日本人が「忘れようとする」暴虐の「世界的暴露」と寛容さの吐露

 昨日10月15日、世界的に権威ある英国「ブッカー賞」が、オーストラリアの作家 Richard Flanagan 氏の最新作 *‘The Narrow Road to the Deep North’ に授与されたことがロンドン・ギルドホールで発表された。

 ‘Man Booker Prize’ (正式名称)はその年に出版された最も優れた長編小説に与えられる。選考対象は、イギリス連邦およびアイルランド国籍の著者によって英語で書かれた長編小説に与える賞であるため、同一作家が複数回受賞することもある。

  Richard Flanagan 氏は1961年、オーストラリア 南部タスマニア島で生まれ、そこの大学を芸術学士として卒業後、’Rhodes Scholarship’ を受けて、オックスフォード大学・’Worcester College’ で歴史学を修めた。

  Flanagan氏は、小説の舞台であるビルマ・タイ両国や日本を度々訪れて取材したという。また、この小説を書き終えたら北部オーストラリア鉱山での仕事を見つけようとしていたとも言う。今度与えられた賞金5万ポンド(約850万円)は作家活動を続ける為の「生活費」として使われる様だ。

 彼の作家活動は、最初はnon-fiction から始め、その「修業時代」を経て、小説に移った。主としてオーストラリアに在住した人物に取材した作品を書いており、最初の二作品 ’Death of a River Guide’ 、’The Sound of One Hand Clapping’ (1998)でオーストラリア国内だけでも15万部以上を売り上げるベストセラー作家に成長していた。
 その後、’Gould’s Book of Fish’ (2001)、’9/11’ 事件後の世界に関連した ‘The Unknown Terrorist ’(2006) 、’Wanting’ (2008)と続くが、いずれも文学賞を授与された好評作品である。

 「ブッカー賞」を受けた最新作 ‘The Narrow Road to the Deep North’ (2013)
は、必ずしも完璧とは言い難い ’War Hero’ (軍神)の軍医将校として ’the Death Railway’ (死の鉄道)と呼ばれた、全長415キロに及ぶ *「泰緬鉄道」建設現場に投じられ、日本軍の虐待・酷使から「九死に一生」を得て生き延びた主人公 Dorrigo Evans の生涯を描いた大河小説である。
 そこには、主人公の若き日の失敗に終わる恋愛、日本軍への降伏と悲惨な捕虜生活、日本軍将校ナカムラとの「対決」と生涯を通じた交流、戦後の荒廃と苦痛に満ちた生活が叙事詩的に描かれているという。

 作者Richard Flanagan氏は、この作品を完成する迄12年の歳月を費やし、その間に5回書き直したという。文字通り、心血を注いだ力作と言えよう。

 なお、作品名は、作者の「日本伝統文化」への関心の深さを反映して、松尾芭蕉「奥の細道」の英語名をそのまま使っているということだ。

 主人公Dorrigo Evans のモデルは、実在の人物*Weary Dunlop とされているが、当時の「泰緬鉄道」建設現場で捕虜として虐待された作者の父*Archie の実話から作品の多くの材料が得られているという。その父は、この作品が完成したという知らせを受けたその日に98歳の生涯を閉じた。

  英国『ガーディアン』紙の記者Thomas Keneally氏は、
「Flanaganの小説は、同じ一つの肉体の中で、善人であることと悪人であることがどういうことなのかということ、そして何とか生死の境を生き延びた後に、生きて行くことがどんなに辛いことかを、壮大な形で検証している」
と述べ、その具体例として、中年のDorrigoの赤裸々な生き様と、ガンに侵されたナカムラの姿を、ビルマの囚人収容所・野戦病院の惨状と同様に、殆ど読むに耐え難いものにしていると言う。
 
 10月15日朝の ’BBC World’ は、英国皇太子妃 ’The Duchess of Cornwall’から賞を受ける様子と、作者の父Archieが実体験したことだが、「泰緬鉄道」での奴隷労働に従事した英国人捕虜の骨と皮ばかりの姿や、当時の鉄道の映像などを紹介していた。この報道の最後に、作者Flanagan が作品の趣旨について語った、
「憎しみを伝えることでなく、或る人間が別の人間より悪いと言うことでもない」
という言葉が実に印象的だ。

 「泰緬鉄道」建設現場での過酷労働・食料不足・マラリアなど疫病多発に因る犠牲者は、一説には「枕木一本に死者一人」即ち42万人という数字もある一方、「連合国捕虜一万五千人、アジア人労務者20万人」という具体的な算定が一般的に知られているが、本当の犠牲者数は掴めていないという。兎も角、「ヒロシマ犠牲者」14万人を超えることは間違いない様だ。

 戦後1946-1947年でのシンガポール戦争犯罪裁判に於いて、捕虜虐待などの罪で32人の日本軍将兵が死刑判決を受けた。

 今回の「ブッカー賞」受賞については、これ迄のところ、日本での報道は
一切無い様だ。「泰緬鉄道」建設に於ける日本帝国軍の「所業」は今日でも無関係では済まされない筈なのだが。今のところ、報道の如何なる形跡も見られない。
 この著名な小説は、欧米を中心にして世界中で少なくとも数千万人の人々によって読まれることだろう。若し、日本の若者たちが自国の犯した「過ち」について何の知識も無いとしたら、間違いなく世界で恥を掻き乍ら「孤立」した存在として渉って行くしかないことになる。

 筆者は不明にして、この作品が「ブッカー賞」を受ける迄その存在さえ知らず、現時点では手に入れることも難しいが、ここでは先ず、日本が深く関わっている文学作品が世界的脚光を浴びている事実の概要を紹介する次第である。    (2014.10.16)

1. 泰緬鉄道(たいめんてつどう)は、第二次世界大戦中にタイとビルマ(ミャンマー)を結んでいた鉄道。旧日本陸軍によって建設・運行されたが、戦後連合国軍によって部分的に撤去され、現在はナムトックサイヨークノイ停車場で途切れている[1]。日本軍の公式名称は泰緬連接鉄道。英語名称は「Thai-Burma Railway(またはBurma Railway)」だが、大量の死者を出した過酷な建設労働から英語圏ではむしろ「死の鉄道(Death Railway)」の名で知られる。
建設は迅速さを要求されたためビルマ側・タイ側両方から開始した。ビルマ・タイにはすでに多少の鉄道が建設されており、タイ側はノーンプラードックから、ビルマ側からはタンビュザヤより建設を開始した。建設の作業員には日本軍1万2000人、連合国の捕虜6万2000人(うち1万2619人が死亡)、募集で集まったタイ人数万(正確な数は不明)、ミャンマー人18万人(うち4万人が死亡)、マレーシア人(華人・印僑含む)8万人(うち4万2000人が死亡)、インドネシア人(華僑含む)4万5000人の労働者が使われた。建設現場の環境は劣悪で、特に工事の後半は雨季にもかかわらずさらなる迅速さが要求され、食料不足からくる栄養失調とコレラやマラリアにかかって死者数が莫大な数に上り、戦後に問題となった。—Wikipedia

Heroism, goodness, mateship, war, enmity, class, memory, self-delusion, passion, guilt, honour and loyalty – these are just some of the themes in this month’s Monthly Book, Richard Flanagan’s latest novel, The Narrow Road to the Deep North. I’ve chosen this book for you as it brings to life a period in Australian history that has not been well expressed in novelistic form, although there have been noted war memoirs from survivors of the Japanese Imperial Army’s prisoner-of-war camps that were tasked to build the Thai–Burma railway.
The story takes us on a round trip: from rural Tasmania in the years leading up to World War Two, to the theatres of war in the Middle East and on the Thai–Burma railway, and back to postwar Australia. We follow Dorrigo Evans as he becomes a student surgeon, gets engaged to the daughter of Melbourne toffs and experiences a passionate affair that haunts him, through to watching his selfless service to other POWs in the Japanese camp, and then his life as a celebrated hero in back home.
Past and present sit together in this complex structure, in the way they do in our own minds, as Dorrigo’s story unfolds influenced by the haikus of the great Japanese writer Basho and the poetry of Paul Celan.
Dedicated to “prisoner san byaku san ju go (335)”, the identification number of Richard Flanagan’s father, the late Archie Flanagan, who died aged 98 earlier this year, the novel seems to reflect a son’s struggle to make sense of the lives of men who fought a war and managed to survive terrible conditions. How did they make it? And how did they negotiate life afterwards, in the face of most people’s inability to understand what they had seen and the tests they had faced? And what of the heroism of someone like Dorrigo Evans, whose story in the camp has parallels with that of Edward “Weary” Dunlop? What makes a leader of men in their darkest hours? And can the hero stand up and be proud if there are other guilty secrets in his past to face? Is heroism necessarily born of recklessness – the same recklessness that can drive a man in fits of passion?
Flanagan has broken open the silence of what happened in that POW camp to the pages of a novel told from many points of view, including those who held the Australian prisoners captive. He writes of deprivations, cruelty, hunger, mud and sickness with clarity and poetry.

3. *Sir Edward ‘Weary’ Dunlop

Lieutenant-Colonel E.E. ‘Weary’ Dunlop is an iconic figure in Australian memory of the Thai–Burma railway. Although only one of 106 Australian doctors captured by the Japanese and of 44 on the railway, Dunlop came to represent the self-sacrifice, courage and compassion which doctors and Australians more generally are remembered as displaying in captivity.
Born in Wangaratta, Victoria, in 1907 Dunlop studied pharmacy and medicine at the University of Melbourne and played rugby union for Australia in 1932. His nickname, ‘Weary’, was a play on the well-known brand of Dunlop Tyres which, according to their makers, ‘never wear out’.
In November 1939 Dunlop enlisted in the Australian Army Medical Corps and served with the 2nd Australian Imperial Force in Greece, Crete and North Africa. When Australian troops landed in Java in February 1942 in a futile effort to stop the Japanese advance Dunlop took command of No.1 Allied General Hospital at Bandung. When Java fell to the Japanese, he became a prisoner.
In January 1943 Dunlop and nearly nine hundred prisoners were transferred from Java to Changi. Two weeks later they left for Thailand.
‘Dunlop Force’ reached Konyu River Camp on 25 January 1943. Dunlop himself moved to Hintok Mountain camp in March. He stayed here until October, when he was sent to Tha Sao Hospital further down the Kwae Noi. In 1944 he moved to the hospital camp at Chungkai and later to Nakom Paton where he remained until the end of the war.
4. Archie Flanagan: one day hill
Arch Flanagan, 91, is a retired school teacher. In 1943, as a sergeant in the Australian Army, he was forced to labor on the infamous Burma Railway upon which it is said, that one man died for every sleeper laid. As one of Weary Dunlop’s Thousand, Arch experienced the horrors of forced labour under the cruel and arbitrary command of the Japanese Imperial Army. There have been many books written on this subject but this one includes a fascinating commentary by Martin Flanagan, who outlines his own struggles to come to terms with his father’s experiences. The two voices create a unique and engaging memoir.
In the 50 years since, Arch has written four separate pieces reflecting on the experience – two short stories, a memoir and an obituary for his commanding officer, Sir Edward “Weary” Dunlop.
Archie Flanagan passed away on the 23rd April 2013 aged 98. He was a fine writer and a true gentleman.

