「シリア難民」で未曾有の危機に直面する欧米諸国の「失敗と責任」

これまで本ブログで度々取り上げてきた*「シリア問題」が、最近の中欧に押し寄せる膨大な数の「シリア難民」の及ぼす衝撃によって、改めてその深刻さを欧米諸国に実感させている様だ。
彼ら難民は、シリア国内での熾烈な戦闘や、米空軍機の爆撃などによって破壊尽くされた市街地から逃れて命からがら漸く欧州大陸に辿り着いた訳であるが、迷惑げに国境から押し戻そうとする警備兵や、取材する欧米メディア記者たちは「西側諸国の責任」を問う難民たちの抗議の声に対して、黙するばかりだ。
このシリア内戦が、少数派のシーア系アサド政権に反対する多数派スンナ系住民の抗議行動が武力衝突に発展したところから始まったのであるが、「民主主義への弾圧」と受け取った欧米諸国の反政府勢力への武器供与などの支援が戦闘を一層激化させ、大規模な難民問題を生じさせる事態に立ち至ったことは否定し難いところだ。その事実が、欧米側の責任を問われる所以である。
各国政府が事態への明確な態度決定を迫られている中、この度の国連総会・一般演説で、先ず米国オバマ大統領が「シリア問題」の解決には、アサド政権の退陣が不可欠とする従来の主張を繰り返したのに対して、ロシア・プーチン大統領は、西側の*「反政府勢力・支援」を止める様に呼びかけ、アサド政権抜きには問題解決は有り得ないことを指摘し、米・露が真っ向から対立することを改めて示した。
その一方でプーチン氏は、現在ロシア国内のイスラム過激派約3,000人がシリア反政府勢力側で活動し、ロシア国内に戻ってテロ活動を続けることを懸念したのであろう、嘗ての「反Hitlerファシズム・統一戦線」並みの態勢を国際的に組んで、シリアIS に対する闘いを開始することを呼びかけた。

この様なオバマ・プーチン対立の状況について、9月29 日付英国『ガーディアン』紙上で、著名なコラムニスト・*Simon Jenkins 氏が、’ Why the west should listen to Putin on Syria’ 「西側はSyria 問題で何故 Putin に耳を傾けるべきか」と題する論説を掲載しているので、ここにその要旨を紹介したい。

プーチンの言っていることは全く正しい。誰もが、シリアに於ける殺戮を止めさせるには、既存のアサド政権とレバノン・イランの*同盟者たちを通じてしか有り得ないことを知っている。それが現実政治というものだ。それは合理主義が指図するものだ。ロシアに安定性と誇りを齎しているプーチンは、国連の場で欧米指導者たちを前にして、大きな成果を挙げた。彼は国際関係を正しく読み取り、決して愚か者ではないことを証明している。最近ロンドンを訪れたヘンリー・キッシンジャーは、ロシアを同盟者と看做して、一緒にイスラム原理主義者と闘う様に、講演で懇願した。ロシアは西欧と共に、文明と長期的利益を共有しており、一体となって働くべきだと言う。ロシアに対してウクライナ問題などについて制裁を行っても、それは何の効果も生まないだろう。
シリアはこの世界で最も悲惨な無秩序状態に陥っており、無辜の民を西側の無差別爆撃などあらゆる形で死に至らしめている。アサド政権を引き摺り下ろすことは決して問題の解決にならないだろう。米国人の気に入る遣り方が成功した試しは無く、破滅しかなかった。我々がシリアについて良い知恵が無ければ、プーチンの言う事に耳を傾けるべきだ。かれはその知恵を持っている。

Putin is right. Everyone knows Putin is right, that the only way forward in Syria, if not to eternal slaughter, is via the established government of Bashar al-Assad and his Lebanese and Iranian allies.
That is the realpolitik. That is what pragmatism dictates. In the secure west, foreign policy has long been a branch of domestic politics, with added sermonising. “What to do”, in Iraq, Afghanistan, Libya, Syria, even Ukraine, has been dictated not by what might work but what looks good. The megaphone is mightier than the brain.

The result of American and British grandstanding at the UN this week – seeing who can be ruder about Assad – is that Vladimir Putin has gathered ever more cards to his pack. Putin has already performed the two primary duties of a Russian leader, bringing stability and pride. He now faces turbulent Russian minorities across his European frontier and a serious menace from Muslim states to his south. He is perforce becoming a player on a wider stage. He has read Iran, India and Syria correctly. He is no fool.
On a visit to London last June, the veteran diplomat Henry Kissinger pleaded with his audience to see Russia as an ally, not an enemy, against Muslim fundamentalism. Russia and the west shared a civilisation and long-term interests, he said. They had to work as one. It is easy for western democracies, centuries in the making, to sneer at Russia’s imperfections and at Putin’s cynical antics in Ukraine. But the idea that economic sanctions were going to change Moscow’s mind or weaken its kleptocracy was idiotic.
Syria is experiencing the most ghastly anarchy anywhere on earth. If ever there were a case for humanitarian “troops on the ground” it must be here. Those who seek this end cannot pick and choose their merchants of atrocity. All sides in war kill innocent people, including western addicts of air bombing (such as Hilary Benn at the Labour party conference yesterday). Russia has accepted that the forcible toppling of Assad – which Britain has predicted since 2011 – is not a realistic path to peace. If he is to go, it will be after his enemies have been driven back, not before.
The true nature of the west’s commitment in Syria was revealed in Barack Obama’s remark to the UN that “because alternatives are surely worse” is no reason to support tyrants. In other words, American feelgood is more important than Syrian lives. That cosy maxim has guided western policy in the region for over a decade. It has been a disaster. If we have nothing more intelligent to say on Syria, we should listen to Putin. He has.

