATT), the World Trade Organization (WTO), and ultimately the North American Free Trade Agreement (NAFTA) and the U.S.-Canada Free Trade Agreement (CAFTA). Note that this was the general time period of the George H.W. Bush administration.

Using that same wide-angle lens, we begin to gain some clarity about domestic matters of importance and controversy. For example, we wonder why America’s southern border remains wide open and illegal aliens flood into the United States without molestation by federal law enforcement. Some ascribe it to incompetence while others merely politicize the matter, making it all about increasing the number of “democratic voters.” When viewed in the context of the TPP or a global government, it makes much more sense as the culture of America must be demographically altered, not preserved.

We look at the orchestrated killing of the U.S. Dollar, an issue about which I’ve previously written. When viewed by itself, it makes little sense why the leaders of our country would want to kill off our national currency. In the context of the establishment of a one world government, however, it fits well into the larger agenda of a one world monetary system, a necessary component of the “New World Order.”

The TPP is indeed a Trojan Horse, and its implementation is the culmination of decades and even centuries of planning in secret, by the power elite who, regardless of their political affiliation, are pushing the Communist utopian dream against the will of the American people.

We are looking at the modern day version of Plato’s Republic, or as author Paul McGuire has well documented through his writings, the synthesis of the beliefs of Plato, Karl Marx and Adolph Hitler, filtered and refined through the work of Fabian Socialists and those of like minds.

For the fate of our nation, the sake of our children and future generations, the TPP must be stopped and those behind it exposed for what and who they are. Some will say it’s too late. Regardless, is it not our duty to try? For the agenda is much greater, the battle is much bigger, and the stakes are much higher than what is obvious.

When the day of our judgment arrives, will we hear “well done my good and faithful servant?” Or will we stand before God, and be asked why we did nothing when we still had the chance?

It’s time to act, not just for this battle, this war against our freedoms and the future of our country, but for the sake of future generations. It is up to you whether your children, their children and all future generations will remember you with admiration as having the will, the courage, and the integrity to stand up for truth and the preservation of the rights bestowed upon us by Almighty God, or hold you in contempt for failing to act when you still had the chance.

 来年11月に予定されている米国大統領選挙は、既に二回のTV討論会を経て、民主・共和両党共に、実質的な候補者選定の段階を迎えつつある。

 民主党は、オバマ政権末期の*「不人気」——これは主として同政権が力を注いだ ’TPP’ が財界・共和党寄りの政策であるが故に労働界など民衆側の反撥が大きく働いた必然的結果であろうーーが祟って、共和党への世論の傾斜を恐れていたのであるが、その共和党が余りにもお粗末な大統領候補者を出してきた為に、現在は安堵の気持で居ることだろう。

 共和党の有力候補者には、政界出身者としてJeb Bush氏の名が挙げられるが、この人はどうも、実兄である前大統領・George Bush の「アフガン・イラク」戦争・失敗を又もや繰り返すのではないかとう疑念が浮上しつつあり、当初は筆頭に挙げられた面影は最早失せた様だ。

 民間からの出身・大富豪Donald Trump 氏は、その大胆極まる発言で人気を博し、共和党内では常に20% 台の支持率を保っているが、例えばメキシコ人を「麻薬や犯罪を持ち込み、婦女暴行犯だ」と発言するなど「ヘイトスピーチ」を相変わらず続けて居り、最近では、「米国労働者の賃金は高過ぎる」などと述べている。また同氏について、「核戦争開始のスイッチ」を任される人物としては「不適任」という認識が全米に広まりつつある。

 前国務長官・Hillary Clinton 女史は前回オバマと候補指名を争って破れた前歴故に、今回の立候補者中では最初から「有力」とされていたことは当然だ。しかしながらいざ蓋を開けて見ると、予想外の「激戦」が待ち受けていたのである。他なるぬ「社会主義者」Bernie Sanders 氏の凄まじい「奮戦」である。