「豪人であることが恥」と政府批判
 イギリスの文学賞、2014年マン・ブッカー文学賞にTAS州在住の作家、リチャード・フラナガン氏の受賞が発表された。フラナガン氏は、「オーストラリア人であることが恥ずかしい」と発言、受賞の機会にイギリスの視聴者に向けて、トニー・アボット連邦政権批判をしている。
フラナガン氏は「The Narrow Road to the Deep North」で受賞し、賞金は5万ポンド、約$88,000にもなる。この小説はフラナガン氏の父親が太平洋戦線で日本軍の捕虜になり、泰緬鉄道で日本軍の苛酷な扱いを受けた体験が基になっている。マン・ブッカー文学賞では最終選考までに残った6人の作品から選ばれた。
 BBCのインタビューで、アボット首相が、「石炭は人類にとっていいものだ。今後も重要なエネルギー源の位置を保っていく」と発言したことについて意見を聞かれのに対して、「オーストラリアには世界にも珍しい飛び抜けて変わった自然環境がある。現政府はこのようなオーストラリアの自然を破壊しようと一生懸命になっている。その理由が理解できない」と語り、「率直に言って、この話題になるとオーストラリア人であることが恥ずかしい」と語った。

L’Australien Richard Flanagan remporte le prestigieux Man Booker Prize avec son sixième roman, The Narrow Road to the Deep North, une histoire d’amour sur fond de Seconde Guerre mondiale. L’auteur (né en 1961 dans l’île de Tasmanie) s’est appuyé sur l’expérience de son père, ancien prisonnier d’un camp japonais, mort centenaire au moment où l’auteur terminait le livre.
Issu d’une famille où il n’y avait «aucune culture littéraire», Flanagan disait, au moment de la sortie de Désirer, chez Belfond : «Mon père avait un sens incroyable des mots. Il a très vite compris que les mots, si vous ne les possédez pas, peuvent vous opprimer, et vous libérer si vous les possédez.»
L’histoire de la Tasmanie a inspiré plusieurs des romans de Richard Flanagan, comme Emportés par le vent et le Livre de Gould. Mais la Fureur et l’Ennui (Belfond, 2008) raconte la paranoïa antiterroriste de l’Australie d’aujourd’hui.

The first Man Booker prize to allow American nominees was on Tuesday night won by an Australian, with Richard Flanagan triumphing for a “magnificent novel of love and war” that tells the harrowing stories of prisoners and captors on the Burma railway.
Flanagan won for The Narrow Road to the Deep North as he became the third Australian to win the prize, following on from Thomas Keneally and Peter Carey.
He instinctively hugged the Duchess of Cornwall as he received the award at a black tie dinner in London.
“In Australia the Man Booker prize is sometimes seen as something of a chicken raffle,” he joked. “I just didn’t expect to end up the chicken.”
The novel is an incredibly personal book for Flanagan, whose father was a survivor of Japan’s campaign to build the railway. He died aged 98 on the day Flanagan emailed his final draft to his publisher.
“I grew up, as did my five siblings, as children of the Death Railway,” Flanagan said. “We carried many incommunicable things and I realised at a certain point … that I would have to write this book.”
Over 12 years he wrote five drafts that he deemed deficient and burned, but he was intent on finishing before his father died.
He stressed that the novel was not his father’s story, although he had asked him lots of questions – “the nature of mud, the smell of rotting shin bone when a tropical ulcer has opened up, what sour rice tasted like for breakfast”.
He added: “In the end my father never asked me what the story was, he trusted me to write a book that might be true.”
Flanagan wins £50,000, money he said would be spent on “life”, as he was not wealthy and had even, 18 months ago, considered trying to get work in the mines of northern Australia because he had spent so long on one book.
“This prize money means I can continue to be a writer,” said Flanagan, who also worked as one of the screenwriters on Baz Luhrmann’s film Australia.
The philosopher AC Grayling, who chaired the judges, called his book “an absolutely superb novel, a really outstanding work of literature”.
At its heart, the book tells the excoriating, horrific story of what it was like to be a prisoner of war forced to work on what has become known as the Death Railway between Thailand and Burma.
But the novel is about much more than that, said Grayling. “It is not really a war novel, it is not about people shooting one another and bombs going off, it is much more about people, their experience and their relationships. What’s interesting about it is that it is very nuanced, as if everyone on the Burma railway, both sides of the story, were victims.”
It is Flanagan’s sixth novel, and although he was many people’s tip to win, he was not the bookmakers’ favourite. William Hill made him the 6/1 outsider earlier on Tuesday.
The favourites had been the three British novelists, Howard Jacobson, Ali Smith and Neel Mukherjee, while the two Americans – Joshua Ferris and Karen Joy Fowler – were not given too much of a chance by pundits.
Grayling said the process of reading and then re-reading twice exposed “the genuine quality in a book”.
He added: “The best and worst of judging books is when you come across one that kicks you so hard you can’t pick up the next one on the pile for a couple of days, it delays you but you know you’ve met something extraordinary. That’s what happened in the case of this book.”
The book’s main narrative is set in the second world war but Grayling said it also had a strong contemporary resonance given conflicts around the world.
“With cinema and reporting we are all the more aware of the kind of trauma that people experience when they have been engaged as soldiers or bystanders in these situations,” Grayling said. “This depiction is timeless, it is not just about the second world war, it is about any war and it is about the effect on a human being.”
It is the 46th year of the prize but the first one to allow any novel published in English to be entered.
The change has not been universally welcomed, with many fearing the award might become dominated by American authors. On Sunday, Flanagan’s countryman Carey (twice a winner, for Oscar & Lucinda and The True History of the Kelly Gang) criticised the move, saying it was “unimaginable” that America’s top literary prizes, such as the Pulitzer, would allow British and Australian authors to be nominated.
Carey, who had backed Flanagan to win, believes the “particular cultural flavour” of what was a prize for Commonwealth and Irish writers will now be lost.

果たして災害・事故対策は「不可能」だったのか?

 先日9月27日(土曜日)正午近く、突如として噴火した御岳山では、何の警戒心も抱かぬ登山者たちが目の前に迫って来た物凄い噴煙に逃げ惑い、瞬時に「死を覚悟」した様だ。事実、秋の「紅葉」と登山を楽しんでいた200人近くの登山者の内、40人近くが命を失い、約70人が重軽傷を負ったと見られる。

 ひょっとしたら筆者自身も登山者の中に含まれていたかも知れないと思う時、
今度の山岳「大惨事」は決して他人事ではない。この全く予期せぬ悲劇に巻き込まれ、不幸にして亡くなられた方々に心からの哀悼を捧げると同時に、何とか、この惨事が避け得なかったのかという、全く「素朴な」疑問が込み上げて来て致し方ないのである。

 御嶽山は過去40年間に三回ほど中小の噴火暦があるが、いずれも人的被害を及ぼさなかったという。以前には「死火山」扱いされていて、最近の登山者の殆どが「噴火する山」とは思っていなかった様だ。

 ところが気象庁の*「解説情報」で、今年8月末から「火山性地震」が頻繁に観測されていることが広報され、関係自治体にも通知されていたという。しかし、御嶽山周辺自治体は、噴火警戒「レベル1」であることを理由に、登山者などに対して、何の注意もしていなかった。

 この点について、「火山噴火予知連絡会」藤井会長は、一昨日28日の記者会見で、情報「連絡体制」の改善の必要に言及していた。更には、昨日9月29日のTBS「特別番組」で、「他の火山監視体制と較べて御岳山は手薄だった」ことを認めた。
 同氏については数年前に、火山予知体制について、全国47火山の「常時監視体制」が財政的理由で不備があることを訴えていたことが思い出されるので、その辺の事情を筆者は調べてみた。

 すると、2010年民主党政権下での「財政・仕分け」で、何と御嶽山は「大規模噴火」可能性・小という理由で、監視強化火山の対象から外されたことを、当時の*『朝日新聞』(2010年7月6日付)コラム記事が指摘・批判していることが分かった。

そうしたなか、文部科学省は08年、大学が観測している全国の33火山のうち、活動が盛んな16火山で観測を強化する方針を打ち出した。残りの17火山については大学の裁量に任せ、支援はしない。
強化対象の16火山については5年程度で、文科省と独立行政法人防災科学技術研究所が高精度の観測機器を設ける。09年度にはまず5火山8ヶ所に機器を導入した。ところが、この計画も政権交代による方針変更などが重なって今年度は予算がつかず、観測強化は看板倒れ寸前だ。
しかも、長野県と岐阜県境で79年に有史以来初めて噴火し、91年、07年にも小規模な噴火を繰り返している御岳山でさえ、観測強化の対象からはずされた。観測を続ける名古屋大の木股文昭教授は「気象庁の観測体制が不十分なまま大学の観測網が縮小されてる。これでは活火山の監視をやめるに等しい」と話す

 その後の自民・安倍政権でも、大差ない防災政策が採られている訳だから、「予知連」藤井会長の「御嶽山・監視不備」発言は、大惨事後の今、極めて重く受け止められるべきだ。