Sir Simon David Jenkins FSA FRSL (born 10 June 1943) is an English newspaper columnist, editor and author. He is the son of Daniel Thomas Jenkins (1914–2002), theologian and United Reformed Church minister.[2]
Since November 2008, he has been chairman of the National Trust. He writes columns for both The Guardian and London's Evening Standard. Previously, Jenkins was a commentator for The Times, which he edited from 1990 to 1992. Having also edited the Evening Standard, Jenkins was appointed a Knight Bachelor for services to journalism in the 2004 New Year honours.
Jenkins was born in Birmingham.[dead link] He was educated at Mill Hill School and St John's College, Oxford, where he read Philosophy, Politics, and Economics.

1. このブログを書いた翌日、ロシアがシリア「テロリスト」グループに対する空爆を開始したのは、かねてから空軍機多数をダマスカス郊外の基地に集結させていたので「驚き」ではないが、やはり「皮肉」と言う外ない。英国労働党新党首Corbynが言う様に、空爆がいくら注意深く展開されても、民間人をその被害者として巻き込むことが避けられない。しかも、イラク・シリアでの米軍によるこれまでの空爆を見ても、決して有効に働いていない。ISとの「話し合い解決」は最初から無理とせず、彼らにあらゆる圧力を掛けつつ、有効な解決策を「叡智を尽くして」探るべきではないか。ISが米国・英国などによるイラク戦争の「落し子」である以上、もっと柔軟な対策・戦術が求められるところだ。 (2015.10.02)

HAVING BOLDLY deployed troops and planes on behalf of Syria’s bloodstained dictatorship, Russian President Vladimir Putin mounted the podium of the U.N. General Assembly on Monday and called on the nations of the world to join him in a broad coalition to defeat the Islamic State and similar groups across the Middle East. Like the World War II “anti-Hitler” alliance, Mr. Putin observed, such a coalition would unite governments of all varieties: democracies, dictatorships and theocracies alike. Only by shoring up existing governments — including undemocratic ones like that headed by Bashar al-Assad in Damascus — and restoring the principle of “state sovereignty” could the threat of revolutionary upheaval be banished and international stability restored, Mr. Putin asserted. He invoked the bygone days in which the “Yalta system” kept the peace.
May the nations of the world resist this siren song. What Mr. Putin leaves out of his little tale is the fact that the United States and its allies were fighting not only against fascism but also for democracy. The alliance with Stalin’s Soviet Union was a necessary evil; and the peace kept by Yalta (as mendaciously implemented by the Soviet dictator) was a poor, liberty-less one for half of Europe. As the events of 1989 were to prove, that order was, in fact, quite unstable due to its sacrifice of human liberty.
Mr. Putin is just as wrong to blame all the troubles of Syria, and, seemingly, the world on Western pro-democracy meddling. To the contrary, as President Obama ringingly declared in his speech to the General Assembly, the mass killing in Syria began when Mr. Assad brutally crushed a peaceful pro-democracy uprising of domestic origin. There can be no lasting peace in Syria or anywhere else on the basis of tyranny restored. “Catastrophes, like what we are seeing in Syria, do not take place in countries where there is genuine democracy and respect for the universal values this institution is supposed to defend,” he said. Mr. Obama’s vision, in short, was not only morally preferable to Mr. Putin’s but also, as a statement about humanity’s long-term needs, more realistic.
Unfortunately, Mr. Obama lacks any strategy to back up this vision or to counter Mr. Putin, who is backing his words with a show of military “hard power” and a flurry of alliance-building in Syria, Iraq and Iran. Mr. Obama failed to lend timely, effective support to Syria’s rebellion before extremists took it over. Then he laid down a blurry “red line” against Mr. Assad’s chemical weapons use, threatening to enforce it with airstrikes before backing down in return for a Russian-brokered disarmament deal that kept Mr. Assad in power. At the United Nations, Mr. Obama now offers to cooperate with Russia, and Iran, on a “compromise” solution to Syria whose goal — “a managed transition” to a post-Assad government — is incompatible with Russian and Iranian principles to the extent it doesn’t violate Washington’s own.
“Plan beats no plan,” as former treasury secretary Timothy F. Geithner used to say. Shortsighted and cynical as it may be, at least Mr. Putin has a plan for Syria. After all this time, Mr. Obama still does not.