 Vermont 州選出上院議員Bernie Sanders 氏の大統領選出馬は、当初メディア大方から、’fringe’ 候補(泡沫と言えないまでも二次的存在)というレッテルが張られていたが、いざ運動が始まってみると、彼が地下鉄や徒歩で赴く演説会場は常に数千人規模の聴衆で満員という状況を目にして、一躍メディアの注目を浴びる存在となった。各種世論調査では、支持率が民主党内でクリントン女史50%台に対して、Sanders 氏は30%台を維持している。既にIowa州などでは、Sanders 候補がクリントン女史を支持率で上回っている。

 先ずメディアが仰天するのは、資本主義の牙城たる米国で何故「社会主義者」がこれ程人気を博しているのかという点である。Sanders 氏は自ら「社会民主主義者」と言い換えているが、「米国では僅か1% の富裕層が90%の富を握っている」という指摘や、「労働者最低賃金を15ドルに引き上げるべき」とか、「国民皆保険制度の確立」、「大学授業料無料化」という主張は、紛れもなく、英国新労働党首・「社会主義者」Jeremy Corbyn のそれにほぼ一致している。

Sanders 氏の魅力の最大のものは、彼が支持者からの平均25ドル以下の個人募金にのみ頼っていることだ。この形で、彼は今年第三期に2600万ドルの資金を集めたという。同時期に2800万ドル集めたクリントン女史に匹敵する資金獲得能力と言える。Sanders 氏以外の候補者は、多くの場合、*’Super-Pac’ と呼ばれる事実上の「企業献金」に依存するのと大違いだ。

 「Sanders 登場」に歓喜する民衆の気持の中には、オバマ大統領への*「期待が裏切られた」ことや、既成秩序の代弁者に過ぎないクリントン女史への失望感、根底的に、「豊かな米国」で少しも生活が楽になっていないことへの絶望感が横たわっているに違いない。こうした背景から、民衆感覚を身に着けた「全く異質」の大統領候補者に期待するという願望は、米国に古くから根ざしている「反共・反社会主義」という意識を克服しつつあると言えるだろう。

            中止された「Keystone XL石油パイプライン」計画

 Sanders 氏の主張の中で注目されるのは、例の ’TPP’ について、米国労働者の「雇用擁護」の立場から強く反対していることである。実は、クリントン女史が、国務省現役時代にはTPP’を「大歓迎」していた態度を豹変させて「反対」に舵を切った理由には、労働界の支持をSanders 氏にそっくり奪われるのを阻止したいという願望が有ったに違いないのである。こうした「態度変更」の例は、「カナダ・米国」貫通の*「Keystone XL石油パイプライン」建設や *’Alaska Arctic drilling’ 「北極圏採油掘削計画」中止を訴えた態度にも表れている。いずれも、環境保護政策を重視するSanders の政策を意識してのことだ。

  ところで、’TPP’協定については、民主党・大統領候補者たちばかりでなく、共和党候補Trump氏まで、’disastrous & terrible’ 「破滅的で酷いもの」として、反対の立場を明確にしているが、去る11月6日付『ワシントン・ポスト』紙は、’Obama’s last battle with Congress looms over Pacific trade deal’ 「TPPを巡って、議会とのオバマの最後の闘いが不気味に迫っている」ー<原文・参考資料1> と題する論文記事が掲載されているので、ここにその要旨をご紹介したい。

 「議会とのオバマ大統領の最後の大闘争になりそうなことが、TPP協定議定書発表に伴って、今週から始まる。これは、最近の小競り合いも含めて、米国議会での二十年も続く通商交渉の最後の対決となるものだ」

 「TPP協定発表に対する議員の最初の反応は『想定したものより悪い』とする反対派からは厳しいものであって、一方、30章に渉る複雑な文書について性急な判断をしたがらない潜在的支持者からは沈黙があるばかりだ」

「これから大統領選が始まる段階に際して、この条約批准手続きの闘いがオバマ大統領の終末期に差し掛かり、新大統領選出迄の間、議会は決議不能状態に陥ることを考慮するならば、長期に渉ればそれだけTPPの成立可能性は薄れることが、誰にも分かる」

「TPP協定・検討が早くても来年3月まで延びて、大統領選・選挙運動真只中になれば、民主党の主だった議員たちは、国民一般のTPP反対意識を考慮して、反対の立場に移ることだろう。賛成派議員は、このタイミングの悪さを心配している」