 早速昨日29日、安倍政権・菅官房長官が記者会見で、「火山監視体制強化の為の財源措置を行う」ことを表明したのは、聊か遅きに失しているものの、当然だ。一機百億円以上のF35戦闘爆撃機・購入よりも、災害への備えがどれだけ国民の「生命の安全」に役立つことか、考えてみるが良い。
 
 突然の噴火に晒されて、登山者たちは降り注ぐ火山弾や大小の岩石、或は有毒ガスを浴びて、生命を落とした様だ。本来の避難所である筈の山小屋は、防護の役には立たなかった。
 
 幾度かの噴火暦のある御岳山には、桜島や阿蘇に見られる様な鉄筋コンクリート造りの「退避壕」が何故設けられていなかったのだろうか。確かに「景観」という観点からすれば、議論はあるだろうが、灼熱の火山弾や石で多くの命を奪われたとされる今回の災害の場合でも、頑丈な「退避壕」が有ったら、状況は異なっていたに違いない。

 御嶽山噴火から4日目の今日30日、30人に及ぶ「心肺停止」や行方不明登山者たちは、定義的には「生きている」可能性が残っている訳だが、今なお、山頂近くに置き去られたままだ。今朝も、噴煙に含まれる有毒ガスの為に自衛隊など捜索隊が出動出来ない状態だという。
 
 最先端の装備を誇る自衛隊には、防毒マスク使用は言うに及ばず、如何なる状況の下でも「適切なる」作戦行動が求められている筈なのだが、やはり、二次災害を防ぐという「大義名分」を優先することになるのだろうか。
 島嶼の領有権を巡って、他国との「交戦」を予期して準備態勢に入っている「日本軍隊」に於いては、戦場で「二次災害を防ぐ」という概念は、あり得るのだろうか?

 いずれにせよ、如何なる天災に際しても、人命救助の為の間髪を入れぬ「即応態勢」が整えられていることが当然ではないか。それに照らせば、この度の防災・救護体制は、全く「お粗末」だったという言葉に尽きる。政府から市町村段階までの「猛省」を促したい。  (2014.09.30)

 御嶽山では、9月10日、11日に火山性地震が多くなりましたが、次第に減少し、今期間はやや少ない状態で経過しました(図4)。地震の振幅はいずれも小さく、火山性微動は発生していません。
 噴煙及び地殻変動の状況には特段の変化はありませんでした。
 御嶽山では、2007年にごく小規模な噴火が発生した79-7火口内及びその近傍に影響する程度の火山灰等の噴出の可能性がありますので、引き続き警戒してください。

 御嶽山の山頂付近に長野県が設置した地震計が、昨年8月から故障で観測できない状態だったことが30日、わかった。老朽化で故障したが、火山観測で連携している名古屋大が秋にも山頂に新たに地震計の設置を準備していたため、県単独の更新を見合わせていた。

 気象庁火山課によると、御嶽山では1979年の有史以来初めての噴火を受け、88年に常時観測を開始。現在、同庁のほか長野、岐阜両県、名古屋大、防災科学技術研究所などが12カ所に地震計を設置、他にも傾斜計や空振計、衛星測位システム(GNSS)など複数の計器が備えられている。データは、気象庁に常時提供され、活動の監視に使われている。

 地震計のうち火口に最も近いのが、長野県が管理する「御嶽山頂」観測点だ。県砂防課によると、84年の長野県西部地震による土砂災害を受けて、土砂災害を防ぐ目的で97~00年度に山頂を含めた3カ所に地震計を設置。補修を繰り返して使ってきたが、昨年6~8月、うち山頂を含む2カ所が故障した。

一方、研究データを提供し、気象庁の火山観測を補ってきた大学の観測網にもほころびが目立つ。国立大学は2004年の法人化で国からの運営費交付金が毎年1%ずつ減らされている。03年度に計1億1100万円だった観測装置の維持費は06年度には計6800万円まで減った。
長崎県で雲仙・普賢岳の観測を続ける九州大の地震火山観測研究センターでは、山のふもと4ヶ所で、1991年の噴火以前に設置した古い地震計を使っている。近くで農作業があるとその振動でデータが狂う。清水洋センター長は「電気代などを節約して修理などに当てるのがやっと。更新はできない」と話す。
そうしたなか、文部科学省は08年、大学が観測している全国の33火山のうち、活動が盛んな16火山で観測を強化する方針を打ち出した。残りの17火山については大学の裁量に任せ、支援はしない。
強化対象の16火山については5年程度で、文科省と独立行政法人防災科学技術研究所が高精度の観測機器を設ける。09年度にはまず5火山8ヶ所に機器を導入した。ところが、この計画も政権交代による方針変更などが重なって今年度は予算がつかず、観測強化は看板倒れ寸前だ。
しかも、長野県と岐阜県境で79年に有史以来初めて噴火し、91年、07年にも小規模な噴火を繰り返している御岳山でさえ、観測強化の対象からはずされた。観測を続ける名古屋大の木股文昭教授は「気象庁の観測体制が不十分なまま大学の観測網が縮小されてる。これでは活火山の監視をやめるに等しい」と話す

「御嶽山の観測強化、自民が除外」 枝野氏、仕分け否定

民主党政権の事業仕分けで「御嶽山の観測態勢が弱まるような判断、行動はまったくない」と述べる枝野幸男幹事長=東京・永田町の民主党本部
 民主党の枝野幸男幹事長は29日の両院議員総会で、御嶽山の噴火に関連して「インターネット上で民主党が(観測態勢の)予算を削ったという間違った話が流れているが、明確に否定できる」と述べた。そのうえで「観測強化対象を外したのは2008年12月の自民党政権のときだ」とも語った。
 民主党は政権時代の2010年6月、事業仕分けの一環で火山の測候所を議論の対象として扱ったが、枝野氏は「御嶽山の観測態勢が弱まるような判断、行動はまったくない」と説明した。

1. 幾つかの報道に依ると、医師の検視の結果、御嶽山噴火・犠牲者の死亡原因の殆どは、高温の火山礫を身体に受けたことに因る「ショック死」だという。そうであれば、「退避壕」・シェルターの備えがあったら、登山者大部分の生命は救われていたことになり、誠に残念なことだ。(2014.10.01)

2. 今晩(10月3日)のNHK「特報首都圏」では、明日で御嶽山噴火から一週間経過するに際して、この災害に偶々遭遇して、九死に一生を拾った人々の提供する生々しい証言と映像を紹介していた。噴火から約一時間迄の恐るべき状況が現場の各方面から明かされたことは,極めて貴重な記録として高く評価されるだろう。ただ、残念だったのは、今度の御嶽山「悲劇」の原因を,専ら「タイミングの悪さ」に帰していたコメンテイター(信州大研究者)の軽薄な言葉であった。被災した登山関係者ばかりでなく、多くの我々日本人は、噴火規模は然程大きくなかったにも拘らず、「何故47人を超える登山者が死なねばならなかったか」という素朴な疑問を抱いている筈であり、火山学者側からの「より踏み込んだ」説明と、行政の側からの「防災・救護」体制の改善が求められているのだ。 (2014.10.03)

3. 今夕(10月4日)のTBS・TV「報道特集」では、御嶽山・災害の受け止め方の問題点を、防災面と予知面から探っていた。前者については、女性医師・登山家が浅間山での数百人収容可能な「シェルター」や、地下が退避壕形式になっている山小屋の存在などを案内していた。後者については、北大名誉教授岡田弘氏や北大スタッフが、観測データと「火山をよく知る」ことで御嶽山の場合でも予知は可能だったとして、今回公表されている前触れの御嶽山・地震を解析することで、「予知」は有り得たことを示唆していた。この見解は、「予知不可能」とする気象庁や信大・名大研究者のものと異にするものであり、今後の議論の成り行きが注目される。更には、イタリア・エトナ山について見られる様なスタッフ常駐「24時間火山監視」体制が日本ではごく僅かの火山でしか行われていない点などを衝いていた。 (2014.10.04)

4. 「富士にもシェルターを 噴火時 静岡知事検討」ー10月1日付『東京新聞』
長野、岐阜県境の御嶽山(おんたけさん)の噴火を受け、静岡県の川勝平太知事は十四日の記者会見で、富士山の噴火時に登山者が逃げ込むことができるシェルターの設置を検討していることを明らかにした。「建設を決めたわけではないが、御嶽山の噴火でシェルターのようなものがないと逃げられないとはっきりした」と述べた。
 山梨県の横内正明知事も八日、山小屋のほとんどない富士山の下山道にシェルターの設置が必要だとの認識を示していた。シェルターは長野、群馬県境の浅間山のほか熊本県の阿蘇山などで、地元自治体が設置している。
 川勝知事は、ヘルメットやゴーグル、マスクなどを登山者自身が携行することについて「小さな噴石でも大けがになる。携行することが大事だ」と述べた。    (2014.10.15)

5. 御嶽山・噴火犠牲者を捜索していた長野県災害対策本部は、今日の午後、捜索「打ち切り」を決めたという。火山灰がコンクリート化して、降雪という状況下では、遺体を見出すことは不可能になるという見通しは,当初から有った判断であろう。だからこそ、災害直後からの「初動態勢」が必要だった訳だ。遺族には全く不本意な結末となってしまった。今後、政府と長野県に残された課題は、火山災害を如何に最小限に止めるかということだろう。「観光振興」目的の為に、事実を知らせない様にした、などということは、決して有ってはならない。 (2014.10.16)

At least 31 people were dead on Sunday night and dozens more feared missing after a volcano in Japan erupted unexpectedly, sending avalanches of ash and hot rocks down a mountain packed with seasonal hikers.
The walkers were admiring the fine autumn forests on the slopes of Mount Ontake, Japan’s second-highest volcano, when they were confronted by a vast ash cloud that engulfed the 10,000ft peak in minutes. Some were suffocated by ash and sulphurous fumes, others were knocked senseless by heavy pieces of rock hurled far and wide by the force of the eruption, which could be heard 10 miles away. The ash cloud, which rose more than two miles in the sky, also rolled down the mountain slopes, covering small hiking lodges in a 2ft layer of snow-white ash.

As of last night, rescue workers were engaged in a frantic hunt to find other hikers still feared trapped on the mountain. Around 250 people were on the peak when it first erupted on Saturday, and some of those on the upper slopes were unable to outrun the ash cloud’s rapid advance. Exact figures for those still missing were unclear, but it was thought that up to 45 people could remain unaccounted for. Much of the eruption was caught as mobile-phone footage. A film shot from inside a mountain hiking lodge recorded the screams of terrified hikers as rocks thundered against the roof and walls.
Grey, ash-filled air could be seen rolling against the window before it thickened into darkness, blocking out the sunlight and leaving just the soundtrack of debris pounding on the structure.

Shuichi Mukai, a worker in another mountain lodge, said: “All of a sudden, ash piled up so quickly that we couldn’t even open the door. We were really packed in here, maybe 150 people. There were some people crying, but most people were calm. We waited there in hard hats until they told us it was safe to come down.”

Mikio Oguro, a climber on the mountain, told Japanese television that vast plumes of smoke suddenly poured out of the crater, blocking out the sun and reducing visibility to zero.
“Massive amounts of ash suddenly fell and the entire area was immediately covered,” he said. “My colleagues later told me that they thought they might die.”
Shinichi Shimohara, who works at a shrine at the foot of the mountain, said he was on his way up the mountain when he heard a loud noise that sounded like strong winds followed by “thunder” as the volcano erupted. “For a while I heard thunder pounding a number of times,” he said. “Soon after, some climbers started descending. They were all covered with ash, completely white. I thought to myself, this must be really serious.”
A number of wounded and stranded hikers were plucked off the mountain slopes by rescue helicopters, some of which were only just able to operate safely. Some of the injured were winched off in stretchers that dangled beneath the choppers as they hovered.
The mountain is particularly popular in late September, when the turning of the autumn leaves makes for dramatic scenery. Local officials believe 45 to 49 people sheltered overnight in cabins on the mountain, although details remained unclear.

A group of 25 hikers, including a child, who spent the night in a cabin, were able to climb down yesterday to the start of a trail. “People panicked,” one middle-aged man with the group said, his face smudged with ashes. “I am glad I was able to come back alive.”
Rescuers had to call off the search by mid-afternoon yesterday because of the growing presence of toxic fumes. “The rescue team suspended their operation because of the increasing concentration of sulphurous gas in the area,” one official said. Yesterday, columns of thick white steam were still rising from Mount Ontake, feathering out into an otherwise cloudless sky.
Experts have warned that the eruption could continue for some time and declared a four-mile exclusion zone around the peak, saying there was also a risk of lava flows down the flanks of the mountain.
Last night the smell of sulphur had spread to the area around the foothills of Mount Ontake. Naomasa Nakatsuki, an inspector at Takayama Police Station, told The Daily Telegraph that teams of mountain rescue experts were scheduled to leave at first light today to follow paths that had yesterday been obscured by smoke and ash, in the hopes of finding more survivors.
The presence of so many hikers on the mountain at the time of the eruption has raised questions about whether officials responsible for monitoring volcanic activity in Japan, which lies on the Pacific “Rim of Fire”, may have missed warning signs.
“There were no earthquakes or strange smells on the mountain when I was there,” said one climber. “But a man who runs a hotel near the mountain told me that the number of small earthquakes had risen these past two months, and everyone thought it was weird.”
Satoshi Deguchi, a Japan Meteorological Agency official in the local Nagano prefecture, said that although increased seismic activity had been recorded at Mount Ontake for about two weeks, there had been no typical indications of a major eruption, such as increased seismic rattling or underground structural movement.
“Even small eruptions can cause major damage if people are around,” added Koshun Yamaok, a volcanologist at Japan’s Nagoya University. “And the problem is that catching signs of such small eruptions is difficult.”
“The eruption was very loud, even this far away,” said Mitsuko Ando, the owner of the Kaida No Popoya restaurant, which has a view of the volcano from nine miles to the south. “There were a series of minor earthquakes that we felt in the days before the eruption, but we didn’t really think much of them because it’s not unusual,” she said.
The eruption is the latest in a long line of tragedies caused by seismic activity in Japan, despite the country having exemplary civilian protection measures.
Three years ago, a magnitude nine earthquake out at sea caused a tsunami that killed 15,000 people and caused a meltdown at the Fukushima nuclear reactor. In 1995, a 6.8 magnitude earthquake devastated the city of Kobe, killing more than 6,400 people.

 英国にとって、「運命」を決める日が一週間後に迫った。

 今、世界中の視線が英国北部スコットランドに集中していると言っても過言ではないだろう。英国という歴史的「大国」が、その国土の三分の一と、10% 近くの人口を失おうとしているのだから。

つい最近の世論調査で、Scotland の「独立・賛成派」が反対派を上回ったという厳しい情勢に接して、予定されていた「国会討論」を取り止め、保守党・労働党・自民党各党首が頭を並べて急遽、現地での「独立・思い留まり」説得演説に乗り出した。正に非常事態なのだ。しかし、「独立したら大変なことになる」という危機感・煽動を主な内容とする演説が、「300年間の宿願」に対してどれだけ有効だろうか?

 その「独立」が実現すれば、彼の地に設置していた「トライデント」核ミサイル基地が撤去を余儀なくされ、国防政策を大きく変更しなければならない。

 長らく英国経済を潤してきた「北海油田」をScotland に引き渡さなければならなくなる。いずれ、その産油量の10% 程度しか得られないことになりそうだ。

 British Aisles の北部を失って、南部England は未曾有の経済活動の縮小を覚悟しなければならない。世界金融市場の拠点London「シティ」の賑わいも消えることになるかも知れない。

 世界政治やEUの場でも、その発言力はかなり限られたものになるだろう。  米国や欧州大陸諸国に伍して、その影響力を発揮することは困難になることだろう。要するに、*「大英帝国」の面影は、もはや「幻影」に近づくことになる。

 だからこそ、英国の政治家を始めとする「既存体制」側の人々にとって、*「スコットランド・独立」なる概念は全く成立し得ないものであった。それこそ、「驚天動地」の事態なのだ。

 その「まさか」のことが、これから起ころうとしている。最近の英国・伝統紙『タイムズ』が依頼した世論調査で、これまでの大方の調査結果を逆転して、何と51% のスコットランド有権者が、「独立」に ’Yes’ の意思表示を行ったのである。この一か月間で、20% もの *‘No’ 表明が ‘Yes’ へと変わったというのだ。

 この大変化に衝撃を受けたのは、首相キャメロンを筆頭に、野党労働党・党首Ed Miliband、ロンドン市長Boris Johnson 、そして財界など英国指導層であった。オズボーン蔵相は直ちに、Scotland への財政・税制優遇措置を発表し、引き止めを図った。しかし、ポンド価値が1% 下落したり,市場が混乱するなどの影響がすでに出ている。

    激論を交わす英国労働党元財務相ダーリング氏とSNP 党首・首相サモンド氏

 スコットランド「独立」についての「世論形成」に、最近大いに影響を及ぼしたのは、「独立」賛成の運動を指導してきた*SNP・「スコットランド国民党」党首・首相サモンド氏と、「独立阻止」の立場の労働党・元財務相ダーリング氏の、BBC・TV討論である。

 その討論会の第一回目(8月5日)は、特に独立後の「ポンド」問題での明確な説明について、「躓いた」とされるサモンド氏が大きな敗北を喫したということだ。

 8月25日グラスゴーで開催された第二回討論は、’BBC World’ を通じて全世界に放映されて、筆者も26日午前4時半からの生放送を視聴した。90分に渉る激しい論戦では、*北海油田・*ポンド・Trident 核ミサイル・医療など生活関連問題が休むことなく論じられたが、前回討論と打って変わって、サモンド氏の弁舌の強い調子が、ダーリング氏を圧倒していることが,筆者にも分かった。「公平に選ばれた」とされる会場の聴衆の拍手も、感じとして6対4の割合で、サモンド側が勝っていた様子に思われた。

 討論会直後に行われた ’Guardian/ICM’ ・’Snap Poll’ (即決世論調査)の結果は、何と71% 対29% の大差で、サモンド氏の勝利を告げていた。
 注目されたのは、財政専門家のダーリング氏が、論戦中に「スコットランドは英国の許可なしにポンドを使用できる」ことを認めたことである。

 この討論会から間も無い9月7日の保守系『サンデー・タイムズ』紙は、驚くべき内容の、先に述べた最新の世論調査・結果を公表した訳だが、9・18 'referendum’ が迫るにつれて、「決めかねていた」スコットランド住民の投票態度が次第に「決断」を余儀なくされて、’Yes’ へ傾いてきたのを、助長する形で「サモンド勝利・討論会」がその方向を強めた為に、「逆転」に至ったと考えられる。それが一か月で20%という変化を齎した「動因」ということだろう。

 一時期SNP党首Salmond 氏が「傲慢・野心的・不誠実」という理由で、女性に不人気であるということが一部「世論調査」で伝えられていたが、ごく最近の調査では、この点でも覆っているという。

 さて、「独立」後のスコットランドの「将来図」の骨子は、次の様なものになりそうだ。
 
*英国・労働党政権より「左」路線を採り、「反核・反戦」の福祉国家を目指す。

*主な財源は当面「北海油田」に依存するが、その間に既存の半導体・IT情報産業に加えて、新たな「産業社会」構築の準備を完了する。エネルギー源として、石油の外、風力発電など自然エネルギーに求める。

*Scotland 国防政策として、10,000人の兵員、80機程度の戦闘機、数隻の艦艇という最小限軍備に留める。

*英王室との関係は英国王戴かず、事実上の「共和国」となる可能性が濃厚だ。
(スコットランドでは最近の世論調査で、王制維持・反対派が支持派を上回っている)

*通貨については、英国政府側は「ポンド」の使用を許さないとしているが、スコットランドは、当面「非公式的」に「ポンド」を使用し、行く行くは、「ユーロ」採用か、「独自通貨」使用を検討する。

*英国が世界に誇ってきた、医療サービス「原則無料」の国民健康保健制度NHSを、英国キャメロン政権は、受益者負担を骨子とする「民営化」に踏み切っているが、スコットランドSNPは、この制度を「守り育てる」方針だ。