「下院新議長の Paul D. Ryan(共和党)は、以前はTPP賛成派だったが、協定内容発表後の今は殆ど何も言わない。この他の共和党賛成派議員の多くが、現在は態度を保留しているという」

「オバマが心配しているのは、これまでTPPを支持してきた共和党中核議員が、海外での 保健理由に依る米国タバコの制限条項や*知的財産権保護条項に不満を抱いている為に、支持態度を変える恐れが大きくなっていることである」

「共和党内では、Trump 候補や Ben Carson 候補がTPP協定に批判的であることと、大統領選に勝つ為には、労働者階層の意見に耳を傾けるべきだという意見が強まっている」

 
 このような只ならぬ状況を受けて、『ニューヨーク・タイムズ』紙(11月13日付)に依れば、オバマ大統領は、’APEC’ 出発を前にして、慌ただしく経済・実業界の大物や、元国務長官・J.A.Baker III氏やMadeleine K. Albright女史などと会談を重ね、「TPP 支持」を強く訴えたという。ひょっとしたら、議会で「否決」されるかも知れないという危機感の表れとも言えそうだ。

 現段階で言えることは、仮に ’TPP’ 協定・批准が米国議会で否決されれば、確実に ’TPP’ は存在しないことになり、仮に ’TPP’ が批准された場合でも、新大統領は、「拒否権」などを行使して、実効性を奪う可能性が残る。   (2015.11.21)

<注> *オバマ「不人気」:公約に反してアフガン軍事・増強、ISIS対策の無力、黒人差別是正・銃規制の不徹底、経済格差・拡大、「大企業・共和党寄り」TPPの強行、などが支持率40%台低迷の原因とされる。

このような候補者から独立した政治団体は、企業献金や個人献金を大量に集め影響力が大きくなるにつれ、特別政治活動委員会(スーパーPAC)と呼ばれるようになった。スーパーPACは無制限に資金を集めることが許されており、テレビのCMなどを利用して様々なキャンペーンを行なっている。特徴的なのは、支持候補に対する支援ではなく対立候補へのネガティブ・キャンペーンが多いことである。スーパーPACへの献金者は公表が義務付けられているが、多くの団体は法的な技術を用いて選挙後まで公表を引き延ばしている。- Wkipedia

What could be President Obama’s final grand battle with Congress kicked off this week with the release of a sprawling Pacific Rim trade agreement, setting up the latest skirmish in a two-decade string of trade showdowns on Capitol Hill.
Initial lawmaker reaction to the Trans-Pacific Partnership has been sharp from its likely opponents, who declared it “worse than we thought,” and muted from its potential supporters, who shied away from rash declarations about the 30 chapters of intricate text.
That mixed reaction, and the political complications presented by the pending presidential race, have led many lawmakers to speculate that the battle over the pact’s approval could last into the final weeks of Obama’s term — into a lame-duck session called after his successor and a new Congress are elected.

“The longer this goes, the less likely it is that TPP will become a reality,” said Rep. Jan Schakowsky (D-Ill.), who is among a group of free-trade skeptics who have continued to organize opposition to the deal after failing to deny Obama “fast-track” negotiating authority earlier this year.

That legislation set out timelines for the deal’s review that will push the earliest possible vote into March, smack in the middle of a presidential campaign season in which every major Democratic candidate and several Republicans have come out against it.
The potential timing has ­pro-trade lawmakers concerned.
“It certainly has an impact when you have people that are talking every day and campaigning every day and getting national attention every day, who also don’t know what’s in it and are telling people what’s in it,” said Rep. Patrick J. Tiberi (R-Ohio), chairman of the Ways and Means trade subcommittee. “That isn’t pleasant and isn’t good and isn’t politically popular. . . . And I’ve expressed that to the White House in terms of the timing.”
The new House speaker, Paul D. Ryan (R-Wis.), co-authored the fast-track bill in his former capacity as Ways and Means Committee chairman. He said little about the deal in the hours after its release.

It will also negatively impact some of the poorest people in the world.

The TPP is a treaty that has been written behind closed doors by the corporate world. Incredibly, while Wall Street, the pharmaceutical industry and major media companies have full knowledge as to what is in this treaty, the American people and members of Congress do not. They have been locked out of the process.

Further, all Americans, regardless of political ideology, should be opposed to the “fast track”process which would deny Congress the right to amend the treaty and represent their constituents’ interests.

The TPP follows in the footsteps of other unfettered free trade agreements like NAFTA, CAFTA and the Permanent Normalized Trade Agreement with China (PNTR). These treaties have forced American workers to compete against desperate and low-wage labor around the world. The result has been massive job losses in the United States and the shutting down of tens of thousands of factories. These corporately backed trade agreements have significantly contributed to the race to the bottom, the collapse of the American middle class and increased wealth and income inequality. The TPP is more of the same, but even worse.

During my 23 years in Congress, I helped lead the fight against NAFTA and PNTR with China. During the coming session of Congress, I will be working with organized labor, environmentalists, religious organizations, Democrats, and Republicans against the secretive TPP trade deal.

Let’s be clear: the TPP is much more than a “free trade” agreement. It is part of a global race to the bottom to boost the profits of large corporations and Wall Street by outsourcing jobs; undercutting worker rights; dismantling labor, environmental, health, food safety and financial laws; and allowing corporations to challenge our laws in international tribunals rather than our own court system. If TPP was such a good deal for America, the administration should have the courage to show the American people exactly what is in this deal, instead of keeping the content of the TPP a secret.

10 Ways that TPP would hurt Working Familiesー「TPP が働く家族を害う恐れのある10の問題点」

1. TPP will allow corporations to outsource even more jobs overseas.

According to the Economic Policy Institute, if the TPP is agreed to, the U.S. will lose more than
130,000 jobs to Vietnam and Japan alone. But that is just the tip of the iceberg.

Service Sector Jobs will be lost. At a time when corporations have already outsourced over 3 million service sector jobs in the U.S., TPP includes rules that will make it even easier for
corporate America to outsource call centers; computer programming; engineering; accounting;
and medical diagnostic jobs.

Manufacturing jobs will be lost. As a result of NAFTA, the U.S. lost nearly 700,000 jobs. As
a result of Permanent Normal Trade Relations with China, the U.S. lost over 2.7 million jobs. As
a result of the Korea Free Trade Agreement, the U.S. has lost 70,000 jobs. The TPP would make matters worse by providing special benefits to firms that offshore jobs and by reducing the risks associated with operating in low-wage countries.

2. U.S. sovereignty will be undermined by giving corporations the right to challenge our laws
before international tribunals.

The TPP creates a special dispute resolution process that allows corporations to challenge any
domestic laws that could adversely impact their “expected future profits.”
These challenges would be heard before UN and World Bank tribunals which could require taxpayer compensation to corporations.

This process undermines our sovereignty and subverts democratically passed laws including those dealing with labor, health, and the environment.

3. Wages, benefits, and collective bargaining will be threatened.

NAFTA, CAFTA, PNTR with China, and other free trade agreements have helped drive down the wages and benefits of American workers and have eroded collective bargaining rights.
The TPP will make the race to the bottom worse because it forces American workers to compete with desperate workers in Vietnam where the minimum wage is just 56 cents an hour.

4. Our ability to protect the environment will be undermined.

The TPP will allow corporations to challenge any law that would adversely impact their future
profits. Pending claims worth over $14 billion have been filed based on similar language in other trade agreements. Most of these claims deal with challenges to environmental laws in a number of countries. The TPP will make matters even worse by giving corporations the right to sue any of the nations that sign onto the TPP. These lawsuits would be heard in international tribunals bypassing
domestic courts.

5. Food Safety Standards will be threatened.

The TPP would make it easier for countries like Vietnam to export contaminated fish and seafood into the U.S. The FDA has already prevented hundreds of seafood imports from TPP countries because of salmonella, e-coli, methyl-mercury and drug residues. But the FDA only inspects 1-2 percent of food imports and will be overwhelmed by the vast expansion of these imports if the TPP is agreed to.

6. Buy America laws could come to an end.

The U.S. has several laws on the books that require the federal government to buy goods and services that are made in America or mostly made in this country. Under TPP, foreign corporations must be given equal access to compete for these government contracts with companies that make products in America. Under TPP, the U.S. could not even prevent companies that have horrible human rights records from receiving government contracts paid by U.S. taxpayers.