 9月18日の住民投票でスコットランド「独立」が決まった場合、英国政界は保守党・労働党を含めて「激震」に見舞われることは必至とされる。先ず、「独立」問題に対して適切な措置と行動を取らなかった*キャメロン首相の「進退」が問われることになる。
 また、来年5月の下院総選挙で労働党「勝利」が確実視され、次期首相と目されている労働党*ミリバンド氏は、スコットランド出身の労働党議員・議席41が失われる為に、政権を取っても英国議会の「多数派」を握る為には3議席足らない見通しで、行政の大混乱が必至だ。

 スコットランド「独立」が成立した場合の世界的「衝撃」は量り知れないものになるに違いない。現在、世界各地で既存国家からの*「独立」運動が様々な形で続けられているが、伝統国家・英国での画期的変化は、「独立」実現というプロセスの「平和的移行」の実例として、当該国家と「独立派」への極めて有益な教訓を提供することになるだろう。  (2014.09.11)

*「独立運動」:
・ウクライナ東部:2014年4月、首都キエフでのネオナチ・極右「クーデター」に伴い、ロシアへの合併又は独立を目指し、住民投票で独立を宣言するも、欧米・支援するキエフ政権の軍事力によって抑圧される。

・コソボ:多数派アルバニア人が武力抗争を続け、NATOの支援を受けてセルビアからの「独立」を宣言するも、国際的には認知されていない。

・スペイン・カタルーニア:20世紀初めからカタルーニア語を文化的基盤とする政治的独立運動がバルセロナを中心にして始まる。この地方はスペインでも経済的豊かさを誇り、元々マドリッドを首都とするスペイン国家とは民族的にも成り立ちが異なっていることから、ほぼ英国Scotland と同質の独立指向を示している。住民投票を求めるが、スペイン政権は拒否。昨日9月11日、バルセロナで180万人参加の「独立」要求デモが展開され、11月の「住民投票」を決めたという。

この他、台湾・チベット・東ティモール・日本など。
・日本でも、明治時代から始まっている*「かりゆしクラブ」などに依る沖縄「独立運動」(住民支持率約20%、2007年)にも一定の影響を及ぼすことが予想される。

昨今の日本の情勢は右傾化を止めることは難しくなって来ております。
日本の民主主義の頂点が、民主党が選挙に勝ち鳩山氏が総理になって、普天間基地は県外と決定した時点でした。
その後、坂を転げ落ち、日本の民主主義は終わったと感じる方も多いでしょう、このままでは又、先の沖縄戦のように沖縄は日本の為に犠牲になると言えるでしょう。
しかし、諦めてはいけません。沖縄が団結すれば犠牲をはね返せる可能性もあります。具体的には日本国も加盟している国際連合で認められている民族自決権を利用することです。民族自決権には軍事決定権も含まれております。
民族自決権を主張するには日本人と琉球人は違う民族だと言うことが前提になります。「沖縄県民」では日本の民主主義の100分の1の多数決に飲み込まれてしまいます。琉球人が団結して内外に向かって自治共和国、琉球共和国として主張と要求を始める必要があります。

*SNPは一貫して「反英運動」を続け、第4代党首Douglas Young教授は第二次大戦中に「兵役拒否」で投獄された。またNATO の「コソボ」戦争や、米英による「イラク」戦争に強く反対した。

*北海油田:将来の産油量については、SNP・サモンド氏の「楽観論」が批判されているが、誰にも明確な見通しを述べることは不可能であり,事実上「水掛け論」に終わることだろう。
 北海油田: North Sea oilは北海にある150余りの海底油・ガス田の総称。イギリス、ノルウェー、デンマーク、ドイツ、オランダの各経済水域にまたがるが、大半の油・ガス田は英国とノルウェーの経済水域の境界線付近に存在する。原油推定埋蔵量は130億バレル。日産約600万バレル。1960年にイギリスが開発開始。次いでノルウェーが開発に乗り出す。ノルウェー南西沿岸のスタヴァンゲルとイギリスのアバディーンは石油産業で発展し、イギリスは1980年代から石油輸出国となった。2014年現在でもEU加盟国最大の石油輸出国である。—Wikipedia

*「スコットランド・独立」問題:France 2(9月9日)は一英国人の声として、「スコットランド人の大部分は左翼なのに、ロンドンつまり支配者は保守」ということが問題の核心にあるとする。また「スコットランドは,世界で第十四位の豊かさを誇り、フランス以上だ」と紹介。

*「大英帝国」:スコットランドで中世より第一次・第二次独立戦争。
近年は北海油田の利潤を巡って対立。
 サッカー国際試合で、スコットランド人はイングランド・チームより外国チームを応援するという「伝説」。
 英国政府の一番の恐れは北方軍事基地を失うこと。

*’No’ 論者:独立はスコットランド民衆の生活を危険に晒す。誰が労働者の給料を出し、誰が社会保障や医療を守れるのか。Salmond の奇妙な信条の犠牲になったら大変だぞ。という類いの威嚇をしており、それらの運動を財政的に支えているのが社会的公正・平等を実現することからは程遠い、巨額寄付している銀行・不動産会社など大資本・保守党系人物。

*キャメロン演説:9月5日NATO理事会で、「ウクライナ・イラクでの英軍による武力行使の可能性」を示唆。これはScotland の人々に「戦争加担」の危険性について再認識させたかも知れない。それが、’Yes’ vote 51% (9月6日)に表れたかも知れない。

*Ed Miliband労働党党首: 自分が首相になれば、英国への入国に「書類」が必要になる、として ’border control’ ・国境管理を厳格化する意図を明らかにしている。

*通貨問題:オズボーン英国蔵相は英国・スコットランド間で通貨連合を結んだ場合、公定歩合や抵当利息の上昇を招き、通商が減少する為、英国側が大きな損失を蒙るとする

*「ポンド」問題:ノーベル賞受賞経済学者Sir James Mirrlees 氏は、「英国が、もしポンド『共用』を拒否するのなら、英国負債のスコットランド負担分を引き受けなければいい」とSNPに勧告している。それは英国への圧力となる。
結論的に、 James 卿は「スコットランドがポンドをこれまで同様に使い続けて、何ら問題はない」と言い切る。

*スコットランド「独立」と英国左翼:2014年8月号 ‘red pepper’ 誌上で 「国境や国旗が問題ではなく、人々の生活と変化が要件だ」とCat Boyd氏は言う。
 またHilary Wainwright 氏は、次の様に言う。

 なお、左翼の 'marverick’・「一匹狼」を自任する、グラスゴー生れのGeorge Galloway 下院議員は、演説会場で次の様に述べた。
「このちっぽけな英国を二分して、それぞれが別の通貨やクレジット・カードを使う意味はなく、スコットランドだけの未来は暗く、人々の生活は疲弊するだけだ」とする、左翼の「本流」に挑戦する演説を物している。ギャロウェイ氏は、スコットランドでの「ポンド使用」が不可能と見ているからだ。

 未だ英国がイラク・ISIS「空爆」に乗り出していないこの時期に、ISIS が又しても英国人Haines氏「斬首」という残虐行為に踏み切ったのは、同氏が「スコットランド」中央部 Perthshire出身で、12年前まで英国空軍兵士だったこと、その後はスーダン・リビアなど世界各地での援助機関の要員だったという経歴が、「スコットランド・独立」住民投票という、英国にとっての重大案件を直前にして、「処刑時期」を早めた理由になるかも知れない。ISIS としては、「衝撃」を梃に英国・キャメロン首相を最大限不利な立場に追い込もうとする思惑が働いている筈だ。  (2014.09.14)

The ICM/Sunday Telegraph poll shows the biggest Yes share of the independence referendum campaign, with 54% reporting an intention to vote yes; 46% say no.
The poll is undoubtedly a surprise, but actually does sit within margins of error of ICM’s recent poll where only 49% suggested they would vote yes. Instead of taking this poll outcome as sign that Yes has unstoppable momentum, we should see it as nothing more than an outlier which continues the main theme of recent polls that the referendum is too close to call. In the two-year Scottish referendum campaign, Whitehall and Westminster have been in denial about the prospect of Scotland voting Yes to independence. Suddenly, as the opinion polls show it as a very real prospect, the London-based political establishment is anxiously thinking about the implications.
“The consequences, not just for England, but Wales and Northern Ireland, are frankly unimaginable,” one senior Whitehall official said today. This is not an obscure debate about more devolution: some MPs fear the peace process in Northern Ireland, or at least order on the streets, could be at risk, and that there could be new demands for a united Ireland. There would inevitably be calls for a stronger Welsh Assembly, more devolution to the English regions and even an English Parliament.
If Scots vote to walk out of the marriage, there is no guarantee of an amicable “velvet divorce”. Alex Salmond could afford to be conciliatory in victory. He would invite a vanquished Alistair Darling to join all-party talks to ensure a smooth transition to “independence day” in March 2016.
Yet an angry public mood in the rest of the UK, especially in England, could push the political parties into rejecting a friendly separation. Cabinet ministers already describe the SNP’s timetable as “completely unrealistic,” when there are complex issues like the Trident nuclear weapons base on the table. Speaking privately, they suspect that there would be trade-offs, and that Mr Salmond might ditch his “non-nuclear Scotland” policy in return for concessions in other areas.

Et si le cauchemar des dirigeants britanniques, le premier ministre David Cameron en tête, était en passe de devenir réalité ? L'indépendance de l'Ecosse, longtemps pure chimère, improbable jusqu'à ces derniers jours, relève désormais du possible. A onze jours du référendum du 18 septembre qui doit en décider, le reste du Royaume, jusqu'ici peu préoccupé par l'enjeu écossais, se réveille brutalement. Pour la première fois, dimanche 7 août, un sondage d'opinion donne le « oui » à l'indépendance écossaise majoritaire.
Publié à la « une » du Sunday Times, l'enquête de l'institut YouGov attribue 51 % des voix au « yes » contre 49 % au « no », si l'on ne tient pas compte des électeurs indécis. Même si ce résultat se situe dans la marge statistique d'erreur, il confirme une poussée spectaculaire des partisans de l'indépendance : aujourd'hui à la traine, le « non » avait encore 22 points de pourcentage d'avance voici seulement un mois. Le résultat apparaît d'autant plus cinglant que YouGov n'est pas réputé pour être favorable à l'indépendance.

NATO・EUを出し抜いたロシア「対ウクライナ」戦略

  過去5か月余りに渉って「空しく」戦われてきたウクライナ東部「内戦」が、9月4日漸く「停戦」の運びとなった。ヴェラルーシ首都での*「ミンスク合意」が、クチマ前大統領と*OSCE・タグリアヴィニ特使の仲介の下、キエフ指導部と東部親露派「人民共和国」指導部との間で正式に成立したのである。勿論,この会議の「影の立役者」はロシア・プーチン大統領であった。

 つい最近まで、日本を含む欧米メディアは、キエフ政府軍が圧倒的優位に立ち、「親露派」拠点ドネツク・ルガンスクを包囲して「戦勝」間近い印象を振り撒いていただけに、今度の急転直下「停戦」は全く唐突なものだったに違いない。
 折から英国西部ウェールズ・Newport で「対露制裁」を主要議題として開催していたNATO 首脳・理事会出席のオバマ大統領など各国首脳にとっても、「寝耳に水」の事態だったろう。

 しかし、NATO理事会に招かれた当事者・ウクライナ「大統領」ポロシェンコ氏自ら5日、自軍参謀総長に「停戦命令」を出すに及んで、各国首脳は改めてウクライナでの戦争「実態」を認識させられたことだろう。

 実は、ウクライナ東部での「戦況」は、7月下旬頃から急速に変わり始めていたのである。欧米メディアは殆ど無視していたが、RTR などロシア系TV は頻繁に、露国境付近でウクライナ守備隊が数十人規模で武装放棄し、ロシア側に「投降」して来ている事実を報じていた。「飢えていた」彼らはロシア軍の「温かな食事と丁重なもてなし」を受け、深謝して自国領へ還されたという。
 また、ドネツク周辺の市街での「人民共和国」軍による政府軍「包囲」のニュースも度々伝えられていた。しかし、その時点でも、日本のTVニュースでは、「呑気に」ウクライナ政府軍のドネツク包囲作戦の「最終段階」を報じている始末である。

 この10日間程での親露派・優勢という「急展開」に接して、どっと流されたのは、「ロシア軍侵入」という情報である。出所はウクライナ政府当局と、米国の衛星写真などであるが、実際に確認されたものは殆ど無い。

 ロシア政府としては、正規軍がウクライナに入ったという「情報」を全く否定しているが、これ迄の様々な情報から見て、政府の提供する装備を携えて、親露派を援護する「義勇軍」的なものがウクライナ東部に進入していることは、ほぼ間違いなかろう。
 プーチン氏としては、ウクライナ軍の爆撃機・戦車の猛攻を受けている親露派勢力に対して、せめてこの程度の支援を行わなければ、「立つ瀬が無い」という心境のことだろう。しかし、西側が言う「ロシアに依る軍事力行使のウクライナ東部併合」というシナリオは、プーチン氏の「否定する言葉」を信じていいのではないか。

 「テロリスト」である親露派「人民共和国」代表を、交渉相手として認めることを、ウクライナ「大統領」ポロシェンコ氏は頑に拒んできた訳だが、ここに至ってその態度を豹変させたのは、自国軍のドネツク周辺での「瓦解」と相俟って、ロシアとクリミアを結ぶ中間点に位置する海港・要衝 Mariupol に強力な「人民共和国」軍が迫って来ているという切迫した事態を迎えていたからに違いない。
 取り敢えず「停戦」に持ち込んで、この重要都市を守る態勢を立て直すという心理である。前回もそうであったが、一応の「停戦」という時間稼ぎで「兵力立て直し・補給」を図り、再度「反攻」に転じるという作戦があり得るだろう。

  9月4日ウクライナ南部 Mariupol 近郊:突然の停戦で茫然として佇む親露派兵士

 この「内戦」で、これ迄に戦死者2,600 人から3,000人、主としてロシアへの難民は100万人に達し、家屋などの夥しい破壊を齎した。改めて何故ここに至ったのかという疑問について、一定の解答が与えられなければならない。

 「マイダン革命」という「無法」クーデターから大混乱が始まって、選挙で選ばれたヤヌコーヴィッチ大統領「追放」、それに続くキエフ「臨時政権・樹立」、ロシア語公用語「廃止」と「EU加盟」表明、それに反撥する東部ロシア系住民の「公共施設占拠」に対する「武力行使」、そして「武装抵抗」の開始という一連の事件について、国際的中立機関に依る厳格な「検証」が為されるべきだ。そこに至って初めて、戦争という「底知れない悲劇」の原因の説明が、たとえ当事者には納得不可能でも、付くということだ。
 
 この問題の解明過程で、「反ヤヌコーヴィッチ」デモに資金援助したとされる米国CIA・民間団体及び終始戦闘に参加していた米国「民間警備会社」軍事要員の「秘密活動」の実態が明らかにされることが求められている。

 また、「内戦」中に「撃墜」されたとされるマレーシア航空MH17機事件の「真相」も、’Black Box’ や現地調査の結果が全く不思議にも未だ公表されずに分かっておらず、今のところ,大した根拠も無く,親露派に罪が押し付けられたままだ。
 この件については、9月5日付ロシア*『プラウダ』紙は、MH17機・機体に見られる多数の銃創から判断して、ウクライナ空軍機がミサイル・機関砲で同機を撃墜したという説を展開している。

 今度のウクライナ東部「休戦合意」が、英国Newport での「NATO首脳・理事会」開催の直前に、突如として発表されたことで、「ロシア制裁」に意気込むオバマ・キャメロン両氏など欧米首脳たちの「出鼻を挫く」絶妙なタイミングに帰したことは、プーチン氏に「クリミア」に続いて「出し抜かれた」という忸怩たる思いにさせたことだろう。「合意」を説明するポロシェンコ「大統領」に対して,欧米首脳たちが一様に「当惑の表情」を浮かべていたのが印象的だ。

 この様な経緯について、9月5日付仏『ル・モンド』紙は、次の様に述べている。

 キエフ政権軍の「瓦解」又は「疲弊」によって実った今度の「停戦」によって、恐らくポロシェンコ政権は、戦争継続を主張する極右 ’sector’ などと、厭戦気分漲る一般民衆の「反戦運動」に挟まれて、窮地に立つことだろう。既にウクライナ軍東部司令官が、作戦・補給態勢の拙劣さについてキエフ指導部を公然と批判し、政権内部でもヤツェニュク首相が、プーチン氏主導の「停戦」に反対する言動を露にしており、政権の内部分裂も有り得ることだろう。  (2014.09.07)

1. 最近の「ロシアRTR」などの報道に依ると、ウクライナ「大統領」ポロシェンコ氏は、ウクライナ東部・親露派「共和国」が主張する「連邦制」又は「独立」を全く認める意思は無いことを明らかにする一方、ウクライナ軍の再編成や強化策を急ぎ、南部要衝Mariupolの防御陣地を強固にして行く方針であると述べたということだ。これを見ると、キエフ当局の「停戦」は結局、軍再強化の為の「時間稼ぎ」に過ぎなかったことになり、再び戦火を見ることになりそうだ。(2014.09.11)

President of the Russian Federation Vladimir Putin believes that to stop bloodshed and stabilize the situation in the south-east of Ukraine, the two sides of the Ukrainian conflict must implement a number of actions, Interfax reports. 

The message posted on the official website of the Russian President says: 

"In order to stop the bloodshed and stabilize the situation in southeast Ukraine, I believe that the parties to the conflict should immediately agree on and coordinate the following steps:


1. End active offensive operations by armed forces, armed units and militia groups in southeast Ukraine in the Donetsk and Luhansk areas.

2. 
.Withdraw Ukrainian armed forces units to a distance that would make it impossible to fire on populated areas using artillery and all types of multiple launch rocket systems.

3. 
 Allow for full and objective international monitoring of compliance with the ceasefire and monitoring of the situation in the safe zone created by the ceasefire.


4. Exclude all use of military aircraft against civilians and populated areas in the conflict zone. 


5. Organize the exchange of individuals detained by force on an 'all for all' basis without any preconditions.

6. 
Open humanitarian corridors for refugees and for delivering humanitarian cargoes to towns and populated areas in Donbass - Donetsk and Luhansk regions.
7. 

Make it possible for repair brigades to come to damaged settlements in the Donbass region in order to repair and rebuild social facilities and life-supporting infrastructure and help the region to prepare for the winter."

Le président ukrainien, Petro Porochenko, a ordonné à son armée de cesser les hostilités dans l'est du pays à partir de 18 heures (17 heures à Paris), vendredi 5 septembre. Cette annonce fait suite à la signature à Minsk, un peu plus tôt, d'un « protocole préliminaire » en douze points avec les séparatistes armés en guerre contre les forces de Kiev depuis cinq mois.
« Je confirme que nous sommes prêts à respecter le protocole d'accord signé et arrêter le feu », a affirmé de son côté l'un des chefs rebelles présents dans la capitale biélorusse, Igor Plotniski, « premier ministre » de la République populaire autoproclamée de Louhansk.
VICTOIRE POUR VLADIMIR POUTINE
Cet accord est une victoire pour Vladimir Poutine, plus que jamais maître du jeu dans le conflit ukrainien. Après avoir permis aux séparatistes de reprendre la main militairement, le président russe se présente une nouvelle fois, sur la scène internationale, dans la posture du faiseur de paix. Il le fait à un moment opportun, au moment où la pression internationale est remontée d'un cran sur le dossier et au moment où l'Union européenne envisage de nouvelles sanctions économiques contre Moscou.
Le protocole de Minsk s'appuie largement sur le plan présenté par le président russe mercredi 3 septembre, qu'il aurait griffonné personnellement dans l'avion qui l'emmenait en Mongolie. Il prévoit notamment le retrait des forces ukrainiennes à une distance suffisamment lointaine pour empêcher le bombardement de zones civiles. L'échange des prisonniers détenus par les deux camps et l'organisation de convois humanitaires sont aussi prévus.

La signature d'un cessez-le-feu est une avancée majeure dans un conflit qui a déjà fait plus de 2 600 tués, principalement victimes des bombardements de l'armée. Et encore ce bilan est-il probablement sous-estimé, notamment pour ce qui est des pertes dans l'armée ukrainienne, qui a enregistré un série de revers depuis dix jours.