7. Prescription drug prices will increase, access to life saving drugs will decrease, and the profits of drug companies will go up.

Big pharmaceutical companies are working hard to ensure that the TPP extends the monopolies they have for prescription drugs by extending their patents (which currently can last 20 years or more). This would expand the profits of big drug companies, keep drug prices artificially high, and leave millions of people around the world without access to life saving drugs. Doctors without Borders stated that “the TPP agreement is on track to become the most harmful trade pact ever for access to medicines in developing countries.”

8. Wall Street would benefit at the expense of everyone else.

Under TPP, governments would be barred from imposing “capital controls” that have been
successfully used to avoid financial crises. These controls range from establishing a financial
speculation tax to limiting the massive flows of speculative capital flowing into and out of countries responsible for the Asian financial crisis in the 1990s. In other words, the TPP would expand the rights and power of the same Wall Street firms that nearly destroyed the world economy just five years ago and would create the conditions for more financial instability in the future.
Last year, I co-sponsored a bill with Sen. Harkin to create a Wall Street speculation tax of just 0.03 percent on trades of derivatives, credit default swaps, and large amounts of stock. If TPP were enacted, such a financial speculation tax may be in violation of this trade agreement.

9. The TPP would reward authoritarian regimes like Vietnam that systematically violate human rights.
The State Department, the U.S. Department of Labor, Human Rights Watch, and Amnesty
International have all documented Vietnam’s widespread violations of basic international standards for human rights. Yet, the TPP would reward Vietnam’s bad behavior by giving it duty free access to the U.S. market.

10. The TPP has no expiration date, making it virtually impossible to repeal.

Once TPP is agreed to, it has no sunset date and could only be altered by a consensus of all of the countries that agreed to it. Other countries, like China, could be allowed to join in the future. For example, Canada and Mexico joined TPP negotiations in 2012 and Japan joined last year.

‘TPP’ 「大筋合意」騒ぎと、「食の安全」の暗い未来

  例の ‘TPP’ (= Trans-Pacific Partnership 環大平洋連携協定) の「大筋合意」が、米国・Atlantaでこの5日成されたと云う。筆者は、この協定が日本を始めとする諸国民に対して及ぼす「深刻な問題」を憂慮していたので、この交渉の初めから終わり迄、「夜も寝ずに」注意深く見守っていた。

  「見守っていた」というのは、勿論現地ではなく、身近に利用可能な限りの情報媒体を駆使して、日本代表団及び他の各国の動きを監視する努力を続けたということだが、その結果として分かったことは、日本代表と日本マス・メディアの誠に「奇怪な動き」と、他の交渉国メディアの交渉への「冷淡さ」の対照であった。

 日本代表は当然のことながら、未だ未解決の日本固有の問題を抱えて交渉を続けている筈であるが、日本メディアは、それら未解決の問題を問いかけることなく、恰も「政府と一体」となって、「無批判に」取材活動を行っているかのように感じられたというのは、言い過ぎだろうか。兎に角、日本政府関係者もメディアも、ひたすら交渉の「早期終了」を期待して振舞っている様に思われた。

 例えば、日本代表・甘利氏が4日未明に突然記者会見し、既に「大筋合意」に達して、「数時間後に閣僚会議・記者会見が行われる見通し」と述べた後、その後の一昼夜「何も無かった」のは、一体どういうことなのか?
 その際に、NHK を筆頭とする日本メディアは、日本関係のどんな交渉が図られ、どういう成果があったのかも、何故一層「合意」が遅れたのかも、説明することが無かった。ただ「発表が遅れている」とだけ繰り返すお粗末さだ。

 何が起こっているのかを知りたい筆者は、そこで交渉国の米国・カナダ・オーストラリア・ニュージーランドなどのマス・メデイアが、如何なる報道をしているのか、’internet’ で調べてみた。

それで驚いたのは、日本が「甘利発言」も有って、各紙が朝刊の一面にデカデカと大見出しで「TPP大筋合意」などと書き出しているのに対して、他の国々のメディアで、TPPに触れている記事を見出すのは殆ど不可能に近かった。

 僅かに、カナダの *’Toronto Star’ 紙は、自動車部品問題の「妥結」が近づいて、残る問題—乳製品・医薬・知的財産権・訴訟—で、関係者が心配を募らせている、といった報道が見られた。

 また、オーストラリアの一紙が、数行の記事で「新薬特許」問題について、健康保険機関代表者が新首相Turnbull 氏に対して、「決して米国主張に譲らない」ように、要請していることが報じているだけだった。

 乳製品の「全面自由化」を主張している筈のニュージーランドでは、TPP 関係の一切の報道が見られなかった。

 当の米国でも、『ニューヨーク・タイムズ』・『ワシントン・ポスト』両紙とも、TPP に関して一切の記事は見られず、その『合意』を初めて報じたのは、6日のことだ。

  以上の様に見ると、日本メディアの「異常ぶり」が看て取れる。しかも、アトランタの会議場近くで展開されていた「TPP反対」抗議デモ、これには北海道の農業関係者など、多くの日本人も米国人などに混じって参加していたのだが、このことに日本メディアは目も呉れなかった様で、筆者が知る限り、「抗議デモ」が有ったことなど、一言も報道されなかった。それを漸く知ったのは、英国*『ガーディアン』紙など、海外メディアのお陰だ。兎も角、「批判の声」を恐れる安倍政権が「報道管制」でも敷いたのかとも受け取られる「異常事態」だ。

  この ’TPP’ が世の中に齎す「変化」について、例えば 6日の夕刻 7時過ぎの NHKニュースでは、米国からの輸入牛肉や米、マグロ、ワインなどの価格が現在よりも確実に下がって、消費者には好いこと尽くめの如き報道を臆面もなく続けていたが、為替変動で事態が一変してしまう可能性や、日本農業への打撃、最も問題として残る「食の安全」即ち、日本の*「食糧自給率」低下や、輸入食品の*「安全性」の件については全く触れず、更には*「知的財産権」への悪影響問題など ’TPP’ 全体像への客観的評価を避けて、結果的に「合意を達成した」安倍政権への「美化」、事実上の「擁護」に繋がる報道姿勢に終始していた。

 東北農家の一老人が、「只でさえ米が余っているのに、米国米7万8千トン輸入で、米価下落に歯止めが掛からない。一体政府は何を考えているのか?」と言う全く素朴な問いに対して、マス・メディアの皆様はどう答えますか?

 また、多くの消費者が健康への悪影響を心配している「遺伝子組み換え」食品・GMOの、米国からの「大量流入」の*危険性をどう考えておりますか?
 最近ロシア政府は、「遺伝子組み換え」作物・食品のロシア国内での流通を「全面禁止」しているのも、その「危険性」を確認しているからでしょう。

 民放の中には、’TPP’ を推進するお先棒を担いできた報道姿勢を恥じたのだろうか、やや批判姿勢を見せる局もあるが、こと農業問題に限ってしまい、’TPP’ 問題の核心に迫るものは全く見当たらない。「これで株価が上がる」とかの期待感を前のめりにして恥じないのは、やはり、「好況」大企業の「広告費」を当てにした経営体質からして、致し方ないのだろう。しかし、次に述べる様に、果たして ’TPP’が期待される程の経済好転を運んで来てくれるのか、必ずしも定かではない。

 彼らの報道の特徴は、「消費者は安く食べられ、有利になる」という欺瞞である。消費者にとって、最も関心が持たれる筈の、「果たして輸入品は安心して使えるのか?」という視点は、全く無視されている。
  思い出せば、十数年前のことだが、米国牛肉が一斉に「牛丼」チェーン店から消えたことがあった。2003年、ワシントン州でBSE(牛海綿状脳症)感染牛が確認され、輸入停止となった事件である。その後2013年から輸入再開ということになったが、米国牛・生産現場の幾つかの調査では、食肉処理の様子は今猶「安全性確保」からは程遠いという結果が報道されている。それに依ると、米国牛・処理過程で大量の抗生物質や成長ホルモンが使われ、牛脂注入も広く行われているということだ。更には、飼料に大量の不衛生物質が混ぜられているとも言われる。これらの情報は、米国在住の方のブログ’IN YOU’に掲載されているものだが、日本政府関係者は、この際、米国牛に関する情報を、改めて十分に確認する義務があると思われる。