In each case, there appears to be only one explanation consistent with known facts
I wrote previously of a second great mystery surrounding the disappearance over the Indian Ocean of Malaysian Airlines Flight 370, and that second great mystery is the United States' utter silence surrounding its disappearance, despite its being the very nation able to offer the best information from the world's most sophisticated radars and spy satellites. There can be no question that the United States gathered data on that catastrophe because its military and intelligence surveillance is unblinking. The fact that we did not hear a word from America, and still do not, can only mean its government wants the event, like the airplane itself, to sink, in this case into public forgetfulness.
Now we have a second Malaysian Airliner destroyed (its national origin is presumably sheer coincidence), Flight MH17, this time at a location from which the wreckage was recoverable. The American press immediately jumped to the conclusion that a Russian high-altitude anti-aircraft missile called BUK was responsible, which surely reflected nothing more than suggestive whispers from American intelligence since no evidence was offered. The altitude of the plane before it was destroyed excluded other ground-based missiles.
But Russia had no possible motive for attacking the airliner, and, indeed, the unfortunate event has only served as fodder for a Western press eager to declare Russia a new threat to the world. The Russian-speakers of eastern Ukraine who broke away from that country's new American-installed government simply do not have this missile in their arsenal, but Ukraine's government definitely does. These basic facts demonstrate the inappropriateness of the American press's early suggestions, but we know that in the disinformation business the first one out with even a remotely plausible story repeated loudly enough leaves a lasting impression, as witness the sad fact that polls show a sizeable proportion of Americans yet believe Saddam Hussein hid terrible weapons.
Despite the wreck's physical accessibility, there were substantial delays getting investigators to it as Ukraine's new government pressed attacks against its own eastern, Russian-speaking population. We cannot know, but the long delay may well have permitted sanitizing of the crash site. When able to access the site, experts found the flight recorders intact, but, to this writing, nothing from those recorders has been made public. I don't recall another case of a major crash when at least some information from an intact flight recorder was not made public quickly. After all, the principle behind such data is to discover problems for civilian aviation, enabling others to avoid them. The data, under international civil aviation agreements, is not anyone's private property, it is to be shared with all in a timely fashion.But we have heard nothing except a promise that the investigation's findings will eventually be made public. With such a suspicious delay, the possibility of tampering or destruction of data cannot be ruled out. And here, too, we have silence from the United States which would have the best supplementary data in the form of radar tracks and satellite images on a European event not far from Russia's border, an area of intense interest to America.
Why don't they produce them? Moreover, despite repeated requests from Russia and others, Ukraine's new government has released no data of its own, things we know it must have, such as tower-to-pilot recordings. Clearly, information is being deliberately suppressed, and when we hear in our press and from American-influenced governments about Russia's underhandedness, it is only a loud diversion from that disturbing fundamental fact.Do you see the television networks and newspapers in the United States calling for the immediate release of information? No, instead you see the suggestion, sometimes far more than a suggestion, that Russia is responsible for destroying the airliner, and this accusation is made with no evidence and without shame.
You might say we have a conspiracy of silence around an event of international importance. But why should that be so? Why is a country whose politicians regularly make speeches praising themselves about openness, democratic values, and fairness, found withholding critical information in two catastrophes of international importance?
In the first case over the Indian Ocean, it is almost certainly because the United States itself shot down the airliner, either mistakenly or deliberately as it may have been regarded as a potential threat to the secret base at Diego Garcia. Neither of these possibilities would be new experiences for America's military which, over the years, has been involved in destroying at least half a dozen civilian airliners (see my essay with its footnotes, "The Second Mystery Around Malaysia Airlines Flight MH370" found atChuckman's Words on Wordpress).
In the case of Malaysian Airlines Flight MH17, destroyed over Ukraine, I believe the United States is hiding the fact that the Ukrainian armed forces shot it down. Why would the United States do this? We know, there being a great deal of good information in the public record, that the United States has made a huge investment in Ukraine over the past few years trying to destabilize an elected government, one friendly to Russia, and it succeeded when that government fled from a coup. Imagine America's embarrassment at the world's seeing its new proxy government, its supposed champion of eastern democracy, first misdirecting a civilian airliner, Flight MH17 having inexplicably been sent off course over a war zone, and then shooting it down with a fighter. Russian data, released to the public, shows a Ukrainian fighter was near the airliner, and an early photo of the wreckage leaked to the world clearly shows a large fuselage panel from the pilot's cabin riddled with holes as by heavy caliber ammunition from a fighter's canon.

悪しき過去の二「遺産」に苦悶する米国民:「人種差別」意識と「イラク戦争」

 この8月、米国中央部Missouri 州Ferguson で起きた警官による黒人少年射殺事件と、その後の経緯は、米国の「悪しきlegacy (遺産)」としての「人種差別」問題を新たにクローズ・アップさせることになり、イラク問題など「外患」に忙殺されるオバマ政権を、更に「内憂」でも苦境に陥れる趣を呈している。

          白人警官に「無抵抗」で射殺された Michael Brown

 ことの発端は、白人警官が大通りの車道を歩いていた18歳の「巨漢」黒人少年Michael Brown に対して、歩道を歩くように注意したが、少年は言う事を聞かず、そのまま逃げようとしたものだが、厳しい警告を耳にして一旦立ち止まって振り返り、両手を挙げたのに対して、「頭に来ていた」警官が真正面から少年に複数の弾丸を撃ち込んだということの様である。

 当初、警官は、少年がナイフを振り回すなど、危険な抵抗をした為、やむを得ず銃を使ったと述べたが、その近辺に居合わせた人々の証言では、Michael は全く抵抗していなかったということだ。しかも不思議なことに、遺体は数時間も現場に横たわっていたという。

 Michael の遺族の求めで行われた遺体検証で、少なくとも6発もの弾丸が頭部や手足、胸部に打ち込まれていたことが判明し、誰もが「只ならぬ」事件であることを感じ取った。どう見ても、白人警官の「人種差別」的対応が、この事件の核心にあることは明白であった。

 事件直後から始まっていた数千人規模の「反ポリス」抗議デモは、Ferguson での一部暴動化した激しい運動から、アトランタやニューヨークなどの「平穏なデモ」へと拡大しつつある。基本的要求は、「過剰行動」を採った警官を逮捕することであるが、市や州当局は、「正当防衛」を主張して、それを拒んでいる。

 抗議運動の急激な高まりを受けて,オバマ政権はNatinal Guard (州兵)をFerguson に派遣したが、黒人を中心とする市民の抵抗は弱まることはなかった。

 Ferguson市(人口約21,000人)は近年急速に人口構成が白人系から黒人系市民へと転換しており、現在7割が黒人だが、同市警察の 約40人の警官は殆どが白人で、黒人は4人しかいないという。

 更に、8月19日にもFerguson近くSt. Louis 市北西部の食料品店で、23歳の「異常に興奮した」黒人男性がナイフを振り回したのに対して,警官が警告後に更に抵抗を受けて発砲し、射殺したという事件が発生している。この新たな発砲事件は、Michael Brown 事件直後のことだけに、激しい抗議運動に油を注ぐ結果になった様だ。

 国民に対して「平静な対応」を訴えるばかりであったオバマ大統領は、事実関係が民衆側と警察側で全く対立している事態に対処するべく、8月21日に漸く司法長官Eric Holder 氏を現地 Ferguson に派遣して、被害者少年父母や関係者と面談し、事実関係を明らかにしようとしている。

 Eric Holder 氏は米国最初の黒人系司法長官だけに、「偏見抜き」の公正な判断・処置が期待され得るが、一方では白人社会の「根強い抵抗」が予想される訳で、事の成り行きが注目される。

 これ迄の所、警察・州兵との衝突で、市民デモ隊の側に、射撃に因る負傷者
2人、逮捕者約40人を出している。司法長官の現地派遣に依り、現在はやや沈静化している様に見える。州兵も引き上げ始めているという。しかし、当の警官の「逮捕」と公正な裁判が無ければ、問題は再燃するのが必至だ。

           市警察当局に対して「真実を求める」


 因に過去に起こった、人種差別に起因する「暴動」事件の典型的なものは、「ロサンゼルス暴動」であるが、これは1992年4月末から5月頭にかけて、*ロドニー・キング事件に対する白人警察官への無罪評決をきっかけとしたものだ。
 この事件は突如起こったかのような印象で日本では報道されることが多かったが、その潜在的要因として、ロサンゼルスにおける人種間の緊張の高まりが挙げられる。アフリカ系アメリカ人の高い失業率、ロサンゼルス市警察(以下「LA市警」)による黒人への恒常的な圧力、韓国人店主による黒人少女(ラターシャ・ハーリンズ)射殺事件とその判決に対する不満などが重なり、重層的な怒りがサウスセントラル地区の黒人社会に渦巻いていた。そこにロドニー・キング事件のLA市警警官に対して無罪評決が下されたことが引き金となって、黒人社会の怒りが一気に噴出して起きた事件である。
 暴動による被害は死者53人、負傷者約2,000人を出し、放火件数は3,600件、崩壊した建物は1,100件にも達した。被害総額は8億ドルとも10億ドルともいわれる。この事件での逮捕者は約1万人にものぼり、そのうち42%が黒人、44%がヒスパニック系、そして9%の白人と2%のその他の人種が含まれていた。

1991年3月3日、黒人男性ロドニー・キングがレイクビューテラス付近でスピード違反を犯し、LA市警によって逮捕された。その際、20人にものぼる白人警察官が彼を車から引きずり出して、装備のトンファーバトンやマグライトで殴打、足蹴にするなどの暴行を加えた。たまたま近隣住民が持っていたビデオカメラでこの様子を撮影しており、この映像が全米で報道され黒人たちの激しい憤りを招いた。—Wikipedia

 最近の出来事の中で、このVideo 映像ほど、世界中を震撼させたものは無かっただろう。赤い衣装を着させられて、間もなく「斬首」処刑された米国人、そして、黒覆面の処刑人「ジハディスト」共に、’ "real killer'' is America’ 「真の殺人者は米国」として、米国の「イラク爆撃」を激しく弾劾する演説をしているのである。更には、もう一人の米国人捕虜を映像で示し、「もし米国がイラクでの爆撃を続けるならば、この人物も次に処刑される」という「身も凍る様な」威嚇を行った。