  ‘TPP’ 支持論者は、口々に「自由貿易」を標榜するが、ごく最近10月5日付 *‘Social Europe’ 誌上で、ノーベル経済学賞学者・コロンビア大学Joseph Stiglitz 氏は、’The Trans-Pacific Free-Trade Charade’ 「疑似・環太平洋自由協定」と題して、’TPP’ が「自由貿易」を促進するどころか、寧ろ参加国の貿易と投資関係を 「大企業関係者が ’manage’ (管理)する」ことを主眼とする協定と断じている。
 だからこそ、乳製品・砂糖・米などの食料品について、各国が自国内の関係団体の圧力を受けて交渉し、米国の薬品メーカーが、各国に対する「新薬開発・使用」に年限を設けて厳格な制限を課して膨大な利益を確保しようとし、米国タバコ業界が各国の「喫煙規制」に法的に介入して、利潤を守ろうとしていることなど鋭く指摘している。

 最後に、改めてメディア関係者に訴えたい。「報道の独立性」を確保し、「真実」の追求に邁進されたい。さもなくば、日本メディアの*「国際的評価」は「発展途上国」並みの59位辺りを低迷するというお粗末さを続けることになるでしょう。  (2015.10.07)

 現実に遺伝子組み換え食品の割合が非常に高い米国では遺伝子組み換え食品の出現と共にガン、白血病、アレルギー、自閉症などの慢性疾患が急増しています。この事実だけから遺伝子組み換えの有害性を断言できるわけではないですが、危険の可能性は十分指摘できるでしょう。
 水俣病のケースでもチッソが垂れ流す水銀が水俣病の原因であることは指摘されていたにも関わらず、必然性が証明されない、として対策が見過ごされ多くの人びとが苦しみ、環境が汚染される結果を招きました。
 遺伝子組み換えと健康被害の結果が完全に立証される頃にはもう取り戻せない状況になっている可能性があります。そうする前に危険を避ける必要があります。

 政府が10月に大筋合意した環太平洋連携協定(TPP)で、共同通信社は14日、全国知事・市区町村長に賛否を問うアンケート結果をまとめた。反対が36・9%と賛成の23・0%を大きく上回り、農林水産業の盛んな北海道や東北、九州での反発が目立った。1次産業からの離職や後継者不足に拍車を掛け、自治体「崩壊」や地域経済「衰退」につながりかねないとの懸念のほか、政府が掲げる地方創生に逆行するとの声が出ている。
 賛否について「どちらともいえない」も39・5%に上り、商工業と農林水産業を抱え、全体的な影響が読みにくくなっていることもうかがわせた。

農業者の内閣支持急落18% TPP合意に反発
2015年11月6日 朝刊
 TPP交渉の大筋合意を受け、農業関係者の内閣支持率が18%に落ち込んだことが、農業専門紙の日本農業新聞による意識調査で分かった。ほぼ同時期に行われた共同通信世論調査の内閣支持率の半分以下。大筋合意に対する農業者の反発の強さが鮮明になった。 (関口克己)
 意識調査は、農家やJA職員らを対象に随時実施。二〇一二年十二月の第二次安倍内閣発足から約半年間は内閣支持率は六割前後を維持してきたが、その後は下落傾向に。農協法改正案が衆院を通過した直後の今年七月には、支持率は36%になった。全国農業協同組合中央会(JA全中)の一般社団法人化などに対する不満が原因だった。
 十月五日のTPP大筋合意後の調査では、支持率は18%に半減。コメなど重要五品目を関税撤廃の例外とするよう求めた国会決議をめぐっては、69%が大筋合意は「決議違反」と答え、決議を守ったとする政府の説明に疑問を示した。同時期の共同通信世論調査の支持率は、前回九月から5・9ポイント増の44・8%だった。
 日本農業新聞編集局農政経済部は「国益にかなう最善の結果を得ることができたとする首相の言葉と、生産現場の受け止めが大きく懸け離れていることが、農業者の内閣支持率の急落につながった」と分析している。