 そのジハディストの話す英語訛りから、彼がロンドン辺り出身の英国人ではないかと推察されるに至って、国際的な波紋は一層大きなものになった。特に英国の反響は甚だしく、首相キャメロン氏は英国南部コーンウォールでの休暇を半ばで打ち切って、ダウニング街の首相官邸に戻り、対応策協議に乗り出した。

 最近では、イスラム過激派に英国人だけでも約500人など、欧米諸国出身の若者たちが二千人規模で参加していることが確認されており、今度の事件も、その事実を裏付けることになった。

 名の知られたジャーナリスト James Foley 氏は、2012年11月22日、「シリア内戦」取材中に シリア北西部トルコ国境近くでイスラム過激派ISIS に捕えられた。彼は当時、米国通信社 'GlobalPost’ の仕事をしていた。

 米国報道官は当初、このヴィデオ映像の「信憑性を調べる」と述べて、一旦「衝撃を緩和する」意図を示したが、間もなくオバマ大統領は、その事実を認め、ジハディストたちの「残忍さと良心不在」を、深刻な表情を浮かべ乍ら非難した。

 英国『テレグラフ』紙(8月20日付)に依ると、「次の受刑者」として紹介されている米国人フリーランス・ジャーナリストSteven Sotloff 氏(31歳)の家族は、オバマ大統領に対して、「あらゆる必要な手段を尽くしてSteven の救命を図る」ことを求める請願書を「ホワイト・ハウス」Websiteに提出したという。この反響は大きく、数時間の内に3,000の同意署名が集まったということだ。

 未だこの「請願書」の行方は分からないが、現段階でオバマ大統領はこれまでの方針を変えることなく、米空軍はイラク北部でのISIS拠点を対象にした空爆を続けている。この儘だと、次の処刑者が出ることは避けられないだろう。現在 ISISの欧米系捕虜は約20人居ると推定されている。

 米国政権にとって、「イラク戦争・終結」から10年も経たぬ内に、再びイラクで爆撃作戦を遂行することなど、「誤算」の最たるものに違いなかろうが、振り返って熟慮すれば、ブッシュ・ブレアという「愚か者」コンビが始めた戦争には、その当初から中近東についての「地政学的」基礎知識が欠如していたと言う外ない。そもそも,多民族的構成に加えて、宗教的要素が極めて複雑に絡み合っている地域に対して、サダム・フセインという「独裁者」を倒せば、欧米的「民主主義」がいずれ打ち立てられると勘違いした所から、大失敗が始まったと言えるだろう。しかし、その底意には、イラクに存在する潤沢な「石油資源」獲得という実利の魅力が抗し難く伴っていた。

  現在、Kirkuk から「クルド自治区首都」Erbilまでの地域で激戦が続いている模様

 今度のイスラム過激派・ISIS 「イラク全土」掌握という可能性に直面して、米国を先頭とする西側勢力は、表向き、直接的脅威に晒されているキリスト教徒やクルド人保護を建前として武力介入に踏み切っている訳だが、実際のところは、「クルド自治区」に既に実在する豊富な「原油」と、その開発施設・防御に狙いが在ることは,今や誰が見ても明らかだ。バグダッドの中央政府から事実上「独立」して、安定した石油供給が期待される「クルド自治区」には、既に欧米系石油資本などの為に働く、日本人を含む数千人の人々が移り住んでいるという。確かに、そこをISISなどという「無法集団」に攻略されたら、大変なことになる訳で、恐らく米国など欧米勢力は、いかなる犠牲を払っても、「死守」しようと努めることだろう。

 しかし、シリアでは、少なくとも一時期、欧米勢力が「アサド政権」打倒の目的の為に、ISIS を「味方」として共闘してきた事実は否定出来ないだろう。

 それを見れば、シリアからイラクに及ぶ広範囲に渉るISISの「発展」に、欧米勢力が少なからず「手を貸した」と見られても,当然至極に違いない。
 全く不様な指導者たちに、欧米諸国は「恵まれた」ものだ。

A black president couldn’t stop the Ferguson race riots

Violence continues in Ferguson, Missouri. It began on August 9 with the death of Michael Brown, an unarmed African-American teenager cut down by a white cop’s bullets. Peaceful demonstrations turned into looting, the local police went in with rubber bullets and tear gas, all hell broke loose and, eventually, Missouri’s governor pulled out the local police and sent in state officers instead. But the rioting only paused; it didn’t cease. And it may continue. That’s probably because it’s driven by a deep, deep anger that will take a long time to calm.
Observers might ask, “How can this be happening in an America that has elected a black president?” How can black kids still get killed by white cops and how can towns still burn in race riots?
Part of the explanation is that the recession has been especially tough on African-Americans – reinforcing historical disparities of wealth between the races. Before the credit crunch, the median net worth of a black household was $12,124, compared with $134,992 in white households. After the crunch, the black net worth fell to just $5,677, compared with $113,149 among whites. Black home equity fell by an average of 28 per cent and retirement savings by 35 per cent. In May 2014, the black unemployment rate stood at 11.5 per cent – more than double the white jobless rate of 5.4 per cent.
To make matters worse, blacks face additional challenges at home and in the streets. There is a crisis in black fatherhood: while just 29 per cent of whites are born out of wedlock, the figure is 72 per cent for blacks. One result is a racial imbalance in welfare dependency: African-Americans make up about 13 per cent of the population yet 39.8 per cent of those on welfare rolls. Other frightening statistics point to a serious cultural malaise. Four out of five black women are overweight or obese; black women account for nearly 36 per cent of all abortions performed in the United States.
All of this is made worse by a police and judicial system that seems not just imbalanced against blacks but actually designed to put more of them in prison. The War on Drugs and mandatory sentencing has gone hand-in-hand with racial profiling to send large numbers of African-Americans to jail for small infractions: they now account for around 40 per cent of the prison population. For a sense of how, for many blacks, the police are an agency of state repression, consider this alarming fact: in Ferguson, 67 per cent of residents are black but 94 per cent of the local police are white.
Why has electing a black president not changed all of this? One answer is that while Obama is a president who is black, he has never sold himself as an expressly black president – that is, he tries to operate outside of the racial narrative rather than play a leadership role within it. He is evidence to the young black child that, yes, anyone can make it in America.
But what he was never going to be was someone who would confront racism head on or seek a substantial redistribution of power and money of the variety that many civil rights leaders feel is necessary to help the poor.
President Obama has tried on occasion to talk about race, but its political consequences have tended to be negative. When Trayvon Martin was shot dead by vigilante George Zimmerman, Obama remarked that he could have been his son – and it did nothing to help convict Zimmerman. On the contrary, many conservatives took exception to the remarks for it seemed like an inappropriate injection of national politics into a case facing the courts.
Obama has commented on Ferguson but mostly to appeal for calm and ask for a proper investigation of what happened.
If there is hope for real change, some of it might come from the Right. In general, they have been horrified by events in Ferguson – not so much by the looting (condemned by almost everyone) but by the obvious iniquities in the law-and-order system. Jonah Goldberg, a highly respected Right-wing columnist, argued that “the idea that police forces shouldn’t take into account the racial or ethnic make-up of their communities when it comes to hiring [is] bizarre.”
Senator Rand Paul, a libertarian Republican who would like to be president, has condemned both the militarisation of the police and the country’s drug laws. Meanwhile, many Republicans are embracing prison reform.
Of course, it will be the black community that will lead the fight for change. Fortunately, there is an expanding black middle class to offer a model of self-improvement and the black church remains a beacon of activism and uplift. Sadly, what they have discovered since the days of the civil rights movement is that government isn’t always their best friend and the promises of the Left can be empty. Change will come from within towns like Ferguson, not from within the White House.

Dans un livre traduit en français en 2012, le Poids du passé, Barack Obama et la question raciale (1), cet historien des droits civiques, rappelait, après Faulkner et Obama lui-même, que ce «passé» d’humiliations et de ségrégation n’est toujours pas vraiment passé.
Ferguson est-il un cas isolé ou reflète-t-il des tensions raciales plus générales aux Etats-Unis ?
Ce qui se passe à Ferguson fait écho à des tensions anciennes, qui se sont déjà vues en d’autres endroits, comme en Floride après la mort de Trayvon Martin. L’émoi que l’on voit à Ferguson est le produit de quarante ans d’investissements dans le traitement policier et judiciaire, plutôt que social, des inégalités raciales. Les Afro-Américains sont beaucoup plus souvent contrôlés, arrêtés, poursuivis et emprisonnés que les Blancs. Le phénomène est si courant qu’il a engendré l’expression «Driving While Black» (littéralement «conduite en état de négritude»), exprimant le fait que les conducteurs noirs ont beaucoup plus de probabilité que les Blancs d’être arrêtés et poursuivis pour infraction routière. Souvent, les policiers profitent des contrôles routiers pour fouiller leurs voitures et voir s’ils ne transportent pas de drogue ou d’autres produits interdits. Dans des villes comme Ferguson, c’est aussi une source majeure de revenus pour les policiers locaux qui encaissent les amendes. Cela nourrit bien sûr beaucoup de ressentiments.

Militants from the Islamic State have released a video showing a jihadist speaking with a British accent beheading an American journalist in what it says is a revenge killing for the ongoing US air strikes in Iraq.
The chilling message in the video, entitled ‘A Message to America”, was unambiguous and warned President Barack Obama of further retaliation to come – including the beheading of a second journalist.
The execution of James Foley follows nearly two weeks of US air strikes that have pounded militant positions and halted the advance of Isis extremists, which until this month had captured a third of Iraq with little resistance.
It also shows images of another US journalist, Steven Sotloff, whose life militants said depended on how the US responded.
The Foreign Secretary, Philip Hammond, condemned the killing as “one more example in a catalogue of brutality” by "evil" Isis.
“Isis are waging war on moderate Islamic opinion and they are waging war on the West and we have to deal with them on that basis," he added.
He said the person shown decapitating Mr Foley "appears to be British" and experts are urgently investigating who he is.