3. NHKなどの報道に依ると、昨日25日投票の「宮城県議会」選挙で、自民党は6議席減らして過半数割れの27議席に止まる一方、共産党は4議席から倍増して8議席を獲得し、第二会派に進出したという。ここでも、「農政危機」を訴えて、'TPP' に「猛反対」している党の躍進振りが看て取れる。

4. 10月26日付『日本経済新聞』世論調査(23日ー25日実施)では、安倍政権支持率が前回(10月7日内閣改造後実施)より3ポイント下がって41%、「景気が良くなる」は25%、「良くならない」は58%に上り、TPPの「経済効果」に就いては、「経済成長に貢献する」は41%に止まることが発表されている。  (2015.10.26)

――日本の大マスコミはそうした情報を一切伝えず、お祝いムードに加担しています。

 閣僚会見の質疑で「おめでとうございます!」と切り出した日本のメディアにはあきれました。その時点ではロクに情報を得ていなかったはずです。政府は交渉内容を明かそうとしなかったし、会合の会場は出入り禁止だった。渋谷審議官のブリーフィング資料でようやく概要が分かった程度でしょう。そもそも、日本では「大筋合意」に達したと報道されていますが、それ自体も怪しいものです。〈大筋合意したのか?〉と問われたUSTRのフロマン代表はイエスともノーとも答えず、言葉を濁していた。共同宣言もありません。

OTTAWA—Negotiators from Canada and other countries trying to hammer out a Pacific Rim trade deal in Atlanta appear to be inching closer toward an agreement after a compromise on auto trade, a key sticking point for Canada in the high-stakes talks.
The agreement on autos, which could cause an upheaval in auto manufacturing in Ontario, fuelled expectations that a pact to create the 12-member Trans-Pacific Partnership (TPP) was within reach after years of gruelling horse-trading.

As negotiators and ministers from the United States and 11 other Pacific Rim countries meet in Atlanta in an effort to finalize the details of the sweeping new Trans-Pacific Partnership (TPP), some sober analysis is warranted. The biggest regional trade and investment agreement in history is not what it seems.
You will hear much about the importance of the TPP for “free trade.” The reality is that this is an agreement to manage its members’ trade and investment relations – and to do so on behalf of each country’s most powerful business lobbies. Make no mistake: It is evident from the main outstanding issues, over which negotiators are still haggling, that the TPP is not about “free” trade.

New Zealand has threatened to walk away from the agreement over the way Canada and the US manage trade in dairy products. Australia is not happy with how the US and Mexico manage trade in sugar. And the US is not happy with how Japan manages trade in rice. These industries are backed by significant voting blocs in their respective countries. And they represent just the tip of the iceberg in terms of how the TPP would advance an agenda that actually runs counter to free trade.
For starters, consider what the agreement would do to expand intellectual property rights for big pharmaceutical companies, as we learned from leaked versions of the negotiating text. Economic research clearly shows the argument that such intellectual property rights promote research to be weak at best. In fact, there is evidence to the contrary: When the Supreme Court invalidated Myriad’s patent on the BRCA gene, it led to a burst of innovation that resulted in better tests at lower costs. Indeed, provisions in the TPP would restrain open competition and raise prices for consumers in the US and around the world – anathema to free trade.
The TPP would manage trade in pharmaceuticals through a variety of seemingly arcane rule changes on issues such as “patent linkage,” “data exclusivity,” and “biologics.” The upshot is that pharmaceutical companies would effectively be allowed to extend – sometimes almost indefinitely – their monopolies on patented medicines, keep cheaper generics off the market, and block “biosimilar” competitors from introducing new medicines for years. That is how the TPP will manage trade for the pharmaceutical industry if the US gets its way.
Similarly, consider how the US hopes to use the TPP to manage trade for the tobacco industry. For decades, US-based tobacco companies have used foreign investor adjudication mechanisms created by agreements like the TPP to fight regulations intended to curb the public-health scourge of smoking. Under these investor-state dispute settlement (ISDS) systems, foreign investors gain new rights to sue national governments in binding private arbitration for regulations they see as diminishing the expected profitability of their investments.
